100 American Government (3)
People, their politics, and power; contemporary issues, changing political styles and processes, institution and underlying values of the American political system. Satisfies state requirements in U.S. Constitution and California State and local government. One or more sections offered online.
This course is a college level introduction to American government. Students will begin to develop the body of knowledge necessary for informed civic participation. More specifically, students will learn about democratic principles, the structure and institutions of government, the role that ethnicity, race, gender, class, culture and the economy play in shaping the political landscape in America.
By the end of the course students will have learned:
· what the fundamental characteristics of American government are and how the U.S. Constitution affects the organization of government, the relationship between national and state governments, and the relationship between government and citizens.
· understand human political behavior as it is expressed individually, collectively, and in groups.
· how the executive, legislative and judicial branches are organized and the role they play in the policymaking process.

COURSE ASSIGNMENTS/REQUIREMENTS:
Exams. There will be three exams in this class. The two midterm exams are worth 100 points each and will cover distinct units identified on the course schedule below. The final exam will be comprehensive. All exams will include multiple choice and essay questions. Students must bring a blank Scantron form #882-E and a blank Bluebook to each exam (both can be purchased at the bookstore).
Quizzes. There will be weekly quizzes in multiple choice format. Scantron form 882E is required for each of the quizzes.
Students will also be graded on a short newspaper report. The objective of the report is to take something you learned in class and apply it to current events. As such, students will be required to write a 5 page paper on a newspaper article, where students analyze the article and discuss how it applies to or incorporates a key concept covered in the course. A more detailed description of this assignment will be passed out to students later on in the semester.
Attendance and Participation. Learning is an active exercise. Students at all levels of learning and accomplishment benefit when they become actively engaged in class. Therefore, weekly quizzes will be given in order to ensure attendance and to make sure students keep abreast of the readings,

All papers should have an introductory paragraph that provides background on the subject you are going to write about in the paper. I recommend finding a current event, perhaps an article where a student committed suicide after having been the target of cyberbullying. A good approach follows this line: Tell them what you are going to tell them (introduction), Tell them (body of paper), and Tell them what you told them (Conclusion). The introduction must contain a thesis statement previewing the paper. An examination of Minford School District’s school board policy as well as the faculty and student handbooks in addition to the relevant sections of the Ohio Revised Code followed by a review of the First Amendment arguments the student who is charged with cyberbullying might make, and the First Amendment responses based on case law the school district could argue, will provide insight into the issue of cyberbullying. (This is just an example off the top of my head). Paragraph one should explain how the school district policy that you are examining addresses cyberbullying. You should examine the district’s policy, the faculty handbook, and the student handbook. Make sure that you are correctly providing in-text citations to these sources.

One year before this event, the patient and her husband had drawn up "living wills" with an attorney. She was diagnosed by her treating physician as being in a permanent unconscious condition. The patient's living will specified that the patient did not want ventilator support or other artificial life support in the event of a permanent unconscious condition or terminal condition.
The patient's husband is her legal next of kin and the person with surrogate decision-making authority. When the living will was discussed with him, he insisted that the patient had not intended for the document to be used in a situation like the present one. Further discussion with him revealed that he understood that the patient would not be able to recover any meaningful brain function but he argued that the living will did not apply because her condition was not imminently terminal. He further indicated that he did not consider his wife to be in a permanent unconscious condition. The immediate family members (the couple’s adult children) disagreed with their father’s refusal to withdraw life support.
The treatment team allowed a week to pass to allow the husband more time to be supported in his grief and to appreciate the gravity of his wife’s situation. Nevertheless, at the end of this time, the husband was unwilling to authorize withdrawal of life support measures consistent with the patient's wishes as expressed in her living will. Civic Engagement Project
Assignment
The core of this assignment is for you to practice "engaging yourself and engaging your civic community." Your goal should be multi-layered - to bring change in one social issue that is of concern to you in your community, to develop your knowledge and skills related to civics, and to challenge yourself to reach outside of the classroom to learn and then bring your knowledge back to the classroom to share with your classmates.
You will need to (1) choose and research one substantial social issue at Western Oregon University or in your surrounding community, (2) define a problem found within the issue, and (3) devise and implement a local solution to that problem. If the type of project you choose does not allow for implementation during this quarter, you must submit a detailed proposal of how your project would be implemented with additional time.
You will present your project to the class (a) briefly in Week 4 to gain feedback (January 28th), and (b) the complete project at the end of the quarter (classes during Week 9 and 10 of the quarter, plus on final exam day if needed). In addition, you will need to turn in progress reports and hold brief meetings with me to discuss your efforts. You may work alone or in a group (if you work in a group, you will receive a group score). You will have a great deal of latitude in the project you choose. However, you will work closely with me in planning your actions, and determining what is sufficient progress based on the project and problem you choose.
As you begin work on the project keep the following questions in mind:

