The document describes the Energy Villab Model called VILAGO, which was implemented by GOLEA. VILAGO is a virtual laboratory located in Nova Gorica that aims to (1) improve energy efficiency in public buildings, (2) monitor energy usage of public buildings, and (3) promote energy retrofitting of public buildings through public-private partnerships. The mission of VILAGO is to become a reference environment for monitoring energy usage of public buildings. It was officially established in 2012. VILAGO aims to create an innovative environment to retrofit public buildings and measure renewable energy and energy efficiency through cooperation between the public sector, ESCOs, schools, universities and other stakeholders.

3. The idea of VILAGO
Virtual laboratory of energy efficient public buildings
The origin of idea:
•GOLEA is a local energy agency, covering the entire Primorska region (23
municipalities).
•As an energy agency, we are a promoter, often even an initiator of RES and
RUE practices in this space and we have access to all the relevant data
regarding this topic.
•As these are generic processes of creation and implementation of events
and activities in the area of sustainable energy, it is imperative that we begin to
track and record them which can best be attained within a villab
innovative environment.

4. Mission of VILAGO
• Creating an innovative environment in the form of a virtual lab with
mission to retrofit public buildings and measure the implementation
of renewable energy sources and rational use of energy.
• Create new business opportunities for the private sector, leading to
improvements in employment levels, quality of work in public
buildings, as well as savings in the public sector with consequently
lower costs to taxpayers.
