Introduction
 Tourism is an important human activity
 It has economic, social, cultural & educational impacts
 It accounts 6% of world’s service sector exports
 In many countries, it is major source of FE income
 Bangladesh has many potential tourist attractions
 But growth of tourism industry is very slow

Beach and Natural Tourism in
National Tourism Policy 2010
 Evolved from earlier policy of 1992
 Main goal is to establish tourism industry as one of the
main sectors for economic development
 It has 30 specific objectives and 11 policy targets
 Development of beach and natural tourism is number one
policy target

Purpose and Scope of the Evaluation
 To examine overall effectiveness of the policy
 With the context of development of beach tourism
 Beaches are main tourist attractions in Bangladesh
 Success of tourism industry largely depends on it
 Aligned with of 7th FYP (GDP growth, good job creation)
 Hence it is significant to conduct this evaluation

 Based on secondary data
 Sources: books, reports, articles, websites, newspapers
 Discussions with Honorable Minister and officials of
• Ministry of Civil Aviation and Tourism
• Bangladesh Parjatan Corporation(BPC)
• Bangladesh Tourism Board(BTB)
• Association of Travel Agents of Bangladesh(ATAB)
 Report prepared according to module guideline

Limitations
 Time was short and within busy schedule of SSC
 No beach is visited for evaluation purpose
 There is no separate data on beach tourism
 Evaluation conducted on secondary data, so facts and
information may not be updated in some cases

photos were promoted through international media
 Cox’s Bazar beach was placed in ‘new 7 wonders’ world
competition
 A tourism village is under construction through PPP at 120
acres land of Shaibal motel of BPC

 A Project is implementing to upgrade Cox’s Bazar Airport
 Established Cox’s Bazar Development Authority
 Tourism year 2016 campaign was kicked off by organizing
3 day long beach carnival at Cox's Bazar

identity for Bangladesh
 Do not have any country icon to promote tourism

 Weak security specially for the foreign tourists
 Tourists do not find any night-life activities
 Foreign tourists face problem to enjoy food and drinks
 No separate data related to beach tourists

Conclusions
 Inadequate investment, poor promotional activities,
management problem and scarcity of skilled manpower
are major weaknesses for beach tourism development
 Private investment is necessary to develop beach tourism
 Effective implementation of the policy may reduce these
weaknesses and able to develop beach tourism industry

 More government allocation for tourism development
 Creating tourism offices at filed level
 Capacity development to meet increasing demand
 Re-branding of tourism and introduce a country icon
 Fostering beach tourism
 Create friendly environment for foreign tourists
 Introducing Tourism Satellite Account System

 Policy is being implemented within limited resource
 Beach tourism has potentiality to generate huge
employment, poverty reduction, earning foreign exchange
 Beaches and islands need careful use to maintain
ecologically balance and sustainability

Introduction  Tourism is an important human activity  It has economic, social, cultural & educational impacts  It accounts 6% of world’s service sector exports  In many countries, it is major source of FE income  Bangladesh has many potential tourist attractions  But growth of tourism industry is very slow 3

Beach and Natural Tourism in National Tourism Policy 2010  Evolved from earlier policy of 1992  Main goal is to establish tourism industry as one of the main sectors for economic development  It has 30 specific objectives and 11 policy targets  Development of beach and natural tourism is number one policy target 4

Purpose and Scope of the Evaluation  To examine overall effectiveness of the policy  With the context of development of beach tourism  Beaches are main tourist attractions in Bangladesh  Success of tourism industry largely depends on it  Aligned with of 7th FYP (GDP growth, good job creation)  Hence it is significant to conduct this evaluation 5

Evaluation Methodology  Based on secondary data  Sources: books, reports, articles, websites, newspapers  Discussions with Honorable Minister and officials of • Ministry of Civil Aviation and Tourism • Bangladesh Parjatan Corporation(BPC) • Bangladesh Tourism Board(BTB) • Association of Travel Agents of Bangladesh(ATAB)  Report prepared according to module guideline 6
  • 7. Limitations  Time was short and within busy schedule of SSC  No beach is visited for evaluation purpose  There is no separate data on beach tourism  Evaluation conducted on secondary data, so facts and information may not be updated in some cases 7

  • 10. Bangladesh has 580 km coastline with the northern shore of Bay of Bengal. Cox’s Bazar, Teknaf, St Martin’s Island, Sonadia, Patenga, Parki, Kuakata are the beach tourist spots 10 Beach Tourism in Bangladesh

  • 18. Problems and Barriers  Government allocation is not sufficient  No field offices both of BPC and BTB  Lack of skilled manpower to meet increasing demand  “Beautiful Bangladesh” does not represent any special identity for Bangladesh  Do not have any country icon to promote tourism 18

Conclusions  Inadequate investment, poor promotional activities, management problem and scarcity of skilled manpower are major weaknesses for beach tourism development  Private investment is necessary to develop beach tourism  Effective implementation of the policy may reduce these weaknesses and able to develop beach tourism industry 20

Recommendations  More government allocation for tourism development  Creating tourism offices at filed level  Capacity development to meet increasing demand  Re-branding of tourism and introduce a country icon  Fostering beach tourism  Create friendly environment for foreign tourists  Introducing Tourism Satellite Account System 21
  • 22. Lessons Learnt  Policy is being implemented within limited resource  Beach tourism has potentiality to generate huge employment, poverty reduction, earning foreign exchange  Beaches and islands need careful use to maintain ecologically balance and sustainability 22
