Despite Trudeau's claims that Canada is back, Ottawa has stuck with Stephen Harper's pathetic climate targets. To meet its commitments, each country must find its own unique road map. Canada doesn't have one. Gordon Laxer outlines a bold strategy to get with the global move to a low carbon society, run on conservation and renewable energy sources including wind, solar and low-impact hydro to ensure that all Canadians, including those on lower incomes, have access to a sufficient amount of energy as a human right.
