Week 1 Assignment Milestones in Human Services Evaluation Since the 17th century, the goal of human services has been to improve the lives of at-risk members of society. If a community need existed, a service was provided. The scope and practice of implementing these programs have evolved over time. For example, since the Great Depression, the concept of social welfare has grown in scope and complexity. Human services programs have always focused on serving and protecting at-risk populations and families, but the variety of human services programs and initiatives has changed. Today, human services programs continue to address a broader set of social welfare issues such as homelessness, HIV/AIDS, teen pregnancy, and other issues, as well as to provide rehabilitation settings, support groups, information sessions, and literature. Organizations such as the National Organization for Human Services (NOHS) and the Council for Standards in Human Service Education (CSHSE) have emerged to guide human services professionals and their programs. These organizations provide codes of ethics and certification examinations to increase credibility and accountability in the human services profession. Because of these emerging trends and professional organizations, program evaluation has become increasingly important and has affected the field of human services. In this Assignment, you will consider the time line of milestones in human services evaluation. You will select one milestone to examine more closely and explore the importance of that milestone in the development of evaluation procedures in human services. You will also analyze the general significance of program evaluation for the effective delivery of human services. To prepare for this Assignment: Review the article “The Changing Nature of Accountability in Administrative Practice,” focusing on the history of accountability in human services. Think about the events that have forced the transformation of accountability. Review the “Introduction to Program Evaluation” time linein the media for this week and select one milestone of interest to you. Select and discuss three programmatic purposes and outcomes that should be evaluated. In your discussion, provide the rationale for the purposes and outcomes selected. It will be assumed the purposes and outcomes selected were influenced by the program being evaluated.
The program that I will be discussing is human service programs. In the abiding endeavor to enhance human service programs, service providers, policy makers and funders are more and more recognizing the significance of thorough program evaluations. They want to know what the programs achieve, what they spend, and how they must be operated to attain maximum cost efficiency. They want to recognize which programs function for which groups, and they need endings based on proof, as opposed to impassioned pleas and testimonials. The purposes should state the extensive, extensive range result that maintains the mission of the program, including content information areas, performance prospects, and values anticipated of program graduates. Purposes can be stated in wider and more stirring language than outcomes that have to be measurable and specific. Outcome is the reason nonprofit organizations struggle to build capacity and deliver programs. Measurement of outcomes is the systematic way of assessing the extent to which a program has attained its intended results.

Without departments, the purpose or goals of human services would be very hard to fulfill. Human services is a very large sector that entails a wide range of skills, knowledge and disciplines focused on enhancing the well being of human both collectively and individually. Just like there are a lot of sectors in human services, so too there are a huge variety of functions of the human service programs that need to be evaluated so as to accomplish the purpose of the program (Connell, Kubisch, Schorr & Weiss, 1995). One of the programmatic purposes of human service programs is to monitor functions for the Health and Human Services department. Any department or even sector requires frequent checks to make sure that it is functioning well and according to the purpose. This purpose is very crucial in the execution of the human service program goals. It needs to be evaluated to make sure that the functions of the health and human service department are in line with the programmatic purposes of the program.

The characteristics of program design and evaluationare intended to provide some level of recommended change or action as a result of the systematic investigation into a program’s effectiveness. Evaluation can provide answers to questions about a program that may be useful in adjusting a program to become more effective. Because evaluation results in insight about the effectiveness of a program for a specific population, evaluation can be used to implement social change or action. Evaluation findings may assist stakeholders (those who hold an interest) or decision makers in go/no-go decisions about specific program modifications or initiate the continuation or demise of the entire program. Today, social policy and public administrative movement are closely associated with social program outcomes and effective evaluations.
This week, you present your design for a program addressing the needs of the homeless population in your community and analyze how your program may effect social change. You also evaluate your potential to impact areas of human services delivery and assess the benefits of participating in professional human services organizations.

