Barcelona has implemented several strategies to address its affordable housing crisis and lack of social housing. It has shifted from a market-fixing to market-shaping approach, using public development, public-private partnerships, acquisition of private units, and temporary mobilization of private rental units. Through these strategies, Barcelona aims to increase its social housing stock from 7,500 units in 2015 to 17,500 units by 2025, serving over 37,000 residents and generating over 33,000 jobs. The strategies involve new construction, acquisitions, cessions of private units, and innovative financing and development models in collaboration with private and nonprofit partners.

The most important medium term challenge in the region is how to manage the growth of cities without compromising the environment, the economy, its governance and quality of life of its citizens. Urban transformation cannot be improvised and sustainable growth requires planning to face the future. An in order to be sustainable planning requires assuming a regional and metropolitan strategy. Planning should be inclusive, allowing all members of society to share their vision of the future of the city. This vision should at least aim at reducing vulnerability and should be based on democratic principles and equity; should promote the protection of undeveloped land; the preservation of cultural heritage; and strengthening the economy. Improve the quality of life for residents, maintaining and strengthen the representativeness, effectiveness, transparency and accountability of authorities and city government is indispensable.
Developing countries are threatened by a housing crisis. New models are needed to produce affordable and sustainable housing on a large scale.
What role can the private sector play?

renovation subsidies.
The company was created in 1927 and consolidated with

8. From market fixing to market shaping approach in BCN housing policy
1. Since 2015, Barcelona has changed the paradigm of its housing policy:
1. From a market-fixing to a market-shaping approach
2. The role of the public sector is to shape and direct the market to meet a public goal: the
creation of an abundant affordable housing market.
3. The mission is clear: to ensure access to decent, green, healthy, and affordable housing for
all.
2. The new approach requires rethinking:
1. the role of the government (towards an entrepreneurial local public sector)
2. the private sector (towards purposeful stakeholder companies),
3. along with a different approach to public, private and civic collaboration (towards
symbiotic and mutualistic ecosystems which risks and rewards are equally shared).

housing to 9.100 people.

IMHAB has increased exponentially its housing development
and management capacities, 80% of the new units being in

19. Conclusions
Barcelona as an emerging, mission-oriented model (Mazzucato), based
on symbiotic collaborations between public, private and community
stakeholders.
Co-shape the market from the public sector. Without a strong public role,
nowhere and never in history, has it been possible to generate permanently
affordable housing estates.
Reach agreements with private, communitarian and commercial
stakeholders. Public commitment is necessary but not enough. There needs
to be a whole set of alliances between different types of affordable housing
providers.
