This document discusses complexity and complex adaptive systems. It notes that complexity grows when systems are overlaid on infrastructure and interact with human populations. It then discusses complex adaptive environments, noting they are characterized by complexity, adaptation, and surprise/novelty. Adaptive management is discussed as a way to manage complex systems through experimentation, collaboration, and building trust over time through practice and "play." Decision spaces are proposed as a way for diverse groups to safely discuss problems, apply tools, and decide on actions.