Grades will be determined by the amount and quality of work you complete, not necessarily completing the project, as there is a time limitation of just one quarter. Midterm Examination Checklist (Fall 2019)
Overview and Purpose: The midterm examination (exam) for GOVT/CRJU 2392 is scheduled
for Monday, Oct. 14, 2019. The exam is designed to assess your comprehension of important
concepts described in the course textbook (Banks and O’Brien), lectures, and in-class
discussions.
Procedure: The exam is closed book and closed notes: Students will not have access to any
resources during the exam session. Students must complete their own work and avoid looking at
their neighbors’ exam booklets. Communication with another student during the exam session
will be considered cheating, resulting in a failing grade and a report filed with appropriate
university authorities.
If possible, students should avoid bringing excess personal belongings to the exam session. All
cell phones must be placed in “silent” mode prior to beginning the exam, and all phones or any
other communicative devices (i.e. Apple Watches) should be stored away in students’ pockets,
backpacks, purses, etc. Similarly, all study aids must be stored away prior to beginning the
exam. Any use of devices during the exam session will be considered cheating and disciplinary
proceedings will be initiated.
Once a student begins the exam, that student will not be permitted to leave the room. If a student
leaves the room, the exam will be considered completed. All university and department policies
concerning cheating and academic honesty are in full effect for the exam session.
Content: Student comprehension of the material covered will be evaluated through objective
response items (20 points; multiple choice) and four short essay prompts (40 points). In the
latter section, students will have the option of choosing from a bank of pre-selected short essay
prompts drawn from textbook and in-class discussion themes. The essays students will be
required to answer are also provided at the end of the PowerPoint slides that guide class

Exams. There will be three exams in this class. The two midterm exams are worth 100 points each and will cover distinct units identified on the course schedule below. The final exam will be comprehensive. All exams will include multiple choice and essay questions. Students must bring a blank Scantron form #882-E and a blank Bluebook to each exam (both can be purchased at the bookstore).
Quizzes. There will be weekly quizzes in multiple choice format. Scantron form 882E is required for each of the quizzes.
Students will also be graded on a short newspaper report. The objective of the report is to take something you learned in class and apply it to current events. As such, students will be required to write a 5 page paper on a newspaper article, where students analyze the article and discuss how it applies to or incorporates a key concept covered in the course. A more detailed description of this assignment will be passed out to students later on in the semester.
Attendance and Participation. Learning is an active exercise. Students at all levels of learning and accomplishment benefit when they become actively engaged in class. Therefore, weekly quizzes will be given in order to ensure attendance and to make sure students keep abreast of the readings,

Assignment
The core of this assignment is for you to practice "engaging yourself and engaging your civic community." Your goal should be multi-layered - to bring change in one social issue that is of concern to you in your community, to develop your knowledge and skills related to civics, and to challenge yourself to reach outside of the classroom to learn and then bring your knowledge back to the classroom to share with your classmates.
You will need to (1) choose and research one substantial social issue at Western Oregon University or in your surrounding community, (2) define a problem found within the issue, and (3) devise and implement a local solution to that problem. If the type of project you choose does not allow for implementation during this quarter, you must submit a detailed proposal of how your project would be implemented with additional time.
You will present your project to the class (a) briefly in Week 4 to gain feedback (January 28th), and (b) the complete project at the end of the quarter (classes during Week 9 and 10 of the quarter, plus on final exam day if needed). In addition, you will need to turn in progress reports and hold brief meetings with me to discuss your efforts. You may work alone or in a group (if you work in a group, you will receive a group score). You will have a great deal of latitude in the project you choose. However, you will work closely with me in planning your actions, and determining what is sufficient progress based on the project and problem you choose.
As you begin work on the project keep the following questions in mind:

