S President Barack Obama has described the just-concluded
US-Africa Leaders Summit in Washington, DC, as a success
story. The three-day meeting saw nearly 50 African leaders
gather in Washington, D.C, from August 4-6, to discuss matters
concerning trade, security and governance.
According to Obama the summit ''reflects the reality that even
as Africa continues to face great challenges, we are also seeing the
emergence of a new, more prosperous Africa''.
Speaking at a press conference to wrap up the three-day summit,
Obama said: "Rather than a lot of prepared speeches, our sessions
were genuine discussions, a chance to truly listen and to try to come
together around some pragmatic steps that we can take together and
that’s what we have done this week.
"First, we made important progress in expanding our trade. The
US$33 billion in new trade and investments that I announced on
Tuesday, will help spur African development and support tens of
thousands of American jobs.
"With major new commitments to our Power Africa initiative,
we have tripled our goal and now aim to bring electricity to 60
million African homes and businesses, and as I reiterated that we will
continue to work with US Congress to achieve a seamless and long-
term renewal of the African Growth and Opportunity Act."

high schools through expansion and
rehabilitation of existing structures and
facilities, and provide scholarships
to 10,400 students from low-income
families, especially girls.

The first project relates with
the growth of ICT sector i.e. Konza
Techno City. The Konza project is
located around the Silicon Valley,
60 km from the capital city –
Nairobi. She noted that the project
is spread across 500 hectares of
land which will have BPOs, schools,
hospitals, golf course and many
more with world- class facilities.
The second project is the
L.A.P.S.S.E.T Project acronym
for Lamu Port Southern Sudan
Ethiopia Transport Corridor. The
project is said to connect these
regions starting from Lamu Port
through Ethiopia up to South
Sudan. When finished, it will be
the country's second transport
corridor. Kenya's other transport
corridor is the Mombasa port
and Mombasa–Uganda transport
corridor that conks through
Nairobi and much of the Northern
Rift.
During the interview, THE
TIMES OF AFRICA became aware
of the fact that the corridor project
is estimated to prove beneficial
also for the oil reserves discovered
in northern Kenya, for its trade
and business.
Mr Crookes said the project would
help address problems of equity and
capacity and that it was well grounded
on what had worked elsewhere.
He said the project would open
up access to over 10,000 vulnerable
students and support approximately
125 existing SHSs. Professor Jane
Naana Opoku-Agyemang, Minister
of Education said the project sought
to improve quality of selected low-
performing senior high schools. The
Minister said the ultimate objective of
building those new schools was to
create new space for those demanding
seats in SHSs and to fill those spaces
with new students coming from
previously underserved communities.
She said the project would improve
education in selected low-performing
SHSs to make them attractive and
strengthen school management,
leadership and expansion of ICT in 125
selected low-performing schools.
Cassiel Ato Forson, Deputy Minister
of Finance, said the amount was a
concessional credit and the terms were
in accordance with the World Bank's
new middle income standard of five
years grace period, 20 years repayment
period and interest rate of 1.25 per cent
per annum.
He gave the assurance that
procurement under the facility would
be done through competitive and
transparent processes in line with the
procurement laws and the World Bank's
procurement policies so as to ensure
value for money.

Mr Tayari pointed out that

to secure loans from financial
institutions simply because no
one recognised the activity thus
appealing to the Ministry of
Agriculture, Food Security and
Cooperatives to ensure that it
explores and publisizes all kinds
of farming that are carried out in
Tanzania.
He explained that despite
the fact the they have a stable
market Tandahimba based
farmers had entered into a
contract with a Bagamoyo based
firm, Uyoga Company Ltd, to buy
raw mushrooms, much effort
was still required to make it even
penetrate international markets.
He noted that mushrooms
can be harvested at the interval
of three months throughout
the years and they only needed
simple huts, just grass-thatched
huts, thus making operation cost
easier.
Mr Tayari noted that they are
able to harvest between 60 and 70
kilos in a week and a kilo is sold
at 4,000/-.

