EMO Africa event, grabbed the consideration of top investors, IT
buyers, IT consumers, Government of�icials and IT fanatics from
across Africa, at the opening of originations across the African
continent.
The 5-day affair started from September 22 and ended on 26, 2014 in
Lagos, Nigeria. The chain of events were hosted in partnership with the
Nigeria Federal Ministry of ICT, the LIONS@FRICA Partnership, VC4Africa,
and Nigeria's National Information Technology Development Agency
(NITDA).
The Minister of Communication Technology, Omobola Johnson,
proclaimed at the event that the government had set aside $9 million seed
capital to the expansion of the tech industry in Nigeria.
“In the next few days we will be conducting the �irst close of the
government seeded IT Innovation Fund. Government has committed
$9m as seed capital to this fund to be managed by EchoVCand we are
literally a month or so away from making our �irst investment in a
number of Nigerian/African tech startups,” she said.
She voiced to the viewers that the Nigerian government “has done
and will continue to do her bit to support the software development

t its meeting on 17
September 2014, the Board
of Directors of the African
Development Bank Group (AfDB)
approved a request for a US
$24.85 million loan to Angola. The
loan will support the country's
efforts to diversify its economy,
develop the private sector, create
jobs and, ultimately, deliver more
inclusive economic growth.
The project has three
components: (i) boosting
business competitiveness
and entrepreneurship; (ii)
supporting the development of
the Initiative pour la Promotion
des Coopératives (cooperatives
promotion initiative, IPC); and (iii)
project management, monitoring
and evaluation. The project also
includes plans to create a new
competitive intelligence unit,
set up an entrepreneurship
academy and introduce a
regulatory framework governing
cooperatives. The AfDB loan will
act as a catalyst, helping to deliver
substantial improvements to
the capacities of private-sector
assistance institutions.

Agreement (ACSA)
U.S. Africa Command hosted its
first ever signing of an Acquisition
Cross Servicing Agreement (ACSA),
continuing the mutually beneficial
relationship the United States enjoys
with its partner nation Chad, Sept. 18,
2014.
The agreement allows for the rapid
and uncomplicated exchange of many
types of common military necessities
in exchange or trade for money,
services, equipment or supplies of
equal value.
“This agreement will continue to
strengthen our bilateral cooperation
on international security issues,
contributing to the logistics,
maintenance and supply support as
well as the interoperability of the armed
forces of both nations,” said Brig.

project will involve the creation
of a dedicated academy to help

Rwangombwa added that
the branch is intended to ensure
continuity in business in case of
an emergency; and was privileged
to have enough capacity to carry
out transactions without a help
from head of�ice. “In fact, we don’t
have to send money to this branch,
because Eastern Province, just like
the Northern Province, has enough
money to use. They are able to meet
their demand and send the balance
to Kigali,” he said.
The governor noted that the
Province had the lowest number of
people living under the poverty line
and a vibrant business community
as a result of the government’s
efforts to �ight poverty.
Apart from the Asian Tigers,
Rwangombwa said, only Rwanda
has been able to reduce poverty at
a faster rate of 12 percent.
“We have been reducing
poverty steadily since 2006. More
banks have been coming up hence
increasing competition, which is
healthyforclients.Theenvironment
that the bank creates will reduce
interest rates with time”.
Meanwhile, the business
community commended the

development of rural communities.

asked to pay money in the central

us is an important development,”
he said.

creation of an entrepreneurship
academy and the delivery of
training to 42,500 people,
including 24,250 women; (iii)
the introduction of a regulatory
framework for cooperatives,
and (iv) research into the
dissemination of information
about cooperatives.

Paysail (Ghana), Chura (Kenya)
and Spacepointe (Nigeria).
These startups will also have an
opportunity to make a pitch at this
year’s DEMO US conference in the
US. According to Neal Silverman,
VP, DEMO US, the LIONS will
share the same stage as other
startups in the US and will have the
opportunity to pitch to investors
who attend DEMO in the US.
The 2014 edition presented
another chance for recognizing the
best technology startups in Africa

Climate in Senegal is tropical

Telecom
Liberalization has brought
a vast difference in the telecom
facilities representing 95% of
the telephone lines. The users of
mobile has increase vividly and the
sales generated from that accounts
for 7% of the total GDP. The
broadband is also expected to see
enhancement after the �ibre optics
submarine cables coming into the
country. The telecommunication
services of French is served by
Senegal, and due to its proximity
the government is trying to
make Senegal a big market for
telecommunication.

of the World Bank, to develop
mobile money services and
strengthen �inancial inclusion
in the country. The deal, which
is worth USD3.9 million, is also
being supported by the Bill &

