I am currently a small business owner operating a one-man consulting shop, working with clients to
develop utility-scale wind and solar energy facilities, with projects spread across the country. I assist my
clients with management of land use and development permitting schedules, requirements, and strategy;
environmental regulatory compliance; survey planning and oversight; and critical issues analyses for
potential sites. I work with federal, state and local agencies on behalf of my clients to facilitate land use
and permitting actions, environmental reviews, and consultations.
Land Use Planner, Tetra Tech, Inc., Portland, OR (2011-2015)
Assisted in preparing NEPA analyses and land use applications to federal, state, and local agencies for
permitting of new wind energy, transmission line and gas pipeline projects. Responsibilities to date have
included author or contributing editor of materials on impacts related to land use, water resources,
recreation and scenic resources, protected areas, geology and soils, and public services, and impacts of
noise and EMF effects. Provided detailed analysis of consistency with USFS and BLM management
plans, state regulations and management plans and local comprehensive plans and development
regulations. Conducted quality control review of project data, including impact assumptions and analysis
results. Provided project management support and assisted in proposal writing.

Coordinated land use permitting for over 45 development projects in Oregon and Washington, including
residential and commercial developments, zoning amendments, and annexations. Wrote project