Case Scenario
A 72 year old woman was admitted to the Neurological Intensive Care Unit following a cerebral hemorrhage which left her with severe brain damage and ventilator dependent. One year before this event, the patient and her husband had drawn up "living wills" with an attorney. She was diagnosed by her treating physician as being in a permanent unconscious condition. The patient's living will specified that the patient did not want ventilator support or other artificial life support in the event of a permanent unconscious condition or terminal condition.
The patient's husband is her legal next of kin and the person with surrogate decision-making authority. When the living will was discussed with him, he insisted that the patient had not intended for the document to be used in a situation like the present one. Further discussion with him revealed that he understood that the patient would not be able to recover any meaningful brain function but he argued that the living will did not apply because her condition was not imminently terminal. He further indicated that he did not consider his wife to be in a permanent unconscious condition. The immediate family members (the couple’s adult children) disagreed with their father’s refusal to withdraw life support.
The treatment team allowed a week to pass to allow the husband more time to be supported in his grief and to appreciate the gravity of his wife’s situation. Nevertheless, at the end of this time, the husband was unwilling to authorize withdrawal of life support measures consistent with the patient's wishes as expressed in her living will. Overview and Purpose: The midterm examination (exam) for GOVT/CRJU 2392 is scheduled
for Monday, Oct. 14, 2019. The exam is designed to assess your comprehension of important
concepts described in the course textbook (Banks and O’Brien), lectures, and in-class
discussions.
Procedure: The exam is closed book and closed notes: Students will not have access to any
resources during the exam session. Students must complete their own work and avoid looking at
their neighbors’ exam booklets. Communication with another student during the exam session
will be considered cheating, resulting in a failing grade and a report filed with appropriate
university authorities.
If possible, students should avoid bringing excess personal belongings to the exam session. All
cell phones must be placed in “silent” mode prior to beginning the exam, and all phones or any
other communicative devices (i.e. Apple Watches) should be stored away in students’ pockets,
backpacks, purses, etc. Similarly, all study aids must be stored away prior to beginning the
exam. Any use of devices during the exam session will be considered cheating and disciplinary
proceedings will be initiated.
Once a student begins the exam, that student will not be permitted to leave the room. If a student
leaves the room, the exam will be considered completed. All university and department policies
concerning cheating and academic honesty are in full effect for the exam session.
Content: Student comprehension of the material covered will be evaluated through objective
response items (20 points; multiple choice) and four short essay prompts (40 points). In the
latter section, students will have the option of choosing from a bank of pre-selected short essay
prompts drawn from textbook and in-class discussion themes. The essays students will be
required to answer are also provided at the end of the PowerPoint slides that guide class
discussions. I am providing these questions to you well in advance of the exam to allow you to
practice drafting answers that effectively communicate knowledge.

This course will begin with an overview of American legal processes. The course
work will encourage the student to examine the basic tenants of the legal system in
this country; the Constitution and its impact on American government and policies.
This course will also examine the relationship between the law and issue that
directly impact urban cities and their residents.
The course will examine the ideologies and laws that have shaped urban cities. We
will discuss how these issues should be addressed by the communities and
government. The course assignments will require the students to consider possible
solutions to the existing problems that often times impede on our individual
choices and rights within these communities. Examining current events,
hypothetical’s, legal cases and hotly debated legal issues within these communities
this course will encourage the student to seek out solutions that will impact the

posted on syllabus.
2) Conference Calls: This is an on line class. The class will be expected to
participate in bi -monthly conference call discussions. During these calls we will
address student questions, briefly discuss subject matter. Attendance will be taken
during these calls.

If I disapprove of your topic you will have 48 hours to resubmit the topic. Your

4) Weekly Paper Assignments:
A student is also encouraged to check Blackboard weekly for assignments not
listed on syllabus. Due dates for these assignment will be provided. Students will
be required to complete all weekly assignments. These assignments must be typed.
Handwritten assignments will not be accepted. These assignments will be due
before the beginning of each class the following week. All homework must be
handed in on time each week. No assignment will be accepted after the due date.
If more than (3) weekly assignments are missed a students’ grade will be reduced.
If a new or additional assignment is post on Blackboard you should receive an
email alert (check the email you have listed on Blackboard). Unless arrangements
are made with the instructor in the case of an emergency, there will be no
assignment accepted after the due date.
5) Midterm Project:
Is there a law or policy that you can modify that will have a positive impact on
your community? Review a NYS Penal, Administrative or Procedural Law/Code
and execute one of the following:
Create a new law.
Amend an existing section of the law.
Create a new Amendment to the State or U.S. Constitution.
The purpose of this exercise to propose a legal solution to an existing issue that has

