This paper, highlights the vast unused telecom network capacity set aside for Mobile Virtual Network Operators #MVNO in Thailand, due to reluctance from the mobile network operators, AIS, Dtac and True, to accept these on their networks.
The introduction of MVNOs in Thailand six years ago has not succeeded in laying the foundation to ensure innovation, the achievement of the broader industry and national economic objectives. The MVNOs has been tethered with the legacy infrastructure and thinking behind the conventional mobile operator services.
However, there are lessons to be learned, and first lesson is - a new approach is needed.
Therefore, we suggest a few additions to the National Broadcasting and Telecommunications Commission’s (NBTC) notification regarding network capacity and obligations for Mobile Virtual Network Operators (MVNO) in Thailand.
We also propose a one-stop shop, who acts as an enabler for the digital economy, MVNO / M2M / IoT service providers, e.g. matching the demand, with the supply of unused MVNO capacity from the telecom operators, and thereby creating a win/win for all stakeholders in the ecosystem.

A. DMV Organizational Overview (p. 2)
The Department of Motor Vehicles (DMV) is a governmental agency in the Executive Branch of
Virginia state government. Under the direction of the Secretary of Transportation, DMV
administers motor vehicle and tax related laws for the continued benefit of all citizens of the
Commonwealth of Virginia. Specifically, DMV administers motor vehicle titling and licensing
laws, driver’s licensing laws, transportation safety laws, tax laws, and other motor vehicle-
related laws and regulations as directed by the Code of Virginia and Federal laws, as amended.
DMV employs nearly 2000 full and part-time employees to meet its daily mission of providing
transportation services to customers in Virginia. These employees provide services via one
centralized administrative Headquarters located in Richmond, Virginia as well as 74 Customer
Service Centers (CSC’s) and 13 Motor Carrier Service Centers/Weigh Stations (MCSC’s)
dispersed throughout the state. In addition, some services are provided at more than 40 DMV
Select offices located throughout the state. DMV Selects are a service alternative to visiting a
full-service DMV Customer Service Center. Local governments and private entities contract with
DMV to provide secure, select DMV transactions at convenient locations.
DMV provides a multitude of services to private citizens, transportation entities, courts, law
enforcement agencies, government agencies, insurance companies, and related transportation
clients. The most commonly provided DMV services include:
Credentialing – This includes the provision of driver testing and licensing, vehicle
titling and registration, credentialing of commercial motor carriers, and regulatory
licensing functions such as fuel distributors, rental car companies, dealers,
commercial driver training schools, driver improvement clinics, and 3rd party
testers.
Tax processing – This includes support for the calculation, collection, accounting,
and reporting statistics for all tax filings (including IFTA, tax on fuel, and tax on
motor vehicle rentals) as well as support for an external/taxpayer audit function.
Oversight of related programs such as transportation safety and information
management
Due to the nature of DMV business processes, the type of work performed by the agency
requires substantial use of automated systems. It is imperative that the agency operate its
programs and facilities in an efficient manner, incorporating into its operation those

4. Vehicle Tax SMS Service
VTAX : Introduction
• An initiative jointly under taken by Department of Transport Management
(DoTM) and FOCUSONE Nepal
• A public service to ease the process of finding vehicle tax information
• Prior to the launch of the service general public had to physically visit DoTM
offices to inquire.
• The service has provided anytime anywhere vehicle tax information. Reducing
load to some extend at DoTM office counters and saving general public’s time.
• The service currently available for vehicles registered in 3 zones and in the
process of expansion
• The VTAX SMS service is available to subscribers of all major telecom
operators;
Nepal Telecom (NT), Ncell and United Telecom Limited (UTL)
• Tax information can be accessed by sending a single SMS to short code 4321
using the keyword VTAX followed by vehicle number. Eg: VTAX ba37pa 399
5. Vehicle Tax SMS Service
VTAX : System Layout
FOCUSONE has connections to all major telecom operators in Nepal. The SMS gateway located at
FOCUSONE premises is connected to the SMSCs of all the telecom operators through the dedicated
connections using SMPP 3.4 protocol.
The VTAX application is responsible for receiving the SMS content from the gateway, parsing the
content, retrieving appropriate vehicle tax information from the VRS located at the DoTM and sending
response to the user.

F1-SMS - SMS Gateway
F1-SMS is an SMS gateway with capability to connect to multiple SMSCs using standard SMPP protocol
and interface with various content providers. F1-SMS enables SMS content providers to easily and
quickly deploy various SMS based services. The gateway is developed using Java and runs on virtually
any platform. At FOCUSONE the SMS gateway is being operated on Linux server.

VTAX Application
The VTAX application is developed using Java and runs under open source Apache Tomcat servlet
container. The application receives the VTAX SMS sent by mobile subscribers, extracts the vehicle
number and query’s the VRS system to retrieve tax information of the vehicle in SMS query. The
retrieved information is then relayed to the SMS sender.
VRS
The VRS (Vehicle Registration System) is a java based web application deployed at the DoTM. The VRS
is a role based system and currently is being accessed by operators if several DoTM offices located at 3
zones. The system is based on the current business process and automates the process. The system is
in the process of being expanded to other zones.
