I am an environmental steward who brings together over 15 years’ experience in land use planning,
permitting and environmental science, from the public and private sectors, to help the renewable
energy industry develop a greener future for our world. I am an experienced project manager,
skilled in site assessment and environmental design, and have development permitting experience in
several states and with multiple federal agencies. I have experience in permitting wind power and
transmission line projects under Oregon, Hawaii, North Dakota, Maryland, Texas and Oklahoma
regulations; and have authored permit applications under local and state regulation, as well as
Environmental Assessments and Impact Statements for NEPA review.
Professional Experience
Independent Consultant, Shadetree Consulting LLC., Portland, OR (2015-current)
I am currently a small business owner operating a one-man consulting shop, working with clients to
develop utility-scale wind and solar energy facilities, with projects spread across the country. I assist my
clients with management of land use and development permitting schedules, requirements, and strategy;
environmental regulatory compliance; survey planning and oversight; and critical issues analyses for
potential sites. I work with federal, state and local agencies on behalf of my clients to facilitate land use
and permitting actions, environmental reviews, and consultations.
Land Use Planner, Tetra Tech, Inc., Portland, OR (2011-2015)
Assisted in preparing NEPA analyses and land use applications to federal, state, and local agencies for
permitting of new wind energy, transmission line and gas pipeline projects. Responsibilities to date have
included author or contributing editor of materials on impacts related to land use, water resources,
recreation and scenic resources, protected areas, geology and soils, and public services, and impacts of
noise and EMF effects. Provided detailed analysis of consistency with USFS and BLM management
plans, state regulations and management plans and local comprehensive plans and development
regulations. Conducted quality control review of project data, including impact assumptions and analysis
results. Provided project management support and assisted in proposal writing.
Planning Specialist, Westlake Consultants, Inc., Tigard, OR (2006 – 2010)
Coordinated land use permitting for over 45 development projects in Oregon and Washington, including
residential and commercial developments, zoning amendments, and annexations. Wrote project
narratives and code compliance analyses. Created site development plans with engineering and survey
counterparts. Developed statistical analyses, tables, charts, maps and other project support
documentation. Coordinated environmental, transportation, architectural, landscape and other
consultants. Facilitated public agency project review and negotiated conditions of approval. Gained

Planner II - Current Planning, Community Development Department, La Plata County, CO (2003 – 2006)
Managed land use review and approvals process for over 125 development projects including residential,
commercial, and resort developments, subdivisions and master plans, and zoning and comprehensive
plan changes. Prepared and presented staff reports, findings and recommendations to Planning
Commission and Board of County Commissioners. Conducted pre-application conferences with potential
