This document outlines the grants selection procedure for the Foreign Talents Science, Technology and Innovation Grants program. It describes the eligible beneficiaries and financing options available. The selection procedure involves proposals being submitted by the given deadlines, reviewed by a technical evaluation committee using set criteria, and published along with the signing of grant agreements typically within 1 day of approval. Funding is then disbursed in two installments, with 50% provided upon initial agreement and the remaining 50% after completed activities.

2014.
In this round, all grant applications submitted before 5:00pm
on October 31st, 2014 will be evaluated.
The 2nd round of evaluation will cover all applications
submitted from November 1st till 5:00pm on December 31st,
2014.

16. GRANTS SELECTION PROCEDURE
TECHNICAL EVALUATION COMMITTEE:
Will consist a panel of 7 experts as follows:
1.03 general experts for Science and Technology
2.02 experts for S&T in the field related to the submitted proposal
3.01 expert from State Commission on Overseas Vietnamese
4.01 expert from Ministry of Science and Technology
The minimum quorum to hold a session is 5 members with the presence of
the expert from the State Commission on Overseas Vietnamese, the
presence of at least one of the experts in the field of the proposal, and the
presence of the MOST expert
Details of the members of TEC including their CVs will be forwarded to
World Bank for information

17. GRANTS SELECTION PROCEDURE
EVALUATION METHOD:
Based on the number of received proposals (minimum 7 applications within 60 days
from the date of call for proposal), CPMU will call for a session of the Technical
Committee (TEC) to evaluate the proposals.
In this round, all grant applications submitted before 5:00pm on October 31st,
2014 will be evaluated.
The 2nd round of evaluation will cover all applications submitted from November
1st till 5:00pm on December 31st, 2014.
TEC members will evaluate and provide the result of each proposal.
TECHNICAL EVALUATION COMMITTEE:
