Executive Summary
This paper provides the background analysis of the Old-Age Assistance under the Social Security Act of 1935. The specific legislation was examined the political, economic and the social events that set the stage for the legislation. The analysis of the effectiveness of the programs that address the needs of the beneficiaries and the urgency of the Old-age assistance to the social issue. The review of the advantages and disadvantages of the legislation including the legal and ethical matters, diversity issues and addressing legal and ethical concerns with further strategies. The paper also measures the current and future burdens of the social security act and tackled about who was the responsible for developing, and implementing the legislation. Due to the crisis of poverty that reflects the population’s burden. The research also includes additional organizations that are interested and implemented the act. In addition to the strategies for the building support and social protections.
Preface
The goal of the Social Security Act of 1935 is to support and provide universal welfare by implementing policies that will advocate old-age benefits. The Social Security Act allows and develops the states to make better and efficient provisions for those people in need. The Act provide and implement a compensation law for the needy senior citizens, persons with disabilities, unemployed, single mothers, cripple children, injured workers and blind persons. The act also includes public health and general welfare programs for the poor children and families. The Social Security Act of 1935 aims to organize a Social Security Board that will manage and administer the human welfare, to provide adequate plans and implement effective methods that will prevent potential problems of the state, a board that will organize to raise the revenue of the county for the general welfare by means of compensation, company expenses and the taxes, the organization that will protect the resources and associates of the federal government and provide assistance for all individual needs (Social Security Act of 1935). The outstanding program below the Social Security Act of 1935 is the Title I- Grants to States for Old-Age Assistance. The program was supported by the Social Welfare Organization, a part of a federal government organization. The Old-Age Assistance was authorized by the Senate and House of Representatives of the United States of America in Congress (Social Security (n.d.)).

Nowadays, there are numerous advancements in technology. As a result, the traditional workplace has gradually transformed with home offices and virtual workplaces where employees can hold meetings using video teleconferencing tools and communicate through email and other applications such as Slack (Montrief, et al., 2020). This makes the cloud more busy which brings up the need for improved cloud security.
Generally, in a public cloud, there exists a shared responsibility between the user and the Cloud Service Provider (CSP). Due to the rise of cyber-related crimes over the years, security for things like data classification, network controls and physical security need clear owners. The division of such responsibilities is called shared responsibility model for cloud security. “According to Amazon Web Services (AWS), security responsibility is shared by both CSP and CSC and they called it as Shared Security Responsible Model” (Kumar, Raj, & Jelciana, 2018). “While client and endpoint protection, identity and access management and application level controls are a shared responsibility the responsibility resides largely with the client organization” (Lane, Shrestha, & Ali, 2017). However, the responsibilities may vary depending on the cloud service provider and the cloud environment the user is using to operate. Nevertheless, despite the cloud services used, the burden of protecting data lays upon the user.
Normally, security is broken down into two broad categories: security of the cloud and security in the cloud. Security of the cloud is a section of the shared responsibility model handled by the cloud service provider. It comprises of hardware, host operating systems and physical security of the infrastructure. Most of these logistical challenges are offloaded when an organization moves its operations to the cloud. In contrast, security in the cloud is the security responsibility handled by the user. “The cloud service customer is responsible for securing and managing the applications that run in the cloud, the operating systems, data-at-rest, data-in-transit, policies and other responsibilities” (Bennett & Robertson, 2019). Since access to customer data remains the most critical component in cloud computing, it also determined the level of security in the cloud to be implemented by the customer.

Cloud security plays an important role in every field like business and personal world. With a large number of benefits it has some myths also. Cloud security is solely the cloud provider’s responsibility: a standard misconception is that the cloud provider automatically takes care of all the safety needs of the customer’s data and process while in the cloud. Password policies, release management for software patches, management of user roles, security training of staff, and data management policies are all responsibilities of the purchasers and a minimum of as critical because the security is done by the general public cloud provider. While users are hardening internal security, don’t assume that cloud provider backs up data and will be able to restore it just in case of a security breach. It is instrumental and important that users simply implement a backup solution that backs up data that's hosted on the cloud to an onsite backup or to a different cloud provider. In addition, in case of a security breach, user will get to restore data from backups. “There is indeed a good case to make for fair taxation and that uneven effective tax rates can distort competition and lead to smaller tax revenues” (Bauer, 2018).