Aging Latinos in Action - ALA
CCCIL is committed to developing the staff and community leadership necessary to ensure that our local aging Latino population can lead the most independent and healthy lives possible. CCCIL’s ALA initiative rests on the premise that a community rooted in a culture of independent living and health requires outreach, education, engagement, action and reflection.
ALA directly addresses CCCIL’s priority areas including 1) Developing an engaged constituency of community leaders with disabilities to act on local issues that will build and maintain a healthy, vibrant and independent community; and 2) Addressing the needs of the rapidly increasing aging population as it naturally increases in needs for disability services These two priorities are intimately interwoven as the cultural needs of specific populations including Latinos and aging adults pose unique opportunities and challenges as our nation re-invents how we look at access to care and health. Further, as disabilities are a natural part of the aging process, CCCIL is uniquely qualified to develop leadership in this area.
With investment from the UU Fund for a Just Society, CCCIL will have the opportunity to focus on the outreach, education and action that will both serve and organize a larger constituency of Monterey County’s aging Latino adults.
With the UU investment, the ALA initiative will continue its 8 month pilot project into a second year and focus on:

· On the services provided by CCCIL – each participant will be given the information necessary to schedule an appointment with a CCCIL Advocate to develop an Independent Living plan to help them access benefits.
· In addition to the education pieces in the Health Care Academies, CCCIL may organize 1-2 workshops on specific topics identified as needs by the community that could include accessing home health care.

Aggression is, “an act or behavior that intentionally hurts another person, either physically or psychologically” (Matsumoto & Juang, 2008, p. 389). While some expressions of aggression are universal, cross-cultural differences exist in the type and level of aggression that are considered to be legally or socially sanctioned. There have been multiple reasons proposed by theorists to explain these cultural differences in the type (verbal, physical, etc.) and level of aggression expressed across cultures.
For this Discussion,review this week’s Learning Resources. Select a culture and consider how this culture expresses aggression.
With these thoughts in mind:
a brief description of the culture you selected. Provide an example of a behavior that may be perceived as aggressive by culture you selected and explain why. “Not only do people bolster beliefs in their ability to control in response to successful control of an event but also they hold an unwarranted belief that they can control chance events,” states Yamaguchi (Matsumoto (Ed.), 2001, pp. 226–227) in the course text. While members of all cultures have the goal of protecting self-image following failures, differences exist among cultures in terms of the attributions made for the failure and success of a task. Thus, while the self-serving bias is universally applied, the specific attributions made differ cross-culturally. In some cultures, it is assumed that failure is attributable to situational factors while others assume dispositional factors.
Differences also exist in how the failure or success of another individual is attributed. Consider the relevance of attributions for success and failure for the scholar-practitioner working in a multicultural environment or in a global company. How would knowledge of how individuals’ attribute their own or others failure impact a team, classroom, or organization?

The Program Evaluation model chosen for this assignment is the responsive evaluation which is a client centered method that places the focus on the program activities instead of the program goals( Chyung, Wisniewski, Inderbitzen, & Campbell, 2013).This model is often used within social agencies or advocacy groups to evaluate the actual activities and their effectiveness through working closely with the stakeholders, including staff, clients, and others who provide support for these programs. To provide the best services, it is important to identify what is working and what areas need improvement in an ongoing process in order to meet the ever changing needs.
This will be an effective method to evaluate a faith based residential treatment program designed to help women in need to recover from harmful life cycle patterns. Within this program participants are presented with opportunities to learn life skills, parenting, job, and educational skills. The program has developed a goal for participants to become independent with a stable living environment where they are able to live free from abuse and substances.
The purpose of this evaluation is to identify areas that are creating the desired effects of success and to identify areas which need improvement. Additionally it is important to identify areas which are not working and decisions need to be made about changing or eliminating these activities. The stakeholders, or community members who have invested in the program through time, efforts, and financially are responsible for determining what areas get funding and support

