Career Summary
Over 27 years’ experience in hazardous waste investigation and remediation, environmental
program and project management, and business operations management. Specialized expertise in
planning, conducting, and successfully completing large-scale RIs and removal actions under
CERCLA, RCRA, and SARA guidelines, including the U.S. Navy Installation Restoration Program
and Military Munitions Response Program. Successful management of large-scale RIs that
integrate hydrogeology, contaminant fate and transport evaluation, and human health and
ecological risk assessment.
Effectively managed environmental business operations, supervising from 10 to 30 staff at various
career stages. Responsibilities included profit and loss management, hiring and overseeing
personnel, and business development. Tenure in these positions characterized by low staff
turnover, and exceedance of financial metrics.
Served as Project and/or Program Manager for multiple remediation projects in complex geologic
settings. These projects have included landfill containment systems, monitored natural
attenuation, excavation, stabilization, phytoremediation, soil washing, and soil vapor extraction.
Extensive knowledge in evaluation and documentation of remedial alternatives within the context
of engineering evaluations/cost analysis (EE/CA) and feasibility studies (FS), proposed plans
(PP), and records of decision (ROD).
Over 13 years’ experience working with NAVFAC Cost Plus Award Fee (CPAF) contracts. This
includes direct project management of over 20 CPAF contract task orders (CTOs) under NAVFAC
Southwest, Northwest, Hawaii, and Pacific Divisions, totalling well over $20M, with award fee rating
averages for CTOs consistently over 90%, and many citations for superior performance.
