The Council for the Restoration of Filipino Values (CRFV) is a non-profit organization registered with the Securities and Exchange Commission that has been accredited by the Civil Service Commission since 2017 to provide learning and development programs. CRFV was created in 1994 to implement anti-corruption programs and was awarded as the top Corruption Prevention Unit three times between 2000-2002. Since 1994, CRFV has trained over 160,000 government and private sector employees on anti-graft programs centered around restoring Filipino values and upholding ethics codes. CRFV partners with the Civil Service Commission to implement values restoration programs aimed at developing ethical leaders committed to integrity and fighting corruption.

5. The Council for the Restoration of Filipino
Values (CRFV), a non-profit and non-
government organization duly registered at
the Securities and Exchange Commission, is
an Accredited Learning and Development
Institution (ALDI) by the Civil Service
Commission (CSC) since 2017.

6. • CRFV, created in 1994, started towork
under the auspices of the PNP-Values
Formation to implement the Moral
recovery Program of the then President
Fidel V. Ramos.
• It became an accredited Corruption
Prevention Unit in 1999 by the Office of
the Ombudsman and later registered as
independent NGO in 2000.

7. • As a Corruption Prevention Unit, CRFV
advanced its advocacy for a graft and corrupt-
free society by raising value-laden and ethical
leaders.
• CRFV was awarded as the Most Outstanding
Corruption Unit (CPU) in 2000,2001 and 2002
unti such confernment was discotinued its
function as a CPU with with the accreditation of
the Office of the Ombudsman for Luzon and
Visayas in 2007and 2010 respectively.

8. • Since its incorporation up to 2018, CRFV
has reached more than 160,000 officials
and employees both in government and
private sectors through its various anti-
graft and corruption seminar, trainings and
conferences anchored on the restoration
of filipino values and upholding the Code
of Conduct and ethical standards in public
service.

9. • Men and women of exceptional character
and integrity in service, who responded to
the call, expressed commitment to stand
for righteousness and justice in the
discharge of their duties and
responsiblties;
• Hence, it contributes to the broadening of
the participation of the citizenry in the drive
against corruption and inefficiency in the
government.

10. CRFV is the partner organization of the Civil
Service Commission (CSC) for the
implementation of the Values Restoration
Program. The public-private partnership
commenced in 2013 through the then
Chairperson Francisco T. Duque III.
After his term, the partnership continued as
the current Chairperson Alicia dela Rosa-
Bala reinforces the implementation of the
Values Restoration Program.

13. The VRP aims to “transform the Filipino
public servant and the government
leadership to subscribe to the code of
ethics and values that shall provide the
country with righteous, incorruptible, and
sincere service towards a graft-free
society”.

14. It is sanctioned by the Civil Service
Commission (CSC) through
Announcement No. 40, s. 2017
encouraging all government agencies
to support the program and appoint at
least two Values Restoration Officers
(VROs) in each office
