The chairman of the Texas Water Development Board addressed the 2019 mid-year conference of the Texas Water Conservation Association to discuss two new pieces of legislation, Senate Bills 7 and 8, which aim to protect people and property from flooding in Texas. SB7 establishes two new funds for flood mitigation projects linked to coordinated regional planning. SB8 requires updating floodplain maps and establishing regional planning groups to develop a prioritized list of flood projects. The TWDB will hold public listening sessions to gather input on rulemaking and implementation of the new laws.
