This document summarizes a thesis submitted for a Master's degree in Urban Design and Planning at the University of Sheffield in September 2015. The thesis analyzes urbanization in India, particularly the rapid and uneven economic growth since economic reforms began in 1991. While large cities experienced improved living standards, smaller urban centers saw stagnant growth in quality of life. The study aims to identify causes of exclusionary growth and propose inclusive growth strategies for Indian states. It argues that balancing investment across agriculture, industry and services sectors could help achieve more equal economic impact across all sections of society. The vision is for Indian states to redirect investments to target 20-25% shares in both industry and agriculture in order to realize inclusive growth.
