The Davao City-based construction firm Ulticon Builders Incorporated, a Quadruple A licensed Contractor company in the Philippines, spearheaded by its Founder and President, Mr. Carlos “Charlie” Gonzalez, whose projects are managed by UBI’s Authorized Management Officer (AMO) Carlos Miguel Gonzalez of Davao, has decades of reputable experience as a contractor and is multi-awarded for its management and quality standards.
The People’s Plan is a process of active participation of urban poor organizations with government agencies in relocating poor communities. This process was one of the agreements between urban poor organizations and government through the National Technical Working Group that was formed in 2010 and was led by the late Sec. Jesse Robredo.

1. UBI SUPPORTS THE AFP IN ITS
FIGHT FOR PEACE AND
ORDER IN BUKIDNON
2. Ulticon provides vital assistance to the Philippine Army as part of their efforts in
their Internal Security Operations, which at present they are continuously
conducting in the hinterlands or remote areas in the province of Bukidnon. The
main purpose of the Armed Forces of the Philippines in conducting monitoring
and combat operations, in the inaccessible areas of some barangays is to
maintain and implement the peace and order of our rural communities, which
not to mention the strategy played a sizable role in suppressing the armed
terrorist groups within the area.
3. At par with the mission and values or fundamental beliefs of Ulticon Builders
Incorporated, a Quadruple A licensed Contractor company with the fair
guidance of its President and Founder Mr. Carlos “Charlie” Gonzalez, whose
projects are managed by UBI’s Authorized Management Officer (AMO) Carlos
Miguel Gonzalez of Davao, recognizes and supports thoroughly the importance
of this factor in our nation building which contributes greatly in the steady
progress of us becoming a solid one nation. On top of that, based on their letter
of request the Philippine Army needed two dump trucks, two loads of sand and
gravel, for them to travel from Brgy. Mandahican, Cabanglasan to P-3A Brgy.
Can-ayan, Malaybalay City, Bukidnon. The construction equipment and
materials will be used to build their infrastructures inside their newly occupied
company headquarters.
4. Ulticon’s contribution and full support for our Philippine Government
is endless, it is a call for peace, order and to end armed conflict,
which must be boundless for it is one of the key factors in building a
progressive nation. In the same direction, the natives of Bukidnon
Province and other private and public sectors held a peace forum
that vows its full support to end the armed conflict in the area. While
at Malaybalay City, Bukidnon, they heeded the Philippine
Government’s call to once and for all eradicate or end the
communist terrorist insurgency in the country.
5. In the assembly various sectors in Bukidnon joined in the
peace and development forum held at Kaamulan Folk Arts
Theater, Malaybalay City, which includes more than 200
barangay captains, leaders, city and municipality planning
and development officers of participants participated in the
said official gathering. According to 403rd Brigade
Commander Col. Edgardo de Leon, “The task force needs to
continue discussing and defining some complexities in
identifying and addressing the root causes of insurgency to
help the government win the war versus communist terror
groups.”
6. Major General Franco Nemesio Gacal also states “We are glad that the Whole-
of-Nation Approach along with our ‘Peaceful War’ is rapidly gaining traction
among our stakeholders. We are now seeing positive results in our peace and
development campaign because of the concerted efforts from the Regional,
Provincial, Municipal and Barangay level.” And he added, “We would like to
commend the Mayors, Barangay Captains, LGU planning and development
officers, and all regional line agencies for showing their commitment and
cooperation to this endeavor.”
7. To sum it all up, the official government event is in line with
operationalization or in working order of the President Rodrigo
Duterte’s EO 70 that institutionalized a “Whole-of-Nation
Approach”, for which the President himself is spearheading the
way by taking the role of National Task Force Commander.
8. It is in line with our President’s vision to secure a strong and safe future
for our countrymen. An executive order was then created which formally
organized the National Task Force to End Local Communist Armed
Conflict (NTF-ELCAC), to consolidate the utilization of the government’s
instrumentalities of power with the competence of private sector
stakeholders to ultimately or finally put a stop to the five decades of long
deceitful lies and atrocities of crimes committed without conscience and
reason by the New People’s Army and other terrorist groups in the
country.