The Program Evaluation model chosen for this assignment is the responsive evaluation which is a client centered method that places the focus on the program activities instead of the program goals( Chyung, Wisniewski, Inderbitzen, & Campbell, 2013).This model is often used within social agencies or advocacy groups to evaluate the actual activities and their effectiveness through working closely with the stakeholders, including staff, clients, and others who provide support for these programs. To provide the best services, it is important to identify what is working and what areas need improvement in an ongoing process in order to meet the ever changing needs.
This will be an effective method to evaluate a faith based residential treatment program designed to help women in need to recover from harmful life cycle patterns. Within this program participants are presented with opportunities to learn life skills, parenting, job, and educational skills. The program has developed a goal for participants to become independent with a stable living environment where they are able to live free from abuse and substances.
The purpose of this evaluation is to identify areas that are creating the desired effects of success and to identify areas which need improvement. Additionally it is important to identify areas which are not working and decisions need to be made about changing or eliminating these activities. The stakeholders, or community members who have invested in the program through time, efforts, and financially are responsible for determining what areas get funding and support

Health planning is a continuous social process by which data about clients are collected and analyzed for the purpose of developing a plan to generate new ideas, meet identified client needs, solve health problems, and guide changes in health care delivery.
To date, you have been responsible primarily for developing a plan of care for the individual client.
History of U.S. Health Planning
The history of health planning in the United States has alternated between the federal and state governments.
Before the 1960s, health planning occurred primarily at the state level.
In the 1960s, health planning became a federal effort.
In 1966, the Comprehensive Health Planning and Public Health Service Amendment was passed to enable states and local communities to plan for better health resources.
In the 1980s, President Reagan aimed to reduce both the size of the federal government and the influence the federal government had on states. His administration eliminated the federal budget and planning requirements while encouraging states to make their own planning decisions.
History of U.S. Health Planning
In 1980, the Omnibus Budget Reconciliation Act encouraged the use of noninstitutional services, such as home health care, to fight escalating costs.

Based on the needs assessment of the Carilion Clinic, they immediately began to work on investments such as new accessible health service buildings in different areas of the region and community. This was done by collaborating with a variety of organizations, such as the United Way of Roanoke Valley. For instance, New Horizons Dental Clinic was created based on the data presented by the community needs assessment demonstrating the great need for accessible dental care. Nancy Agee, President and CEO of Carilion Clinic states in the video that collaborating with many different organizations is critical in order to “look at the whole diversity of our region and strengthen relationships so we’re not replicating efforts, but rather we’re complementing and strengthening our efforts to improve health” (2015). I believe the needs assessment allowed them to specifically pinpoint what their community needed, and this allowed them to truly help the community directly. I would recommend the clinic to continue to utilize surveys and the needs assessment to focus on the community itself. This is because the alternative data sources available on a national and state level is not sufficient. The more Carilion Clinic interacts with the community directly, the more beneficial it will be for communities across the region, as well as themselves.

Needs assessment, program planning and evaluation are all integrated. For instance, as the book states “the evaluation of a program begins with its needs assessment. Data collected during a needs assessment can often serve as part of the baseline or “pretest” data needed for impact and outcome evaluations” (
Hodges & Videto, 2011, p.4). In other words, in order to for program planning to be successful, it is critical a needs assessment is done and followed by an evaluation of the needs assessment.