Banks within the East African Community
(EAC) are expected to register significant
growth and expansion over the next two
years, a new study on bank credit issues
has indicated.
This is attributed to a robust Gross
Domestic Product within individual
partner states, according to the report
themed; “East African Community: Credit
Issues for Banks.” It was conducted by
Moody Investment Services.
The report, released recently,
indicates that the sector will experience
balance sheet growth of between 15 and
20 per cent annually over the next two
years.
Profitability metrics will remain
broadly stable, as increased revenues
will be offset by declining interest
margins, rising operating costs and high
loan-loss provisions.
Weak asset quality will remain a
credit negative while non-performing
loans (NPLs), which currently range
between five and 10 per cent, will reduce
further by 40 per cent.
“We see the main drivers of this
expansion being robust GDP growth, the
region’s ongoing integration and greater
banking penetration facilitated by the
mobile money revolution,” Constantinos
Kypreos, Moody’s Vice President and
Senior Credit Officer, said in a statement.
According to Kypreos, more growth
will be posted largely by the Kenyan
banks thanks to their effective, cross-
border networks and advanced mobile
technology capabilities.
According to the International
Monetary Fund (IMF), the EAC’s GDP
growth will be a 6.6 per cent in 2014 and
some US$37 billion for Africa’s
progress on top of, obviously, the
substantial efforts that have been
made in the past," he said.
The US leader said as an upshot
of the summit, US and African
governments are excavating
security cooperation to meet
common threats, from terrorism
to human trafficking, adding:
"We are launching a new Security
Governance Initiative to help our
African countries continue to build
strong, professional security forces
to provide for their own security,
and we are starting with Kenya,
Niger, Mali, Nigeria, Ghana and
Tunisia.
"During our discussions, our
West African partners made it clear
that they want to increase their
capacity to respond to crises. So
the United States will launch a new
effort to bolster the regions early
warning and response network
and increase their ability to share
information about emerging
crises."
On matter regarding to peace
and security, he said the leaders
decided to make noteworthy
new investments in African
peacekeeping and revealed
that the US government would
provide additional tools to African
peacekeepers in Somalia and the
Central African Republic.
In that regard, he said the US
would join with six countries that
in recent years have demonstrated
a track record as peacekeepers,
namely Ghana, Senegal, Rwanda,
Tanzania, Ethiopia and Uganda,
to set up the AU Rapid Response
Partnership, and also invite
countries beyond Africa to join in
supporting this effort, "because
the entire world has a stake in the
success of peacekeeping in Africa".
Obama labelled the summit, as
an "extraordinary event, and an
extraordinary summit," given the
success that was achieved.
"We agreed that summits like
this can be a critical part of our
work together going forward, a
forcing mechanism for decisions
and action. So we agreed that the
US-Africa Leaders Summit will be
a recurring event to hold ourselves
accountable for our commitments
and to sustain our momentum.
"And I will strongly encourage
my successor to carry on this
work, because Africa must know
that they will always have a strong
and reliable partner in the United
States of America," he concluded.

Poor economic diversification and
high reliance on commodity exports,
under-developed administrative and
judicial institutions are also challenges
banks across the region must brace for.
Bond markets remain shallow,
constraining banks’ ability to raise long-
term funding and this is likely to remain
a challenge, according to Carolyn
Henson, Research and the author of the
report.

Agriculture:

The tourism sector is one

Fidelity Bank’s dual promotion in Nigeria
Fidelity Bank has come up with a new
endeavor in Nigeria with a dual aim of
enhancement. The Bank has initiated to
bring growth and awareness regarding
education and the bank with a scholarship
scheme delineated "Save 4 Scholarship".
The scholarship scheme is said to be a
support for the educational needs of its
customers. According to bank officials, N80
million have been reserved for the scheme
allocated over a period of five years.

world is hearing about the Ebola outbreak which
is so frightening and deadly.
Ebola virus disease (EVD) or Ebola hemorrhagic
fever (EHF) is the human disease triggered by the
Ebola virus. Indications normally start two days to
three weeks after shrinking the virus, with a fever, sore
throat, muscle pains, and headaches. Typically nausea,
vomiting, and diarrhea follow, along with decreased
functioning of the liver and kidneys. At this point, some
people begin to have internal and external bleeding.
Health officials in India are carefully observing a
Delhi resident, who lately returned from Ghana, as the
person's co-passenger tested positive for the Ebola
virus.
Indian authorities are building flesh out
preparations at major airports in Delhi and Mumbai
to track conceivable Ebola patients arriving in India
through countries.
Alert notifications have been allotted for various
airports in different cities. The Indian medical
Association (IMA) is managing with the Indian
government to knob the situation.
They will be screening the passengers arriving
from African nations, the passengers will be asked to
'self-report' at various points, immigration and custom
officials also asked to keep tight vigil along with
Medical facilities to be kept ready at airports to tackle
any emergency-like situation.
The government of India has been on its toes
after finding out that 50 to 60 Indians in Liberia were
returning to India. The West African country declared
emergency after the outbreak of the deadly disease.
Liberian President Ellen Johnson Sirleaf has
declared a state of emergency for 90 days.
"The scope and scale of the epidemic, the virulence
and deadliness of the virus now exceed the capacity
and statutory responsibility of any one government
agency or ministry," she said in a written statement.
"The government and people of Liberia require
extraordinary measures for the very survival of our
state and for the protection of the lives of our people."
It’s interesting to note that in spite of the hazard of
infection, medical personnel continue to travel to West
Africa to help bring under control the worst Ebola
outbreak on record, which according to the World
Health Organization (WHO) has killed more than 900
as of August 6. WHO strategies to spend $100 million
to fight the outbreak, and the Centers for Disease
Control and Prevention will send 50 more disease
control workers.

