Bristol Channel Strategic Coastal Group, Shoreline and Flood Risk Management
John has a BSc in Geography from the University of Wales, Aberystwyth. He is a chartered Water and Environmental Manager and a Chartered Environmentalist. Since joining the Environment Agency in 2001 John has had a key role in Coastal Management at all levels from individual flood defence schemes to strategic management planning and regional coastal monitoring. Currently, he is a Senior Coastal Advisor working for the Environment Agency’s Wessex Area, where he maintains a Strategic Overview of coastal activities and works closely with local authorities and other stakeholders to manage the risks of flooding and coastal erosion.
The Coastal Groups play a key role in the integrated management of coastal flood and erosion risks. They are responsible for production of the Shoreline Management Plans and have key roles in the sharing of best practice and overview of coastal issues.
Local Authorities and the Environment Agency are working hard to address the demands of society for effective coastal defences as well as meeting legal obligations to mitigate habitat losses. The challenges posed to the coastal authorities by increasing sea levels adds to the pressure at a time when direct government funding is decreasing. The Coastal Groups have a vital role to play in assisting the coastal operating authorities as they seek external partners and partnership funding to deliver improvements to defences whilst acting as a focus for innovative solutions that meet the demands of society.

Bike theft in The Netherlands and in Utrecht seems a serious problem, although international benchmarks are missing. In this presentation it is shown what the city of Utrecht does to make bike parking more safe. It is hard to relate bike theft to weather circumstances or to the number of people cycling in the street. Perhaps completely different factors have to be taken into account?
The city of Helsinki (Finland) and the province of Utrecht (Netherlands) use the BRUTUS modeling to calculate the existing number of cyclists on a route. Improvements of the network by new links or upgrades of links can be calculated. In this presentation Ilari Heiska (city of Helsinki) and Herbert Tiemens (province of Utrecht) share their work. Presentation was held at the Velo-City conference 2019 in Dublin.

What made cycling in the Netherlands reach the high levels we see now? In this presentation for the audience in Joensuu, Finland, I try to explain the necessary circumstances.

Can we seduce cyclists to alternative routes?Herbert Tiemens
In the Netherlands, the policy to reduce car use in inner cities and benefit cycling is very successful. Year after year the number of cyclists at the main routes in Utrecht increases. Also space for parking bicycles is occupied at the moment bicycle racks are installed. The success story ends when routes become congested with bicycles and parking bicycles is not an option any more due to lack of space. As this may sound like a first world problem, to keep the city healthy and attractive, it is necessary to provide solutions for the ongoing inflow of cyclists. The main corridor in Utrecht that becomes overpopulated is the route between the central railway station and the University. The intention of the university is to have a 50% growth in the future years and although a tramway is being build, bicycle traffic is expected to increase with the same percentage. The main question is how to accommodate these cyclists. In 2013 we experimented with signage of a parallel route and we had a survey about travel behavior of students and employees not living in Utrecht. During the round table I have presented the results of the experiment and the results of the survey. My estimate is that out of box thinking is necessary to seduce the cyclists of this corridor. They have found their way to the university, they won’t accept a new route because we say so. So what are the triggers and how can we stimulate the thinking about it?
