Aim of the query (structured survey):
•To contribute to a better understanding of the concerns
related to the theme Green economy.

4. Swedish “survey population”
The survey was sent to people working with issues
connection to the area of green economy:
•Policymakers within ministries and government
agencies (50 %)
•Academia (30 %)
•Non governmental organizations (10 %)
•Other experts (10 %)
In total around 150 individuals - 66 responded
(44 %)

5. Statistical validity – The results are
not to be considered representative of
all Swedish policymakers and experts
• The population of respondents have not been randomly
selected (using statistical guidelines) and the non-
responses have not been analyzed to determine any bias
• The selection of policymakers is limited to central
government and national level agencies. Few regional or
local policymakers are represented. The number of
respondents from NGOs and academia is limited
 The responses can not be argued to be statistically
representative of all Swedish policymakers academia,
NGOs or other experts

The results are the views held by the 66
respondents out of this known group of Swedish
policymakers and experts working within the area of
green economy.
The perceptions of these people are important
and is likely to be representative of a broader
group

8. Green economy - core features
According to the respondents:
The green economy is a low carbon,
resource efficient economy that manages
biodiversity and ecosystem services
well.
According to the majority the green economy is NOT to be
restricted to environmental performance but including
additional factors such as social welfare, equity etc.

9. Is the current economy sustainable
or unsustainable?
• All (97 %) of the Swedish respondents, as well
as, all other respondents, perceive the current
economy to be unsustainable. The majority
(60%) also believe that the development is
moving in the wrong direction.

continued economic growth?

11. Transformative changes or small
adjustments?
The majority (72 %) of the Swedish respondent believe that
major transformative changes are necessary in terms of
economy and lifestyle.

and economic reasons
Swedish respondents do not fear a transition to a green economy but
rather the consequences of NOT transitioning to a
green economy – and not only for the sake of the
environment by for the sake of the economy.

economy
The preferred economic instrument by the Swedish
respondents is: Taxes and market-based
instruments to price externalities and enhance
incentives for green innovation.
The preferred regulatory instruments are: Public
procurement, standards and regulations, city and
transport planning and the creation of a scheme of
payment for ecosystem services

brown ocean?
A great majority of Swedish (77 %) as well as the
other respondents believe that it is NOT possible
for a country to become completely green on
its own.
-20 % of the Swedish respondents do however
believe it to be possible.
We need strong constructive cooperation!