MAPP, as stated in the text, begins with the development of partnerships and identifying the participants for the needs assessment (Hodges & Videto, 2011, p.10). MAPP was used by Carilion Clinic though the use of their collaboration with other organizations, non-profits, health agencies, and the government. This strengthened the Carilion clinic’s goal as it provided more resources to accomplish the shared vision of improving the communities’ quality of life and delivery of care. APEXPH was used through its three parts throughout Carilion Clinic’s process. The first part, which as mentioned in the book is the self-assessment, was illustrated in the beginning of the video when Nancy, President and CEO, states the issues and goals at hand. The final project for this course is the creation of a community assessment.
As communities become more diverse and nursing care moves into them, nurses are being called to develop and recommend population-based interventions
and programs that are culturally appropriate. The AACN Essentials Baccalaureate Education for Professional Nursing Practice specifically says: “Preparing
professional nurses to engage in health promotion, community education, and outcomes analysis is an essential component of the basic preparation of the
professional nurse.”
In this course, you will learn about the best practices in community and population health, and have the opportunity for practical application of this knowledge
through community assessment and intervention planning. For your final project, you will explore existing resources, data sets, and systems on the local and
regional level. Through this process, you will develop a culturally appropriate and comprehensive plan (considering religion, culture, alternative medicine, etc.)
for a specific health disparity found within a community. You will develop your strategies based on the principles of community health nursing discussed
throughout the course.
The project is divided into three milestones, which will be submitted at various points throughout the course to scaffold learning and ensure quality final
submissions. These milestones will be submitted in Modules Three, Four, and Six. The final product will be submitted in Module Seven.
In this assignment, you will demonstrate your mastery of the following course outcomes:
• Plan targeted, population-based interventions for diverse and vulnerable populations across the lifespan by applying principles of community health
• Analyze the interrelationships among theory, practice, and research for their implications on community and population health

Health planning is a continuous social process by which data about clients are collected and analyzed for the purpose of developing a plan to generate new ideas, meet identified client needs, solve health problems, and guide changes in health care delivery.
To date, you have been responsible primarily for developing a plan of care for the individual client.
History of U.S. Health Planning
The history of health planning in the United States has alternated between the federal and state governments.
Before the 1960s, health planning occurred primarily at the state level.
In the 1960s, health planning became a federal effort.
In 1966, the Comprehensive Health Planning and Public Health Service Amendment was passed to enable states and local communities to plan for better health resources.
In the 1980s, President Reagan aimed to reduce both the size of the federal government and the influence the federal government had on states. His administration eliminated the federal budget and planning requirements while encouraging states to make their own planning decisions.
History of U.S. Health Planning
In 1980, the Omnibus Budget Reconciliation Act encouraged the use of noninstitutional services, such as home health care, to fight escalating costs.
In 1983 the Prospective Payment System drastically changed hospital reimbursement, resulted in shorter hospital stays for patients, shifted care into the community, and placed greater responsibilities for care of relatives on family members
The federal Patient Protection and Affordable Care Act (Affordable Care Act) of 2010 requires access to health care for most Americans.

Florence Nightingale and Lillian Wald pioneered health planning based on an assessment of the health needs of the communities they served

Based on the needs assessment of the Carilion Clinic, they immediately began to work on investments such as new accessible health service buildings in different areas of the region and community. This was done by collaborating with a variety of organizations, such as the United Way of Roanoke Valley. For instance, New Horizons Dental Clinic was created based on the data presented by the community needs assessment demonstrating the great need for accessible dental care. Nancy Agee, President and CEO of Carilion Clinic states in the video that collaborating with many different organizations is critical in order to “look at the whole diversity of our region and strengthen relationships so we’re not replicating efforts, but rather we’re complementing and strengthening our efforts to improve health” (2015). I believe the needs assessment allowed them to specifically pinpoint what their community needed, and this allowed them to truly help the community directly. I would recommend the clinic to continue to utilize surveys and the needs assessment to focus on the community itself. This is because the alternative data sources available on a national and state level is not sufficient. The more Carilion Clinic interacts with the community directly, the more beneficial it will be for communities across the region, as well as themselves.

Needs assessment, program planning and evaluation are all integrated. For instance, as the book states “the evaluation of a program begins with its needs assessment. Data collected during a needs assessment can often serve as part of the baseline or “pretest” data needed for impact and outcome evaluations” (
Hodges & Videto, 2011, p.4). In other words, in order to for program planning to be successful, it is critical a needs assessment is done and followed by an evaluation of the needs assessment.