Development Bank Group (AfDB)
on Wednesday, September 24,
2014 approved a US $29.49-million
grant to help �inance the �irst phase
of the Nyakararo-Mwaro-Gitega
(RN18) Road Improvement and
Asphalting Project in Burundi.
The project, which concerns
30-kilometre-long Nyakararo-
Melinda Gates Foundation. IFC
will provide advisory services on
agent network management and
product development in an effort
to expand the reach of mobile
money services, particularly in
rural areas and for women.
Greta Bull, IFC’s Head of Micro
Retail Advisory Services in Sub-
Saharan Africa, said: ‘The lack of
access to formal �inancial services
means many Ugandans have no
safeorsustainablewayofsavingor
transacting money. Mobile money
offers great potential in extending
formal �inancial services also to
the low-income market, and our
partnership with Airtel Uganda
will further that cause.’

MasterCard-Branded Cards are now at
Ecobank subsidiaries in 28 African Countries
Ecobank Transnational Inc. and MasterCard
customers will now be able to use their
MasterCard prepaid, debit and credit cards at
Ecobank’s ATMs and Point of Sale terminals
in 28 African countries, significantly boosting
card acceptance on the continent.
“Expanding MasterCard’s acceptance
in 28 countries across Ecobank’s network
is a significant milestone for us as we work
together to accelerate the adoption of electronic
payments and create a cashless society in
Africa,” said Daniel Monehin, division president,
Sub-Saharan Africa, MasterCard. “Through this
partnership, we have combined MasterCard’s
global payment technology with Ecobank’s
unrivalled pan-African footprint to give our
cardholders more convenient, secure and
reliable ways to pay.”

Governments are rapidly driving the
conversion from cash to electronic payments as
they too realise the benefits of a cashless society,
namely increased transparency, cost effectiveness,
financial inclusion, foreign investment and
economic growth.
“The increased number of MasterCard
acceptance locations in Africa means that more
cardholders and merchants will be introduced
to the security and convenience of electronic
payments, while enjoying protection from the risks
and costs associated with cash. This is especially
important in many African countries where cash
has been the prevalent or only payment option,”
Monehin said.
MasterCard and Ecobank are also looking to
expand across West, Central, East and Southern
Africa and will soon add a further four African
markets to those already accepting MasterCard-
branded cards, namely Equatorial Guinea,
Mozambique, São Tomé and Principe and South
Sudan.

first after launching an innovative
mobile money service in Tanzania
which offers users the opportunity to
automatically earn a return on their
balance direct to their wallet without
the need for a separate registration.
The service according to Mobile
World Live the service called Tigo
Wekeza (‘Tigo Invests’), will allow over
3.5 million Tigo Pesa users to benefit
from quarterly interest payments
based on the balance held in their
account.
Millicom, Tigo’s parent company
stresses that Tigo Pesa users will have
the option to nominate a non-profit
beneficiary in line with their personal
cultural beliefs. “This innovation
reflects our commitment to develop
mobile money into an even more
attractive service and will extend
financial inclusion further,” said Hans-
Holger Albrecht Millicom’s CEO.
“It comes in a year when we have
already pioneered cross-border mobile
money transfers with automatic
currency conversion as well as a
unique interoperability arrangement
with other operators in Africa.”
Earlier this month a one-time
returntoTigoPesausersbasedontheir
accrued balances was announced.
The trustees of these funds were able
to achieve an aggregate return of 9.2
per cent.
This and the new service has been
authorised by the Bank of Tanzania,
following the announcement of new
policy by the central bank earlier this
year.
In a separate
announcement, Millicom
said it had established a joint
venture with Kalixa, an online
payments firm, to develop a
payments service provider
to operate in Africa and Latin
America, initially commencing
in Colombia and Brazil later this
year.
The joint venture will offer
payment acceptance services
for both businesses and consumers,
including payment gateway and point
of sale solutions for merchants as
well as 1-click payment and eWallet
provision for online customers.
The partnership will cover the
end-to-end payment ecosystem and
will offer multi-device and cross-
platform services.
“Working with Kalixa will enable
us to offer a complete digital
payments service in markets where
ecommerce is growing rapidly and
where we already have a strong
presence,” said Albrecht. “It is a
great combination of our respective
expertise.”
Millicom has 4.7 million mobile
money customers in its six Tigo
operations in Africa.

produce due to the poor state of the

and young people by improving

and transporters, whose operating
and logistical costs will be
signi�icantly reduced thanks to the
improvement and asphalting of the
main road and rehabilitation of the

regions of the country. It will also

The US $29.49-million African
Development Fund (ADF) grant
accounts for 95% of the project’s

