6. What is ICO?
We are a charitable foundation which builds
processes and teams that enable positive
sustainable social change by using innovative
methods to eliminate poverty and to advance
education.

- researching, modifying or developing innovative
methods to provide the poor with the necessities of life
and disseminating the results of such research to the
public;
- using innovative methods to provide the poor with the
necessities of life.

Grassroots involvement by local and indigenous
peoples working together in an
ICO Community
supported internationally in the field and through
the Internet
by knowledge and resource areas called
ICO Centres
13. ICO Board of Directors
Is elected by the membership and responsible to the
membership for the governance of the Foundation.
Members of the Foundation consist of active volunteer
Team Members only. There is no cost, the contribution of
time and passion to the Foundation is the membership
fee.
A Team Member who cannot be active is allowed a year
of leave of absence and maintains voting membership for
that period. After that the member reverts to ICO Friends
status, unless active again.
14. ICO Board of Directors
ICO splits the operational management of the Foundation
from overall strategic and fiduciary governance.
The elected President of the Foundation acts as Chair of
the Board and is responsible to the Board for the
administration of the Foundation.
Each of the four operational groups has a President
who individually reports to the Chair.
Over the next year the Board of Directors is being
redesigned into a Board of Trustees.

• Provides a dynamic forum for all ICO Friends
Worldwide.
• The prime organizational component of ICO is
the ICO Community, consisting of ICO Friends.
• Each ICO Community is represented by their
ICO Community Co-ordinator
• ICO Community Co-ordinators then form the
Council of ICO Communities.
The Council is a representative advisory body
and is not involved in Foundation governance,

Potential ICO Communities are developed and nurtured
by the Secretariat working with local and indigenous
leadership as much as possible with assistance from the
ICO Development Chaord as required.

Provides the following services to ICO Communities:
• Encourages and supports full involvement in ICO
Communities of all local and indigenous peoples who are
ICO Friends, especially those who are or have been
recipients of ICO aid and support.
• Encourages and supports democratic team building
processes to enable full involvement of ICO Friends in
ICO Communities and their Projects and Initiatives.
• Provides organizational and administrative support to the
Chair and the Council of ICO Communities.
• The Secretariat focuses to People Team Building and not
Project or Initiative Building

• 22 units for people with persistent mental health issues
who are at risk of being homeless. Operated by VIHA
• 24 unit "wet-house" for people with concurrent mental
health, addiction and are homeless. Initiative has
matured and now passed to Victoria Cool Aid Society.