Cloud security requires an equivalent discipline for security of any data center. Ignore BYOD and be more secure: not supporting and implementing a BYOD policy does not mean an enterprise will be less at risk of a data breach, SVP of cloud and hosting sales. The girls gather in small groups outside Alexandria's T.C. Williams High School most mornings, standing with their babies on their hips, talking and giggling like sorority sisters. Sometimes their mothers drop the kids (and their kids) off with a carefree smile and a wave. As I watch the girls carry their children into the Tiny Titans day-care center in our new $100 million building, I can't help wondering what Sister Mary Avelina, my 11th-grade English teacher, would have thought.
Okay, I'm an old guy from the 1950s, an era light-years from today. But even in these less censorious times, I'm amazed -- and concerned -- by the apparently nonchalant attitude both these girls and their mothers exhibit in front of teachers, administrators and hundreds of students each day. Last I heard, teen pregnancy is still a major concern in this country -- teenage mothers are less likely to finish school and more likely to live in poverty; their children are more likely to have difficulties in school and with the law; and on and on.
But none of that seems to register with these young women. In fact, "some girls seem to be really into it," says T.C. senior Mary Ball. "They are embracing their pregnancies." Nor is the sight of a pregnant classmate much of a surprise to the students at T.C. anymore. "When I was in middle school, I'd be shocked to see a pregnant eighth-grader," says Ball. "Now it seems so ordinary that we don't even talk about it."

Dr. Patricia Benner is a nursing theorist who first developed a model for the stages of clinical competence in her classic book “From Novice to Expert: Excellence and Power in Clinical Nursing Practice”. Her model is one of the most useful frameworks for assessing nurses’ needs at different stages of professional growth. She is the Chief Faculty Development Officer for Educating Nurses, the Director of the Carnegie Foundation for the Advancement of Teaching National Nursing Education and honorary fellow of the Royal College of Nursing.
Dr. Benner was born in Hampton, Virginia, and received her bachelor’s degree in Nursing from Pasadena College in 1964, and later a master’s degree in Medical-Surgical Nursing from the University of California, Berkeley. After completing her doctorate in 1982, she became an Associate Professor in the Department of Physiological Nursing at the University of California, San Francisco. Dr. Benner is an internationally known lecturer and researcher on health, and her work has influenced areas of clinical practice as well as clinical ethics.
This nursing theory proposes that expert nurses develop skills and understanding of patient care over time through a proper educational background as well as a multitude of experiences. Dr. Benner’s theory is not focused on how to be a nurse, rather on how nurses acquire nursing knowledge – one could gain knowledge and skills (“knowing how”), without ever learning the theory (“knowing that”). She used the Dreyfus Model of Skill Acquisition as a foundation for her work. The Dreyfus model, described by brothers Stuart and Hubert Dreyfus, is a model based on observations of chess players, Air Force pilots, army commanders and tank drivers. The Dreyfus brothers believed learning was experiential (learning through experience) as well as situation-based, and that a student had to pass through five very distinct stages in learning, from novice to expert.
Dr. Benner found similar parallels in nursing, where improved practice depended on experience and science, and developing those skills was a long and progressive process. The nervous system is a group of nerves and neurons that transmit messages to different parts of the body. It is in charge of coordinating and controlling the body (Ball et al., 2015). The central nervous system is comprised of the brain. The peripheral nervous systems is comprised of the cranial and spinal nerves and the ascending and descending pathways (Ball et al., 2015). With all parts functioning properly the nervous system is able to receive and identify stimuli, control voluntary and involuntary body functions (Ball et al., 2015).
The three major units of the brain are the cerebrum, the cerebellum and the brainstem (Ball et al., 2015).
The difference between the ascending and descending tracts is that the ascending is sensory (afferent) because it delivers information to the brain and the descending tract delivers motor (efferent) information to the periphery (Ball et al., 2015)
The pituitary gland regulates metabolic processes and controls growth, lactation, and vasoconstriction through hormonal regulation (Ball et al., 2015).
The fourth cranial nerve is called trochlear and it is in charge of the downward and inward movement of the eye (Ball et al., 2015).