4. had some negative impact on the students’ community. As New Yorker’s we read,
see, experience and hear every day (i.e. Murders, Education, Taxes, Crime). If
you were a legislator how would you use the law to fix these problems? Examine
articles, case law and other sources to support and exemplify your thesis. Use the
existing laws as a model to draft your new law or amendment. Make sure you
include the content of the section that precede and precede you modification; so I
have a reference point to see how you have change the law (cut and paste before
and after your modification). Provide an explanation as to why you feel this
section of the code requires amending and how it will improve the law and
subsequently improve your community. This project will be due on Monday,
October 29th
, 2012 @ or before 11:59 p.m. (when sent by email). Late final
papers will be reduced by one grade for each late day.
6) Final Paper: Each student in the class will be responsible for writing a (12) –
(15) page double spaced well organized research paper (font must be at least 10
pt). The topic of this paper must analyze and discuss an existing or emerging
urban law issue that has been argued or is expected to be argued before the
Supreme Court. The student is expected to choose one or more Supreme Court or
lower court cases to provide a legal discussion of the issue through an analysis of
the (if available) the court decision and concepts learned during the semester. The
paper should also address additional positions held by the public related to the
issue. The balance of your paper (approximately 65%) should discuss your
position (do you agree or disagree with the court decision, the public opinion?)
regarding the issue. Students are allowed to use newspaper articles or any other
media as resources.
If the case or cases chosen have not been decided by a court or if it is a current
case being tried (Supreme Court has not decided but certiorari has been granted)
the student will be expected to take the role of a judge or Supreme Court Justice
and complete an opinion/decision (see cases for a model of a Supreme Court
decisions). The student will also use existing or already decided cases to support
his/her decision.
In the body of this paper the student will be expected to answer the following
questions or execute the following instructions:

If there is no court opinion regarding the case the student must write a
decision (use other judges decisions as a model) using precedent to support
his/her position.
I expect students not to directly use extensive quotes from the resources used. I
require that the student will use his/her own language to interpret the information
from the resource. The aforementioned questions should be the majority of the
substance discussed in the paper. Details of this paper will be discussed further
during our bi-monthly calls. All topics must be pre-approved by Instructor. Please
timely email topic and a preliminary list of court case(s) that will be used. Upon
review or your topic and list of case(s) I will return email an approval or
disapproval. If I disapprove you will have 48 hours to resubmit the topic. . If
your topic is not submitted or submitted late your grade will be reduced.
Topics cannot be changed once submitted. Court cases cannot be older than
1985. No exceptions.
All resources used to compose this paper must be submitted with the draft and
completed paper.
A list of Resources and citations will be required for this paper. All internet
resources must also be cited and the first page of the resource should be printed
and submitted with final paper.
You will be graded on its thoroughness, organization, clarity, grammar, and
references. Your grade will be reduced if the instructor determines you have used
excessive direct quotes, failed to provide sufficient opinions and explanations, used

7) Final Project: Student may reuse and expand on the midterm project topic.
Students will be responsible for developing a proposal or grant to be used to
facilitate change in an urban community. The proposal will be created and can be
used as a formal submission to community organizations and/or a government
agency.
The student must identify and analyze a current challenge that impacts urban
America. This includes the history of the problem and how it impacts the
community. The students will explore and analyze the ethical, legal and political
arguments attached to the challenge. Student will be expected to solicit various
resources to provide extensive accurate information regarding the problem and any
government or community attempts to resolved the challenge.
The conclusion will require the student to create a workable proposition and take
a moral, political and legal position associated with the urban driven challenge.
It is suggested that the student use Google or other internet resources to research
and use the actual format used to create a proposal and grant.
The final project will be due on Monday, December 3, 2012 before 11:59 p.m.
The project will count towards 30% of your final grade. Late and or final
projects will not be accepted beyond the due date.
8) Grading:
Conference Call Participation will count for 10% your final grade.
Weekly Paper Assignments will be optional and will provide you with the
ability to increase your final grade. In order to receive these credits the
student must successful complete each weekly assignment. This will
provide the student the opportunity to increase their by an additional 205%.

Letter grades will be assigned as follows: A = 90 and above; B+ = 85-89; B =
80-84; C+ = 75-79; C = 70-74; D+ = 65-69; D = 60-64; F = 59 and below.
The instructor will consider INC only under compelling circumstances.
Those circumstances will be determined on an ad hoc basis.

All grades earned by the student will be totaled and averaged to produce the
final grade. Instructor reserves the right to alter grades as necessary. There
will be NO extra credit, no extensions, no make-ups, and no excuse. Anyone
who chronically submits assignments late will not receive an A, regardless
of your grades earned scores. The instructor will consider INC only under
compelling circumstances.

suggest adhere to the tenants of this syllabus and contact the instructor with
