The English social scientist Richard Titmuss defined social services as “a series of collective interventions that contribute to the general welfare by assigning claims from one set of people who are said to produce or earn the national income to another set of people who may merit compassion and charity.”8 Welfare policy, whether it is the product of governmental, voluntary, or corporate institutions, is concerned with allocating goods, services, and opportunities to enhance social functioning.
William Epstein defined social policy as “social action sanctioned by society.”9 Social policy can also be defined as the formal and consistent ordering of human affairs. Social welfare policy, a subset of social policy, regulates the provision of benefits to people to meet basic life needs, such as employment, income, food, housing, health care, and relationships.
Social welfare policy is influenced by the context in which benefits are provided. For example, social welfare is often associated with legislatively mandated programs of the governmental sector, such as Temporary Assistance for Needy Families (TANF). In the TANF program, social welfare policy consists of the rules by which the federal and state governments apportion cash benefits to an economically disadvantaged population. TANF benefits are derived from general revenue taxes (often paid by citizens who are better-off). But this is a simplification of benefits provided to those deemed needy. consists of waves, as the distribution of brightness can be explained by the alternately additive
and subtractive interference of wavefronts.

When light is shined on clean sodium metal in vacuum then ejection of electrons was observed.
Analysis of data from the photoelectric experiment showed that the energy of the ejected
electrons was proportional to the frequency of the illuminating light. This showed that whatever
was knocking the electrons out had an energy proportional to light frequency. The remarkable
fact that the ejection energy was independent of the total energy of illumination showed that the
interaction must be like that of a particle which gave all of its energy to the electron!

separation from their families. Sales of slaves, the death of owners, and the presentation of slaves
as gifts during the pre- Civil War era were only some of the reasons for this division. Alienation
and loneliness dampened the spirit of these slaves’ new found freedom and made the fight to
survive that much harder.
As whites saw African Americans as an imposition on normality as well as a threat to their
dominance, they continued to make former slaves work for their freedom. Johnson stated in his
narrative that “Since them times, a many a nigger has had it tough to make a livin’. I know dat is

The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing. Solution Social Welfare Policy The social welfare policy is social services provided by a government for its citizens. Examples of social welfare in the United States include Medicare, Medicaid, temporary assistance for needy families, food benefits and section 8 housing assistance. Other programs, such as workers compensation, unemployment insurance and Social Security benefits are also considered social welfare programs. The social welfare policy refers to both goals of collective responsibilities and to a set of services for carrying out those responsibilities. Set of laws and administrative rules that define the purposes of public social welfare and authorize organizations to work toward accomplishment of those purposes. Social Welfare Services Welfare provision serves mainly the physical and material interests of recipients. Interests are linked both with people's needs, which are socially defined, and with what people want. If people can be mistaken about where their interests lie, their welfare will not be served by considering their wants alone. Social welfare is not simply the sum of individual welfares, and one concept cannot be derived from the other. Some interests may be held in common. Equally, however, there may be conflicts between interests, and some may bear costs for the benefit of others. values and beliefs guide policy and influence the U.S. social welfare system The Emergency Relief and Construction Act of 1932 was the first social welfare policy in the United States. This act provided $300 million in temporary loans to states. These funds were allocated to citizens that had been severely impacted by the Great Depression. After this act was passed, it became evident that many citizens needed more assistance. As a result, the Federal Relief Act of 1933 was passed to provided $1 billion in additional social support for the poorest citizens. The Social Security Act of 1935 was also passed to provide aid to specific groups, such as children, the elderly and the disabled. Social welfare policies remained relatively unchanged until welfare reform in 1996. This was a drastic change from previous policies because for the first time, recipients of public assistance
- 2. were required to work in order to receive aid. Since this time, many debates have centered on who deserves social welfare aid and how much support should be given.