As I watch the girls carry their children into the Tiny Titans day-care center in our new $100 million building, I can't help wondering what Sister Mary Avelina, my 11th-grade English teacher, would have thought.
Okay, I'm an old guy from the 1950s, an era light-years from today. But even in these less censorious times, I'm amazed -- and concerned -- by the apparently nonchalant attitude both these girls and their mothers exhibit in front of teachers, administrators and hundreds of students each day. Last I heard, teen pregnancy is still a major concern in this country -- teenage mothers are less likely to finish school and more likely to live in poverty; their children are more likely to have difficulties in school and with the law; and on and on.
But none of that seems to register with these young women. In fact, "some girls seem to be really into it," says T.C. senior Mary Ball. "They are embracing their pregnancies." Dr. Patricia Benner is a nursing theorist who first developed a model for the stages of clinical competence in her classic book “From Novice to Expert: Excellence and Power in Clinical Nursing Practice”. Her model is one of the most useful frameworks for assessing nurses’ needs at different stages of professional growth. She is the Chief Faculty Development Officer for Educating Nurses, the Director of the Carnegie Foundation for the Advancement of Teaching National Nursing Education and honorary fellow of the Royal College of Nursing.
Dr. Benner was born in Hampton, Virginia, and received her bachelor’s degree in Nursing from Pasadena College in 1964, and later a master’s degree in Medical-Surgical Nursing from the University of California, Berkeley. After completing her doctorate in 1982, she became an Associate Professor in the Department of Physiological Nursing at the University of California, San Francisco. Dr. Benner is an internationally known lecturer and researcher on health, and her work has influenced areas of clinical practice as well as clinical ethics.
This nursing theory proposes that expert nurses develop skills and understanding of patient care over time through a proper educational background as well as a multitude of experiences. Dr. Benner’s theory is not focused on how to be a nurse, rather on how nurses acquire nursing knowledge – one could gain knowledge and skills (“knowing how”), without ever learning the theory (“knowing that”). She used the Dreyfus Model of Skill Acquisition as a foundation for her work. The Dreyfus model, described by brothers Stuart and Hubert Dreyfus, is a model based on observations of chess players, Air Force pilots, army commanders and tank drivers. The Dreyfus brothers believed learning was experiential (learning through experience) as well as situation-based, and that a student had to pass through five very distinct stages in learning, from novice to expert.
Dr. Benner found similar parallels in nursing, where improved practice depended on experience and science, and developing those skills was a long and progressive process. She found when nurses engaged in various situations, and learned from them, they developed “skills of involvement” with patients and family. Her model has also been relevant for ethical development of nurses since perception of ethical issues is also dependent on the nurses’ level of expertise. This model has been applied to several disciplines beyond clinical nursing, and understanding the five stages of clinical competence helps nurses support one another and appreciate that expertise in any field is a process learned over time.

The nervous system is a group of nerves and neurons that transmit messages to different parts of the body. It is in charge of coordinating and controlling the body (Ball et al., 2015). The nervous system is divided into the central and the peripheral nervous system, further subdivided into autonomic, sympathetic and parasympathetic. The central nervous system is comprised of the brain. The peripheral nervous systems is comprised of the cranial and spinal nerves and the ascending and descending pathways (Ball et al., 2015). With all parts functioning properly the nervous system is able to receive and identify stimuli, control voluntary and involuntary body functions (Ball et al., 2015).
The three major units of the brain are the cerebrum, the cerebellum and the brainstem (Ball et al., 2015).
The difference between the ascending and descending tracts is that the ascending is sensory (afferent) because it delivers information to the brain and the descending tract delivers motor (efferent) information to the periphery (Ball et al., 2015)
The pituitary gland regulates metabolic processes and controls growth, lactation, and vasoconstriction through hormonal regulation (Ball et al., 2015).
The fourth cranial nerve is called trochlear and it is in charge of the downward and inward movement of the eye (Ball et al., 2015).
Risk factors for cerebrovascular accidents include hypertension, obesity, sedentary lifestyle, smoking, stress, high cholesterol/triglycerides/lipoproteins, congenital conditions and family history of cerebrovascular accidents (Ball et al., 2015).
The 5.07 monofilament test is used to test sensation in different parts of the foot in patients suffering from diabetes mellitus or peripheral neuropathy (Ball et al., 2015).

Mort Moore founded Moore Plumbing Supply after returning from duty in the South Pacific during World War II. The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.

year 1900, this system is called the social insurance. This
method addresses the problem regarding the issue in the
economic security in the current industrial societies in the
United States. The social insurance practice are for the

elderly and survivors provides benefits for the laborers who are
insured, when the time comes that they cannot be able to
support themselves due to senility or accidents. The restricted
program of the federal government for the Old-Age, Survivors
and the Disability Insurance cover 9 out of 10 families and
workers. It was administered nationally by the United States
Social Security Administration. The strategy for the U.S
laborers to contribute by the means of their earnings to pay for
their protection in the future. If ever the great depression
happens again this act will protect the nation to easily recover
from the poverty. In fact, there are over 59 million American
citizens who are under the program was receiving the assistance
with the total of $900 million from the Social Security Act.
Those beneficiaries of the federal government will receive 0.3
percent increase in the year 2017. The Social Security Act of
1935 institute two kinds of provisions for the old-age
assistance, the cash pensions for the necessitous aged per
person cost $15 a month and benefits for the retired laborers
(Altmeyer (n.d.)). The cash assistance for the inheritors was
derived from the retail prices quantum that reflects the workers
covering the necessities of the people including the
transportation, clothing, food and other expense items
(Loughrey, 2017).The Old-Age Assistance urgency is the

parents to protect and educate their children, but due to the

America until the past 1820s. The crisis in poverty of the nation

disability. A disability assistance should be implemented by the
social welfare for those disabled even though they haven’t yet
reached the age limit of 65 years old due to their incapability of
working. The limited responsibility of the program of the social
welfare organization should be competent to provide more
assistance like medical and health care for the long lasting
beneficiaries using enough payments to all needy old persons.
The improvements and the changes of the social security act

federal government, private sectors, non-government
organization and social welfare practitioner helps to provide
strategic planning. By developing the proposed legislation
program, the Social Security Board will handle and decide if the
proposed or additional program will be approved. Once it was
approved by the board, the federal government will make an
annual payment and the financial report for the state to support