A new mobile application that will allow
smartphone users to shop online has
been launched by Kaymu, an online
trading �irm.
According to Elias Schulze, the
Kaymu Africa chief executive of�icer,
the application, compatible for Android-
powered mobile phones and available on
Google Play Store, is designed to “make
Rwandans online shopping experience
more convenient and enjoyable.”
“It will offer a wide range of
products, fast and intuitive navigation
and easier buyer and seller account
management,” he said.
Rwanda’s mobile phone penetration
rate currently stands at about 7.2 million
subscribers.
Those who own smartphones are not
known, though the number is growing
thanks to the array of applications that
attract users.
“The app is more focused on the
product; which has impressed me. It
makes the whole shopping experience
simpler as one can easily locate what
they are looking for. Also, anyone with

Prepration Method
1. Heat the oil in a large pot or saucepan.
2. Over high heat, fry the onions and garlic, stirring
continuously. Add the ginger, curry powder and
all the spices and continue stirring for a minute.
Season to taste with pepper and add the salt.
3. Reduce heat slightly. Add the meat and fry it
until it is browned on all sides. (This may be
easier if you remove the onions, garlic and
ginger mixture and set them aside, then return
them to the pot after the meat is browned.).
4. Add the vinegar and stock, plus all the other
remaining ingredients (except the apricot jam
and yoghurt). Cover. Reduce heat. Simmer
over a low heat, stirring occasionally, until
everything is tender, approximately 1 1/2 hours
for lamb and 2 hours for mutton, maybe a little
longer.
5. Stir in the apricot jam and the yoghurt a few
minutes before serving.
6. Serve this curry with yellow rice and a variety of
sambals and atjars.

shoot these two videos in Malindi
was because it is a beautiful place

3-year recording deal
Africa Digital Media Academy has
opened only East African motion
capture studio in Kigali.
Motion capture is the process
by which live movement is
recorded and the data used to
more efficiently create realistic
animation for film and television.
Motion capture studio in Kigali
is the first of its kind in east and
central Africa.
Speaking at the press
conference at Africa Digital
Media Academy offices in Kigali
yesterday, the Director General

hanaian-International Reggae artiste,
Blakk Rasta has signed a mouth-watering
three-year deal with the world's biggest
Reggae Music label VP Records, headquartered
in the United States of America.
According to VP Label Manager Donovan
Williams, Blakk Rasta is the first Ghanaian artiste
to be signed onto the label and he is confident
that he is able to overcome hurdles associated
with being a Reggae Artiste in Africa.
He said “Blakk Rasta has been accepted
globally and we at VP believe he can upgrade his
dominance to include other continents outside
Africa which is his comfort zone. He has the
energy and vision and that for me is the thing.
We are already impatient for a new album from
him”.
Blakk Rasta in an interview said he believes
that the VP Record deal couldn't have come at
a better time because now his music is making
waves both locally and internationally.
“I have been looking forward to this all along
but 'Jah' made it happen now and as we say,
of the Workforce Development
Authority (WDA), Emmanuel
Gasana, said the new facility will
generate more income in Rwanda’s
economy through foreign trainees
who will be accessing the services
from the advanced motion capture
studio.
“This is the 3rd country to get
this motion capture studio in Africa
after South Africa and Nigeria.
I think ours is more advanced
because we have modern high-
tech equipment and well skilled
lecturers,” said Gasana.
The studio will help interested
Rwandan youth from different
sectors to train in latest film
making technology.
“We are blessed as Rwandans
to get this facility which will attract
people from different parts of the
world. I am sure that this studio
will not be for only Rwandans,
other people from Africa and other
parts of the world will access our
services,” he added.
Gasana said the motion
capture studio will facilitate the
country to earn foreign currency
from foreigners who will come for
training in different areas like film
making, lighting, cartoon making
and many other services provided
by the studio.
According to Marler
Christopher, director Africa
Digital Media Academy, the
motion capture studio will provide
students with skills in filmmaking,
editing and lighting.
“Our studio has all modern
high- technology equipment
for film making industries at
international level. Our studio has
advanced motion capture which
has been used in films such as Lord
of the rings and Avatar and Dawn
of the planet of the apes,” Marler
added.
Africa Digital Media Academy
is part of the technical and
vocational education and training
network, operated by WDA. It was
opened in January, 2012 and it
trains Rwandans in all aspects of
advanced media production, from
film editing and production to 3D
animation.
Currently, the Academy is the
process of admitting around 100
students for the next intake.