presence of many renowned leaders
inclining their attention towards the
continent booming on the sidelines of
major health issues such as the present
epidemic of Ebola virus.
Former U.S. President George W.
Bush made a special appearance at the
meeting of world leaders in concern of
a public health campaign to conquer
killer diseases in Africa and to forecast
what he called “the beginning of the
end of AIDS.” Mr. Bush well known for
his fight against AIDS in Africa flew to
Washington to participate in a program
linked to the Africa summit sponsored
by the present President Obama.
Mr. Bush teamed up with Michelle
Obama and the State Department to
host a daylong forum on education
and health with the partners of African
leaders as he promoted a new chapter
in the battle with AIDS. He asserted that
at this stage efforts can be focused with
better data, better treatment options
and better prevention approaches to
“reach and help the highest-risk regions
and groups.”
Mr. Bush also quoted, “Applied
with clear goals and accountability,
this saturation approach presents an
amazing opportunity – the beginning
of the end of AIDS. It also requires
something from the rest of us. It is
impossible to direct help where it
is needed most when any group is
targeted for legal discrimination and
stigma. Compassion and tolerance are
important medicines.”
Mr. Bush, in the White House, shaped
the President’s Emergency Plan for AIDS
Relief, or Pepfar, the largest single global
response to a disease, which is credited
with helping to save millions of lives in
Africa. He also founded The Pink Ribbon
Red Ribbon project in conglomerate
with Pepfar, Susan G. Komen and the
United Nations AIDS program which
screened more than 100,000 women
in Zambia, Botswana and Tanzania.
The former President of U.S., Mr. Bush
also announced that it will now expand
to two more countries, Namibia and
Ethiopia.
In conclusion Mr. Bush stated
ignorance, misinformation and
stigmatization were obstacles to
public health that should be overcome,
mentioning specifically what he called
“false rumors about the HPV vaccine.”
"This is the biggest and most complex Ebola
outbreak in history," Dr. Tom Frieden, Director of
the U.S. Centers for Disease Control and Prevention,
said.
It’s important to note that Ebola virus clutters
with the immune system. The infected body is not
able to fight off the viral infection quickly enough
to avoid becoming dangerously ill. Once infected,
the body is flooded with Ebola virus particles.
Researchers are still struggling to recognize why
they are not able to fight off Ebola virus infection.
It is alleged that humans are not at all adapted
to Ebola virus. It skulks in remote areas in central
Africa in the rain forest, and possibly in West Africa,
too, as it has been learned from the current outbreak.
Typically humans are not exposed to it.
In the case of Ebola’s close relative, Marburg
virus—a similar hazardous virus which origins the
same disease as Ebola virus—its natural host is a
fruit bat, Rousettus aegyptiacus. It is alleged that
the natural hosts for Ebola virus are also fruit bats.
So if humans come in close contact with infected
animals—for instance by handling bush meat—the
virus can be communicated, or jump, into the human
population.
The first case in the current Ebola virus outbreak
was recognized as a 2-year-old child in
the village of Meliandou in Guéckédou
prefecture, Guinea, who got diseased and
died in December 2013.
There is some hearsay that this child
might have been periled to fruit bats. The
existence of this species of Ebola virus, Zaire
Ebola virus, in West Africa was completely
unanticipated. Beforehand, this virus was
supposed to be widespread to central Africa.
Before this atrocious outbreak, there was
only a particular case of Ebola virus infection
informed in West Africa, in the 1990s. Some
of the chimpanzees got infected with Ebola virus
and died, and the researcher contracted the virus
when she handled the dead animals. Nevertheless,
the Ebola virus species in the Ivory Coast incident is
noticeably different from the one causing the current
outbreak.
Yes, we should all be alarmed about the fourth
– and deadliest yet – outbreak of this frightening
disease that is killing about 60% of those infected.
So far, 887 people in four West African countries —
Guinea, Liberia, Nigeria and Sierra Leone — have
died. And, yes, authorities should take added
precaution with sick people who have lately
travelled to, or come from, one of the four African
countries where the disease is spreading.
The aid is beginning to flow. The World Bank
said it would provide up to $200 million for the four
West African countries to better fight the range of
Ebola before it can travel widely. President Barack
Obama has also promised $33 billion in U.S. private
and public assistance to help build up African
economies, which can only help stop this and future
spread of disease. This is the answer that will keep
this outbreak from spinning into a global endemic,
not the hopeless fear hawking that appears so
popular among some.
Measures will prevent
a further outbreak of Ebola
in Africa's largest city, a
megalopolis of as many as 21
million people, and authorities
are setting up tent camps in
all of Nigeria's 36 states to
isolate further cases, I wish
to reassure Nigerians that the
government is working hard to
ensure the containment of the
outbreak.
The scale of the Ebola
outbreak, and the persistent
threat it poses, requires
WHO and Guinea, Liberia
and Sierra Leone to take
the response to a new
level, and this will require
increased resources, in-
country medical expertise,
regional preparedness and
coordination.

