The introduction of network video has revolutionized video surveillance in many ways. IP-based video
surveillance systems bring many important benefits, such as vastly improved image quality, better scalability,
event management, intelligent video and – in many cases – lower cost of ownership. Nevertheless,
it is too early to claim that this development has rendered all analog CCTV surveillance systems
obsolete and useless.
This document summarizes Scalable Video Coding (SVC) which allows a single video stream to serve multiple users with different capabilities. It discusses how SVC evolved from previous video coding standards and allows temporal, spatial, and fidelity scalability. SVC uses a layered structure with a base layer and enhancement layers, which can be removed through layer thinning. This layered structure provides error resilience benefits. The document concludes by describing RADVISION's scalable video solution, which implements SVC along with signaling, transport, and unequal error protection capabilities.

From the cameras the VXStream encoder receives live video streams –
in the above figure we see the blue cameras streaming at predefined IP addresses (the red arrows)
and the VXStream server streaming in a different IP range (the green arrows).
These secondary (transcoded streams) are received by the VMS and eventually stored on the VMS’s disk array.

Generally a camera streams at it’s IP address and port number 80, while the camera’s control interface uses port 8080.
The VXStream server passes all control data for the camera received from the VMS on port 8080 through to the camera –
unaltered. In this way the VMS controls the cameras in a direct and unaltered way.
Depending on the control sequences sent from the VMS to the camera, the camera will stream video on port 80.
The VXStream server receives this video stream and transcodes it to VXStreams low-bitrate H.264 complaint video streams.