Education Minister Samuel Okudzeto Ablakwa
among others who had high hopes for the 17 track
album produced by legendary Ghanaian producer
Zapp Mallet.
Blakk Rasta just returned from a three-month
tour of North America to attend to calls by his
numerous fans to return to his sterling radio show,
Taxi Driver which is aired on Hitz FM.
The tour saw him bring down concerts
and festival roofs in America, Canada and the
Caribbean. He also had the opportunity to share
the stage with reggae legends like Cocoa Tea, JC
Lodge, Marcia Griffiths, Machel Montano, Mighty
Sparrow and many others.
Blakk Rasta is also a published author and
poet.

Fifa rankings released recently in
Zurich, Switzerland.

Thaddeus Sory, representing
seven witnesses who were
subpoenaed by the Commission,
raised objections which ended up
halting proceedings for the day.
The objection raised by Mr.
Sory turned into a legal debate
when the Chairman of the
Management Committee of the
Black Starlets, who doubles as
the Vice President of the Ghana
Football Association (GFA),
Frederick Crentsil, was the first to
take to the witness box to testify
before the Commission.
The Counsel, who was
representing six other witnesses,
raised an objection about “why
his client (Mr. Crentsil) had been
subpoenaed to appear before the
Commission, seeking clarification
on the legal status of his client
before the Commission, and that
the notice was defective, because
his clients have to be given a
mandatory time of two weeks
after service of hearing notice.
He backed his objections with
Constitutional Instrument (CI)
82, 85 and 65, and emphasised
that his clients needed to be
given a stipulated time to enable
them appear well prepared, also
whether they were appearing as
target witnesses or none target.
According to Mr. Sory, the rules
of the Commission provided for his
client to be told whether he was a
targeted witness or not, which was
not stated in the subpoena.

before the Commission, since it
did not offer enough protection of
his rights, particularly, from future
prosecution based on his evidence.
Mr. Sory said: “… I am saying
Kenya's Dennis Kimetto smashed
the world record in the Berlin
Marathon on Sunday as he made
history by becoming the first man
to break the 2hr 03min barrier.
His lightning fast run of 2hr
02min 57sec was the second year
running that the record had been
broken in Berlin, the previous best
being 26 seconds slower -- the
2:03.23 set over the same course
last year by compatriot Wilson
Kipsang.
The performance by the
30-year-old, a former farmer from
western Kenya's high-altitude Rift
Valley region, delivered a new
benchmark in human endurance
and cemented the Kenyans' total
dominance of international road
racing.
"As the race went on, I saw I
could do it, I'm delighted to have
won," the modest Kimetto said
after making history and nudging
world leading times close to the
two-hour barrier.
Kimetto, the pre-race
favourite, was part of a seven-
man breakaway group after 20km,
which included fellow-Kenyans
Emmanuel Mutai and Geoffrey
Kamworor.
But Kimetto shook off Mutai
four kilometres from home and
crossed the line in record time
over what is regarded as the
world's fastest marathon course.

Kimetto hails from the town
of Eldoret -- a part of the country
that has produced some of the
most dominant distance runners
in history and is emerging as the
world's training capital.
He was working as a farmer in
an impoverished rural area before
he took up running in his mid-
20s, joining the training group of
Geoffrey Mutai -- a Boston, Berlin
and two-time New York marathon
champion and the former holder of
the unofficial world best, a 2:03.02
set in Boston.
His first major win came in
Nairobi's Half Marathon in 2011,
and he went on to finish second
behind his training partner Mutai
in the Berlin Marathon in 2012.
His 2:04.16 was the fastest
marathon debut in history, and
notable as he is one of a new breed
of Kenyan road racers who do not
have a track pedigree.
In 2013 he won the Tokyo
Marathon, setting a course record
of 2:06.50, and then the 2013
Chicago Marathon in a course
record of 2:03.45 -- where he also
beat Emmanuel Mutai into second
place.
In the women's race, Tirfi
Tsegaye led an Ethiopia 1-2,
winning in 2:20.18 from Feyse
Tadese (2:20.27) -- failing to break
the 2:20 barrier and still a way off
the 2:15.25 set by Britain's Paula
Radcliffe in London in 2003.
Shalane Flanagan of the United
Statges was third in 2:21.14, a
personal best but short of the
American record.

