Bill has spent his career developing and implementing cost effective
infrastructure and real estate solutions for clients in both the private and
public sectors. His nearly 30 years of experience includes a broad
spectrum of developments that include entitlement, design, permitting
and construction of industrial complexes, free standing retail, master
planned communities, hotels and resorts, shopping centers, institutional
facilities, mixed use developments, and storm water master plans. He
has represented clients in land planning and entitlements, provided
expert witness testimony as both a land planner and civil engineer, and
consulted on cases involving eminent domain.
As a land development consultant prior to joining CSX, Bill managed
project teams for small, medium and large multi-disciplined firms, acting
as section manager, senior project manager and branch manager before
establishing his own practice. His firm delivered projects in three states
(Florida, North Carolina and Hawaii), including design-build delivery for
the Military totaling $15 million dollars in construction and achieving
LEED Gold certification. As Director of Development and Construction
for one of the largest commercial developer/builders in north Florida from
2004 to 2007, Bill successfully managed the development and
construction of 1.1 million square feet of industrial facilities, 350,000
square feet of retail shopping centers and 45,000 square feet of Class A
office space.
Bill serves on the Board of Metro North CDC, a non-profit affordable
housing developer, and is currently the Board Secretary and Real Estate
Chair. He is a graduate of the inaugural St. Johns County Chamber of
Commerce Leadership Class of 2000, has been a professional engineer
in Florida since 1990, is currently also registered in Hawaii (formerly
registered in NC and GA).
In addition to his work, he enjoys coaching Little League and teaching
Elementary Engineering for a local home school co-operative.
