Industrial output growth dropped to 4.4% in September, the slowest in 17 months. Usha Throat retired after 38 years of service at the Reserve Bank of India and was replaced by Anand Sinha. The government plans to replace the controversial "go and no-go areas" coal mining policy with earlier environmental and project clearance systems to prevent confusion over mining rights. The Prime Minister has been asked to clarify irregularities in spectrum allocations and constitute a joint parliamentary committee to investigate the scam and identify weaknesses in the system.

3. 3. Usha Throat Retires.
 After 38 yrs. Of her service as Deputy Director of RBI
she retires.
 Anand Sinha an executive Director of RBI will
replace Ms Throat.

4. 4. New coal mining norms to end “no go” zones.
 Government formulating new strategy to allocate
coal mines, setting aside the controversial move by
environment ministry to categorize coal-bearing
areas in the country as go & no go areas for miners.
 If approved by Union-Cabinet this move will prevent
confusion over mining rights given to power, steel,
cement sector companies.
 Concept of go & no go areas for mining is proposed
to be replaced by earlier system environment &
project clearance to projects using the existing norms
& through FAC (Forest advisory committee).

5. PM should clarify spectrum allocation irregularities
 Prime Minister Manmohan Singh should give a clarification on
the spectrum allocation irregularities in Parliament.
 Also constitute a JPC to inquire into the scam.
 According to the constitutional scheme of things, it is the
legislature which has to keep a vigil on the executive.
 A JPC's role is not only to find out the culprit, its job is also to
identify how the system has been manipulated, what are the
weakness in it which have to be corrected. It would also
recommend a regulatory framework.
