Youth Development
On January 2016, the Prime Minister signed
the Decision 158 to promulgate the
National Indicators on Youth
Development.
This set of indicators was developed on the
frame of:
- Youth Law 2005
- Vietnamese Youth Development Strategy
2011-2020

First indicator: Youth Development Index
This set includes 66 indicators and covers 8 areas:
 1. Population and demography: 5 indicators;
 2. Labor and Employment: 12 indicators;
 3. Participation in socio-political organizations,
social and voluntary activities: 10 indicators;
 4. Science and Technology: 6 indicators;
 5. Education, training and Vocational training: 8
indicators;
 6. Medical – Health – Social Issues: 12
indicators;
 7. Culture – Sport: 3 indicators;
 8. Law: 9 indicators.

10. Implementation
 Ministry of Home Affairs: overall coordination of
implementation of the indicators set to evaluate the
implementation of youth policies in Vietnam. From
the results, MOHA will propose recommendations on
policies on youth development.
 General Statistic Office: collaborating with MOHA to
standardize the definition, calculation method, and
quality assurance of indicators data collection.
 Other ministries: collaborating with MOHA and GSO
to implement the statistical indicators set, providing
all required information during the data collection
process.

11. Timeline
Data collection will start from 2017
First Youth Development Index will be
available in 2018 and to be included in the
National Youth Report.
