Loksabha Election 2019: 90 Plus Voting CampaignBanda is a district of 1.8 million people in the north Indian state of Uttar Pradesh. Unfortunately, in recent years, Banda has become known for water scarcity, unemployment, farmer distress, underdeveloped agriculture, and corruption. These issues have spurred significant political rivalry; as a result, the Election Commission has identified 195 of the 1,454 polling booths in the Baberu, Banda, Naraini, and Tindwari constituencies as “critical”.
Motivated by these challenges, I set out to increase voter turnout and improve the sense of civic engagement in Banda, and involved the whole district administration towards this goal. In the 2014 Lok Sabha elections, 53 percent of registered electors in Banda voted. For the 2019 elections, I set an ambitious target of 90 percent turnout. To achieve this, I led my team to devise the “90 Plus” strategy, which leveraged a plethora of initiatives and communication channels from the Systematic Voters’ Education and Electoral Participation (SVEEP) programme. A total of 825,907 people voted in Banda District in the 2019 Lok Sabha election, out of 1,314,368 registered electors (62.8%). In 2014, the average total turnout was 53.38%. The 10-percentage point increase is remarkable given the ground-level challenges that confronted the ambitious project target. The significance of this scheme was acknowledged by the Honourable Prime Minister Shri Narendra Modi, in a rally that he addressed here in the district.
The B.PAC Civic Leadership Incubator Program (B.CLIP) will select, train and support talented individuals who wish to transform their city by contesting municipal corporation elections. Citizens send SMS reports of broken waterpoints, which are added to a database and sometimes forwarded to local media. This mobilizes citizens and puts pressure on local governments to fix problems more quickly. The program has received over 500 SMS reports since launching in 3 districts in November 2010, with some cases of problems already being solved. While still small, it provides evidence that involving the media can make local governments respond to issues they may otherwise ignore.

It fosters greater accountability, democracy and engagement through ready access and use of open data. This can innovate and transform local public services, empower citizens and groups, and support economic growth. While the pace of transition varies locally, the overall approach is moving from closed to open by default.

The Narrow the Gap 2016 project aims to improve equal access to opportunities and quality of life in Ho Chi Minh City and surrounding provinces. It will provide funding to non-profits through three grant rounds over 9 months. The project seeks to improve project management capacity for grantees and create community ownership. It has already secured over 70% of its total budget of 1.72 billion VND but is seeking additional funds of 547 million VND from corporate and individual donors. Donors will receive brand exposure and opportunities to engage with the project in return for their support.
Grassroots participatory budgeting is a process that allows citizens, especially those in poverty, to be involved in deciding how public funds are spent in their communities. It aims to promote people's participation, strengthen government accountability and transparency, and make public resource allocation more responsive to local needs. The process identifies priority projects worth 15-50 million pesos through joint efforts of local governments and civil society organizations. It has expanded from 609 cities and municipalities in 2013 to over 1,600 in 2016. Several government agencies participate by incorporating priority projects into their agency budgets.
