What is Completion Certificate?
As the name suggests, Completion Certificate is a certificate issued to you when the
construction is completed and the property is ready to move in. The completion
certificate is issued by the local development authority/Municipal Corporation
certifying that:
1. All necessary works have been completed according to the design plan and other
directions, and
2. The property is fit for moving in.
Is the Completion Certificate mandatory?
The local development authorities of nearly all the major cities in India have made
completion certificate mandatory for every building because of the following reasons:
1. The Completion Certificate ensures that you have constructed the building as per
approved plan without any major deviations and violations.
2. Your building is assessed for property tax with effect from date of completion of
the building.
3. Regular water and electricity connections for a building are provided after it has
obtained its Completion Certificate.
4. The water rate is converted to domestic instead of non-domestic with effect from
the date of completion of the building.
5. Housing loan is sanctioned by banks/HFCs subject to, inter-alia, submission of
the completion certificate, in due course.

How to obtain Completion Certificate for your house?
A house Completion Certificate can be obtained from the Chief Zonal Officer of the
municipal corporation/local development authority of your city. You or your architect
needs to submit proper Completion Certificate Application along with the following
documents to the concerned officer, along with a fee of Rs.20:
1. Copy of sale deed/lease deed
2. Copy of the approved building plan and permission letter
3. Building plan drawn to scale 1:100 showing all existing details as built (2 blue
prints with tracing)
4. Receipts of property tax paid up-to-date, if any (Photocopy)
5. Receipts of water tax paid up-to-date (Photocopy)
6. Receipt of Under Ground Drainage (UGD) connection charges (Photocopy)
7. Receipt of electricity cable & road cutting charges paid (Photocopy)
8. Receipt of bore well permission fees paid, if any (Photocopy)
9. Affidavit on Rs.10/- Non-Judicial Stamp Paper to be attested by Notary Public/
Metropolitan Magistrate declaring ownership of the building, details of architect/
engineer engaged for construction, and completion of construction as per bye-
laws.
10. Other documents as demanded/required by the concerned authorities.
Time for joint inspection will be communicated to you/architect when you submit the
application. The corporation officials inspect the property to see if it is made as per the
sanctioned design plan. In case all specifications are followed, then the completion
certificate is issued within 3-4 weeks duly signed and stamped by the authority.
In case of variation from the sanctioned plan, authority will generally issue letter
advising:
1. Demolition of major violations, if any, which can't be condoned.
2. Payment of penalty for minor violations, which can be condoned.
Owner is required to submit compliance with the authority's order, after which
completion certificate is issued in due course.
