This document outlines a project to address high unemployment rates among veterans by developing a program to certify military skills and experience for the civilian workforce. It notes that over 2 million troops have been deployed since 9/11 and veterans often struggle to find jobs despite receiving useful training. The primary cause is seen as a lack of civilian certifications, even though many military jobs translate well to civilian positions. The project aims to document, validate and certify transferable skills to make veterans more employable and reduce costs of unemployment benefits. It will analyze military and civilian job similarities and work with businesses, schools and the government to create certifications that streamline veterans' transition to civilian employment and education.
