WATERBURY — New in-
formation about a quarry off
Sheffield Street that sat dor-
mant for years has brought it
back into the spotlight.
Blue Stone Quarry, at the
end of Sheffield Street off
Thomaston Avenue, was ren-
dered useless after a series of
decisions by land use boards,
attorneys for the owner, Mike
Hychko, have argued.
Despite the previous de-
nials, on Wednesday, Hychko
appeared before the Zoning
Board of Appeals asking for
several variances. The Zon-
ing Commission will open a
hearing on his application for
an earth-excavation permit
next week.
Hychko is seeking the ap-
provals in light of evidence
unearthed by his attorney,
Dennis M. Buckley, that
shows quarrying on the 37.4-
acre property predates the
city’s zoning regulations.
In 2009, the Zoning Com-
mission rezoned Hychko’s
quarry from industrial —
where quarrying is a permit-
ted activity — to residential,
where it’s not.
Hychko applied for an
earth-excavation permit,
claiming it was a legal non-
conforming use because the
property his family has

BACKGROUND
BY PAUL HUGHES
REPUBLICAN-AMERICAN
HARTFORD — Democrat-
ic leaders are still weighing
whether to try to revive any
of the nine bills that Gov.
Dannel P. Malloy vetoed this
year, including one requiring
the state education commis-
sioner have a background in
education.
The legislature is sched-
uled to return Monday for a
constitutionally required veto
session, but majority Democ-
rats have not yet overridden
one of the Democratic gover-
nor’s 39 vetoes since he took
office in 2011.
Senate President Martin
M. Looney, D-New Haven,
and House Speaker Brendan
Sharkey, D-Hamden, said
Wednesday that plans remain
up in the air for Monday’s
session. The two Democratic
leaders said they continue to
poll House and Senate De-
mocrats on the vetoed bills.
“We haven’t made any de-
cisions yet about whether to
go forward with any potential
overrides,” Sharkey said.
Looney said House and
Senate Democrats need to di-
gest the governor’s veto mes-
sages in weighing their deci-
sions on each of the nine bills.

Legislators to look at 9 bills Malloy blocked
>> To override a veto
requires 100 votes in
the 151-member House
and 24 votes in the
36-member Senate.
>> Gov. Dannel P. Malloy,
a Democrat, vetoed 30
bills from 2011 to 2014,
with zero overrides.
>> Gov. M. Jodi Rell, a
Republican in office
2004 until 2010, vetoed
55 bills and lawmakers
overturned 16 of them.
>> Democats have con-
trolled both legislative
houses since 1998.

  • 1. BY ANDREW LARSON REPUBLICAN-AMERICAN WATERBURY — New in- formation about a quarry off Sheffield Street that sat dor- mant for years has brought it back into the spotlight. Blue Stone Quarry, at the end of Sheffield Street off Thomaston Avenue, was ren- dered useless after a series of decisions by land use boards, attorneys for the owner, Mike Hychko, have argued. Despite the previous de- nials, on Wednesday, Hychko appeared before the Zoning Board of Appeals asking for several variances. The Zon- ing Commission will open a hearing on his application for an earth-excavation permit next week. Hychko is seeking the ap- provals in light of evidence unearthed by his attorney, Dennis M. Buckley, that shows quarrying on the 37.4- acre property predates the city’s zoning regulations. In 2009, the Zoning Com- mission rezoned Hychko’s quarry from industrial — where quarrying is a permit- ted activity — to residential, where it’s not. Hychko applied for an earth-excavation permit, claiming it was a legal non- conforming use because the property his family has Cityquarryissuerevived Approvals sought for operation shut down in 2010 See QUARRY, Page 7A RepublicanAmerican FINAL 75¢THURSDAY, JULY 16, 2015 REP-AM.COM Sunny and not as warm today and tonight; Friday is nice, too. Dannel P. Malloy vetoed this year, including one requiring the state education commis- sioner have a background in education. The legislature is sched- uled to return Monday for a constitutionally required veto session, but majority Democ- rats have not yet overridden one of the Democratic gover- nor’s 39 vetoes since he took office in 2011. Senate President Martin M. Looney, D-New Haven, and House Speaker Brendan Sharkey, D-Hamden, said Wednesday that plans remain up in the air for Monday’s session. The two Democratic leaders said they continue to poll House and Senate De- mocrats on the vetoed bills. “We haven’t made any de- cisions yet about whether to go forward with any potential overrides,” Sharkey said. Looney said House and Senate Democrats need to di- gest the governor’s veto mes- sages in weighing their deci- sions on each of the nine bills. Willtheybreakvetoice?