The states required themselves to cover some portions of the
expenses. The lump sum payment of five percent from the
federal government will also provide to the administrative
expenses (Polici, 2009).
Beneficiaries are Stakeholders
In over 80 years ago, the effects of the program on the
beneficiaries are still working. The support for the old-ages and
the survivor insurance is determined mainly on the basis of the
calculated benefits of the beneficiaries or the employer of the
recipients contributed previously. The protective measures for
the non-contributor old-age beneficiaries, mandatory and
independent contributors for annuities will be applied to the
retirement at the age of 65 years and above. Those retired old-
aged workers and survivors only have the advantage to get the
pensions with the use of their compensations that they
contribute to the government’s fund (Murray & Pancoast, 1945).
The federal government uses the funds in an investment income
so that the income will rise and can provide the assistance for
the beneficiaries and for the non-contributor beneficiaries by
the operation of social welfare organization (Loughrey, 2017).

Board, to develop the program for the needy elderly in other
states but it will depend on their government policy process if
they will consider the bill. Whilst the United States federal
government continue to maintain the administration of the old-
age assistance, the states also cover consideration for other
agencies that wants to propose new programs for other needy
people (Polici, 2009).
The Social Security Board Management that are covering

under the human resources management that supports policy and
programs, service management, National Health Insurance and
Corporate Services that provides services or the needy people.
Their mission is to implement cost effective programs, quality
service for their beneficiaries and stakeholders, and develop and
protect the efficient social security programs and funds ("Social
Security Board”, 2014). The organizations were also required to
provide documents and reports of their program to be reviewed
by the Social Security Board upon request. There are 30
countries successfully implemented and continuously gaining
benefits to the Old-Age Assistance which are the states of
Alaska, Arizona, Washington, Colorado, North Dakota,

Michigan, Minnesota, Wyoming, Montana, Nebraska, Idaho,
Indiana, Nevada, Utah, New Hampshire, West Virginia, Maine,
New Jersey, New York, Ohio, Massachusetts, Oregon,
Pennsylvania, and Wisconsin (Stevenson (n.d.)). If the Social
Security Board fined a difference to the approved bill, the
Social Security Board has the right to stop federal payments to
the states. To ensure the plan, the board’s right to stop the
payment will be checked quarterly. For the states that
implemented changes than the original proposed plan (Polisi,
2009).
Strategies for the Building Support
The national strategies to develop the social security, in the
level of national precedence, should aspire at accomplishing the
worldwide protection of the denizens by assuring the minimum
level of the security of the resources The strategy should also
include the access to necessary health care services, and

The final project for this course is the creation of a policy
analysis and recommendations paper.
Throughout this course we have discussed how public policy is
formed, including the legislative and private sector processes of
policy development, key
stakeholders and their interests, and the potential impact of
policy on intended beneficiaries as well as the process of
assessing policy outcomes. As a human
services professional, you will be directly exposed to the needs
of a diverse population and will be uniquely positioned to
advocate for social policies that
effectively meet those needs. Your role is particularly important
since the intended beneficiaries of social services often have
little direct voice in the policy
process, while those who are making the policies are seldom
directly impacted by them. Without input from client and
community advocates, even well-
intentioned social welfare policies have the potential to go
awry. Policy decisions also directly affect the framework under
which human services professionals do
their jobs, and poorly designed policies can complicate rather
14. than strengthen effective service delivery.
For your final project, you will imagine you are employed as a
human services professional in your desired area of interest.
You have been asked to prepare a brief
policy paper analyzing a particular piece of human services
legislation and to make policy recommendations for better
meeting the needs of your client base.
Using a specific piece of state or federal legislation that you
have identified and researched in this course, you will assess
the strengths and/or weaknesses of the
legislation in addressing the needs of clients, bearing in mind
the cultural, social, political, historical, and economic context
in which the legislation was proposed.
You should also consider how other similar legislation currently
before state or federal legislative bodies might impact the
legislation, and any legal or ethical
concerns. Based on your analysis, your paper should explain
your organization’s position on the legislation being considered,
propose areas for improvement, and
recommend strategies for building coalitions to support your
position. Your analysis and recommendations should take into
account the various interest groups
or stakeholders that may influence the legislation being
considered, including the roles of media, lobbying groups,
community groups, beneficiaries, and
concerned individuals and how political, social, or economic
concerns may affect implementation.
The analysis in the policy brief should be based on an
evaluative, comprehensive literature review focused on the
