1. VET guidance in Spain
History Legal
framework/
Legislation
Activities Providers Examples of good
practices
In Spain, vocational training has not
been considered to be a real option
for students who are finishing their
lower secondary education, but this
trend is now changing due to a
number of factors, among them the
current economic crisis, the
number of women taking this type
of training and the increased social
value placed on this pathway.
Promotion of education policies
through employment agencies
focuses on:
a) development of lifelong learning
b)promotion of vocational training,
both in education and employment
c)recognition of learningthrough
work experience
d)National Qualifications and
Vocational Training System
e)implementation of diplomas and
professional certificates.
Qualifications and
Vocational
Education and
Training (VET) Act
5/2002establishes
the existence of an
integrated VET
system including:
• Guidance
departments at
Integrated VET
schools
• Validation of
work experience
and non formal
learning process
(July 2009)
• A lifelong
guidance group by
the Ministry of
Education and
autonomous
regions.
COPOE (Professional Organisation
of Counsellors) organizes varied
activities to help students decide
about their work plans for the
future. Counsellors working in
school centers belong to this
organisation. There is, at least, one
counselor in every school in Spain.
They usually hold meetings and
speeches in order to advise and
guide students, and organize
conferences, symposiums, and
even published some books on
guidance to VET students.
Some VET centers organize very
attractive activities in order to
make their students have a close
view to the labour market.
Example:"IMAGINE YOUR
ENTERPRISE" designed by a school
in Badajoz (Extremadura region).
Royal Decree
1538/2006
establishes general
organisation of
vocational training:
A) Public and
Private
B) National
Reference Centers
C) Vocational
training integrated
institutions.
The main provider
of VET guidance in
Spain is the Central
Government along
the Regional
Governments of
theAutonomous
regions. There are
also some other
providers such as
RAYUELA, an educational
online tool, is a platform for
education management,
teachers, students,
counselors, parents and
associations of parents.

A guidance booklet for
students finishing secondary
level including a self
evaluation questionnaire to be
filled, in order to determine
their interests, abilities,
motivation, etc… Once
completed, they hand it over
to the counselor at school for
a final interview

2. There are currently two guided
subsystems in Spain.
There have traditionally been two
guidance subsystems: one for
education and the other for
employment. After a process of
decentralisation with regard to
career guidance, now both systems
coexist. As a result, guidance is
provided by different institutions
and organisations of the central
government and of the
autonomous communities.
• A lifelong
guidance platform
• Provision of
guidance services
for open and
distance VET
• Lifelong guidance
tools for guidance
counsellors
• Guidance
counsellors for
Employment
offices
• Guidance at
universities
SEXPE (labour office
for Extremadura
region).
Public educational
institutions also
work as provider of
VET guidance in the
sense that their
staff organize and
lead varied
activities in order to
guide and support
their students.
ORIENTA is an online guidance
test implemented by a private
company and it is available for
the high schools to buy it and
customize it according to their
preferences. For example, the
school “InstitutoAlbarregas” in
Merida town, Badajoz.