detailed reasons are all provided
for in Rule 8 [Commission’s rule."
"The reasons for which he
[Crentsil] is invited here must all
fall within the province of Rule
8,” he added. The Chairman for
the Commission, Justice Senyo
Dzamefe, who could not help,
interjected and said: “Why do you
want to make a big deal where
there is no big deal?”
According to Justice Dzamefe,
he could also make a verbal
modification if the need arises,
and asked him to read Rule 23 of
the CI. This rebuttal compelled the
Commission to go for an abrupt
recess to decide on the ruling.
Justice Dzamefe finally ruled
that as Chairman Rule 20 (3)
gives him the power to verbally
modify the rules. The members of
the Commission, after the a short
recess, returned with the following
ruling;
To grant the witness eight
days’ notice, as stipulated by the
law, which applied to all the others
represented by Thaddeus Sory.
And also he assured the
witness [Mr. Crentsil] that he
was only appearing before the
Commission as a Chairman of the
Starlets management committee,
and not as a target of the World
Cup committee, which applied to
the other witnesses.
The other six chairmen of the
various national teams, including
Fred Pappoe, George Afriyie
and Augustine Asante Osei Tutu
Agyemang, MNS Doe, Adam
Munkaila, Kweku Eyiah and Kojo
Yankah, could also not be heard
by the Commission, because they
all did not receive the eight days
notice by the Commission, and
were represented by Thaddeus
Sory.
The Chairman for the
Commission however clarify
that, he has the power to make
a verbal modification which
was allowed and later given a
documented amendment but since
the Commission was a friendly fact
finding quaisal body that was why
he had granted the pray since it
was their right.
He observed that, although
they have been called in a different
capacity as chairmen for the
various teams, they might be
subpoenaed again when if the
need arise and in another different
capacities.
Justice Dzamefe further
explained that, since the witnesses
were not subpoenaed as target
witnesses, whatever they may
say cannot be used against them
because they were none targets.
All the witnesses are however
supposed to appear before the
Commission on Friday September
26, 2014 with the exception of Mr.
Frederick Crentsil who prayed to
be given the following Monday
September 29, 2014.

How would you actually de�ine
the outline of the International
Carnival to attract tourist from all
over the world?
The Seychelles Carnival has been
delineated as the Carnival of Carnivals
as it endeavors to bring together the
world, to parade together, to know
together and to enjoy together the
vibrant cultural troops from different
countries. We can say proudly that
if you want to see an explosion of
colours and cultures, it is Seychelles
carnival that ful�ils your demands.
What was actually the idea behind
the innovation of this colorful
carnival?
Seychelles got its apple of eye
three years ago, it was an endeavor
to increase the visibility of the island
globally and then of other island
regions. We have a body called the
Vanilla Islands which encompasses
the Islands in the Indian Ocean. To
showcase a new destination to the
world, an event was desperately
needed.
What are the endeavors of the
Ministry of Tourism & Culture
to promote the tourism sector of
Seychelles in India particularly?
Last year we organized our �irst
Seychelles-India Day and it was good
to see that we had 52 Bollywood
directors along with press that came
to Seychelles. We will be counting
on the assistance by the Bollywood
industry that this is the ideal
destination for you, this is Indian
Ocean. You are home away from home.
We have Air Seychelles and Etihad
Airways on board as the partner
airlines. Comment.
For past editions we always had
Emirates, but this year it was time
for others as everyone should get a
fair chance and what would be the
best moment other than carnival to
highlight our very own airlines. I
think it was my duty as the Minister
of Tourism to look at our national
airlines, giving prominence to it.
How about having direct air
connectivity from India to
Seychelles?
This is what we are in for, we have
Sri Lankan Airlines �lying and now, we
want to have India on our air-route
chart. This year Seychelles will be
making efforts to reposition the island
on India enabling to have a new direct
access.
Enlighten us with the paybacks
witnessed by Seychelles with this
carnival through its previous
editions?
Well, the main objective has
always been to look for visibility and
the carnival provides us more than
what we can expect. The event got
attention from around the world
thus, providing wide exposure to
Seychelles and when we will become
visible we remain relevant, relevant
in the world of tourism. As I am here
with Indo Africa Times , I appeal to
get Indians, not just Indian private
sector but to get the support of
Indian govt., to get Sri Lankan govt.,
Maldives govt. Moreover, this depicts
unity and respect for each other
and accentuates a message that the
governments of respective countries
also value their people, their culture
and their land.
Every country possess an asset that makes it unique from others. For Seychelles, that asset is its
fanciful and fascinating tourism. The whole prefecture is so pleasing that no tourist would like to return
back home. In an exclusive interview to Indo Africa Times, Alain St. Ange, Minister of Tourism & Culture,
Seychelles enlightened about the earnest endeavours of the Ministry to promote the country’s tourism
round the world and to commence a direct flight between India & Seychelles making it more convenient
and feasible for the tourists.