1. Wash and clean the chicken pieces.
2. Wash and soak basmati rice for 10 minutes.
Drain and set aside.
3. Make a paste of red chili powder, turmeric
powder, 1 tbsps. lemon juice and salt.
4. Marinate the chicken in this paste for 1 hour.
5. Heat oil in a fry pan. Shallow fry the
marinated chicken and keep aside.
6. Heat ghee in the pan. Add bay leaf, cloves,
cinnamon, saunf and cardamom.
7. Wait for them to crackle. Add one sliced
onion. Saute till it is golden.
8. Add soaked rice and water.
9. Pressure cook till the rice is 3/4th done.
10. Now, heat ghee in the pan. Add the
remaining onions, green chilies slit
lengthwise, ginger garlic paste and stir well.
11. Add chopped tomato pieces and cook for a
minute.
12. Add freshly chopped coriander and mint
leaves. Next, add garam masala powder,
yogurt and salt.
13. Allow the mixture to cook well.
14. Now, add the fried chicken pieces.

laughter as Night of a Thousand Laughs
kicked off with rib cracking jokes from
some of the finest comedians in the East African
region.
The show featured seasoned comedian Eric
Omondi from Kenya and Burundi’s best, Kigingi.
The highly attended show also had a number of
experienced local stand-up comedians such as
Arthur Nkusi, and Herve Kimenyi who performed
alongside budding comedians, Damian Junior
Mukunzi and John Naifa Muyenzi, aka Babu.
Kigingi from Burundi put on a wonderful
performance. Kigingi, in his jokes made fun

Miss Tourism Uganda. Who will be crowned this
year?
After a hugely successful Miss Tourism
Uganda 2013, which saw Uganda’s tourism
beauty queen return from the global contest in
Malaysia with the title Miss Friendship, this year’s
contest is about to get underway.
Information received suggests that there will
be preliminaries organized across the country to
select a Miss Tourism from each part of Uganda,
namely the regions of Kigezi, Ankole, Rwenzori,
Buganda, Busoga, Eastern, Northern, and West
Nile. Three young ladies from each region will
then compete at the national finals at the Kampala
Serena Hotel on October 17 of this year.
A boot camp of three weeks will precede
the finals during which the contestants will be
prepared for the big night during which this year’s
Miss Tourism and the two runner’s up will be
determined.
The winner of the 2014 Miss Tourism pageant
will for the following 12 months become a key
tourism ambassador for Uganda and help promote
the country in the region and further abroad.

What is the overall vision of the
school you lead for the development
strategy of Cameroon?
Cameroon has generated a
document: DSRC, which is like a
roadmap for the coming years. It
relies on a certain number of
technological factors that must be
mastered. Technical and vocational
skill development in Africa occurs at
different levels of education. Thus,
Polytechnic is the school that Cameroon
has set up to face the challenges of
technology applied to health, mining,
and other sectors.
What is your plan of action to execute
this vision?
To achieve this, we must develop
practical training; refine specializations.
Example: ICT, build capacity for
implementation of short term courses
such as those offered by the CADD,
in the context of computer-assisted
technology.
What according to you is the role of
education in a society?
According to me Ignorance is Death.
It’s actually imperative to train people
to be free from ignorance and cope
better with life's problems. Hence,
the need to get vocational training
to African countries has become
paramount.
How is your experience with the
CADD center India?
The experience is fruitful for Africa
and mainly for Cameroon. We are
implementing many courses, a website,
brochures, and we are ready to begin.
How it is useful for the training of
young Cameroonians whom you lead?
Getting additional training is an
added value. This helps discover many
employment opportunities in Cameroon
and be more valued.
How do you capitalize the contact
you have with this Indian structure?
There are numerous things to
acquire from India. Not very long
ago, India was an impoverished and
underdeveloped country. But they have
gained progress to become emerging.
We, African countries, must get inspired
from India to ensure our development.
What is your message for other
Indians who want to come to
Cameroun and invest here?
The case of CADD is very significant
and we must work to build the so-called
success stories. This must be a success
story in terms of business and in terms
of work for other Indians to know that
there are valid interlocutors/ partners
in Cameroon.
The main objective of any polytechnic education is the promotion of technical and vocational education
and training, technology transfer and skills development to enhance the socio- economic development
of the country. In an candid interview to Kanchi Batra, Sub-Editor, Indo-Africa Times the Director of
Polytech Cameroon played up the kind of cooperation needed from India.