MAPP, as stated in the text, begins with the development of partnerships and identifying the participants for the needs assessment (Hodges & Videto, 2011, p.10). MAPP was used by Carilion Clinic though the use of their collaboration with other organizations, non-profits, health agencies, and the government. This strengthened the Carilion clinic’s goal as it provided more resources to accomplish the shared vision of improving the communities’ quality of life and delivery of care. APEXPH was used through its three parts throughout Carilion Clinic’s process. The first part, which as mentioned in the book is the self-assessment, was illustrated in the beginning of the video when Nancy, President and CEO, states the issues and goals at hand. The second part, the community process, is demonstrated with the community health needs assessment committee. This is the part where the program objective is derived from. The final project for this course is the creation of a community assessment.
As communities become more diverse and nursing care moves into them, nurses are being called to develop and recommend population-based interventions
and programs that are culturally appropriate. The AACN Essentials Baccalaureate Education for Professional Nursing Practice specifically says: “Preparing
professional nurses to engage in health promotion, community education, and outcomes analysis is an essential component of the basic preparation of the
professional nurse.”
In this course, you will learn about the best practices in community and population health, and have the opportunity for practical application of this knowledge
through community assessment and intervention planning. For your final project, you will explore existing resources, data sets, and systems on the local and
regional level. Through this process, you will develop a culturally appropriate and comprehensive plan (considering religion, culture, alternative medicine, etc.)
for a specific health disparity found within a community. You will develop your strategies based on the principles of community health nursing discussed
throughout the course.
The project is divided into three milestones, which will be submitted at various points throughout the course to scaffold learning and ensure quality final
submissions. These milestones will be submitted in Modules Three, Four, and Six. The final product will be submitted in Module Seven.
In this assignment, you will demonstrate your mastery of the following course outcomes:
• Plan targeted, population-based interventions for diverse and vulnerable populations across the lifespan by applying principles of community health
• Analyze the interrelationships among theory, practice, and research for their implications on community and population health
• Assess the impact of local, regional, and national conditions on the delivery of nursing services to vulnerable populations
• Analyze the effects of healthcare policy on improvement of healthcare outcomes for diverse populations across the lifespan
• Identify social determinants of health through a comprehensive assessment of resources at the local, regional, and national levels

Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing. Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.

- 1. Week 1 Assignment Milestones in Human Services Evaluation Since the 17th century, the goal of human services has been to improve the lives of at-risk members of society. If a community need existed, a service was provided. The scope and practice of implementing these programs have evolved over time. For example, since the Great Depression, the concept of social welfare has grown in scope and complexity. Human services programs have always focused on serving and protecting at-risk populations and families, but the variety of human services programs and initiatives has changed. Today, human services programs continue to address a broader set of social welfare issues such as homelessness, HIV/AIDS, teen pregnancy, and other issues, as well as to provide rehabilitation settings, support groups, information sessions, and literature. Organizations such as the National Organization for Human Services (NOHS) and the Council for Standards in Human Service Education (CSHSE) have emerged to guide human services professionals and their programs. These organizations provide codes of ethics and certification examinations to increase credibility and accountability in the human services profession. Because of these emerging trends and professional organizations, program evaluation has become increasingly important and has affected the field of human services.
- 2. In this Assignment, you will consider the time line of milestones in human services evaluation. You will select one milestone to examine more closely and explore the importance of that milestone in the development of evaluation procedures in human services. You will also analyze the general significance of program evaluation for the effective delivery of human services. To prepare for this Assignment: Review the article “The Changing Nature of Accountability in Administrative Practice,” focusing on the history of accountability in human services. Think about the events that have forced the transformation of accountability. Review the “Introduction to Program Evaluation” time linein the media for this week and select one milestone of interest to you.
