The Centre's three-month action plan to curb air pollution in Delhi has
nothing new, experts said. They , however, welcomed it because for the
first time, the action plan considered NCR, and not only Delhi, for
interventions. On Monday , the Centre in coordination with Delhi,
Haryana, Uttar Pradesh and Rajasthan, came up with a number of
short-term measures such as ban on burning of waste, action against
polluting vehicles, automatic identification of overloaded vehicles on
borders, phasing out coal-based units and adhering to upcoming norms
on handling of construction waste to deal with severely poor air quality
in the city .Most felt that the governments ought to implement these
measures in any case.

Sarath Guttikunda of UrbanEmissions.info said, “Action
plans can't be short term. Yet, these three-month
solutions are good. They will help us think what else can
be done for clean air. In the long term, solutions have to
come from all the sectors. The burning of garbage is long
banned. But it's important that the government ensures
the ban doesn't just remain on paper and is consistently
enforced. The same thing applies to diesel generator sets
which are often as polluting as power plants.“
Experts also felt that the government should detail out
deadlines and an implementation strategy to make sure
each of these plans is effective. For instance, Haryana
recently announced that it will register only the BS IV
vehicles in its NCR districts. The BS IV fuel is available
across north India from April 1, 2015, and all other states
too can ensure that only such vehicles ply .

“Only Haryana has come forward to say it will register the BS IV vehicles. Why not
others? The government has been announcing for a long time that the agricultural
stubble burning and waste burning will be banned but what stops them from
implementing? While it is a welcome move that they have come with an action
plan, I hope it is time-bound and implemented,“ said Vivek Chattopadhyay of
Centre for Science and Environment (CSE)'s Clean Air Campaign. “I think we have at
least moved a step forward with the Centre bringing all the four states together in
this. Air pollution has no boundaries. We require a single approach, but now it's
important that they decide how each of these actions will be enforced,“ added
Anumita Roy Chowdhury of CSE.
Civil society organizations have been demanding that the reciprocal agreement
between NCR states on public transport be implemented, where those commuting
within NCR have seamless public transport connectivity . But this hasn't been
considered yet in the action plan.
