TERMS OF REFERENCE FOR CONSULTANTS FOR
ENVIRONMENTAL IMPACT ASSESSMENT STUDIES
1. Background:
Tourism Corporation Khyber Pakhtunkhwa requires the services of experienced and
competent environmental consultants / consultancy firm to conduct “Eenvironmental
Feasibility / Impact Assessment Studies as per the EPA-KP Environmental Protection Act, -
2014 and the IEE/EIA Regulation-2000 and Guidelines issued by Pak-EPA for the following
Tourism Development Projects for Environmental Assessment in different areas of the
province:
S# Name of the Projects
1. Theme / Adventure Park in Galliat.
2. Modernization, Replacement and Up-gradation of Existing Chairlift Resort of Ayubia.
3. Tourist Recreation / Sports Facilities / Theme Park at Kheshki, District Nowshera.
4. Tourist Recreation / Sports Facilities / Theme Park at Hund, District Swabi.
5. Chairlift Resort Naran - Lake Saiful-Maluk.
6. Tourism Resort at Takht-Bahi Archaeological site.
The consultant / consultancy firm must be registered with Income Tax and relevant
technical forums and shall have the technical and management capacity to successfully
deliver the task.
2. Objective of the assignment:
The objectives of the project are as follow:
 Updating, comparison of the previous and current state of environment related to these
projects.
 Updating of the previous data (primary & secondary) regarding forest, agriculture, solid
waste, ambient air, air pollution, water pollution, soil pollution, noise etc through surveys
and analysis with special reference to Tourism projects mentioned in para-1 above.
 Analyzing and consolidation of the primary and secondary data collected from the field
and comparing to find out previous and current trends in the status/degree of pollution,
highlighting the worst scenarios for general awareness in respect of the above
mentioned 6-Projects.
 Highlighting of the major causes of environmental issues and its impact on the general
public, health, social and economics in the area of above Tourism projects.

3. Scope of Work:
The consultant shall / will conduct environmental feasibility/impact assessment studies as
per the EPA-KP Environmental Protection Act-2014 and the IEE/EIA Regulation-2000 and
Guidelines issued by Pak-EPA for the following tourism development projects for
environmental assessment:

2. Modernization, Replacement and Up-gradation of Existing Chairlift Resort of Ayubia.
3. Tourist Recreation / Sports Facilities / Theme Park at Kheshki, District Nowshera.
4. Tourist Recreation / Sports Facilities / Theme Park at Hund, District Swabi.
5. Chairlift Resort Naran - Lake Saiful Maluk.
6. Tourism Resort at Takht Bahi Archaeological site.
The experts would deliberate on the possibilities and options within the framework of KP
Environmental Protection Act-2014 as amended from time to time and justifiably qualify if
the assessment so indicate.
a) Primary Data Collection:
Parameter for primary data required should be consulted with EPA-KP. The analysis
shall be done from a certified environmental laboratory in Khyber Pakhtunkhwa or
any other recommended by the Agency in this regards.

b) Secondary Data Collection:
The consultants would collect all relevant secondary data as per requirement of
Initial Environmental Examination (IEE) or Environmental Impact Assessment (EIA)
report. This will include but not limited:
 Land Area and Land Use Data
 Topography data & GIS mapping
 Population data & dynamics
 Industries including Brick kilns, Poultry Farms etc
 Education Statistics
 Health Statistics

 Water Resources
 Transportation & Communication Networks
 Agriculture & Livestock’s.
 Irrigation & dams/barrages
 Forestation/deforestation
 Biodiversity including Wildlife Sanctuaries, Protected Areas, National Parks,
Game Reserves and others
 Culture and Heritage
 Environmental Sensitive Areas
 Climate /weather, rain fall etc.
 Abnormal Climate Changes
 Disasters Prone Areas & Management
 Solid waste collection and disposal practices
 Waste water discharges and treatment facilities
 Hazardous wastes & disposal practices.
 Livelihood and income of peoples
 Other development and statistical data regarding environment.
 Etc. etc.
c) Analysis and Presentation of Data:
The data collected regarding a specific project shall be presented in IEE or EIA
which-ever is required.
d) Stakeholders Consultation:
The consultants will be responsible for stakeholder’s consultation in case of EIA as
per standard procedure. The feedback from stakeholders shall be incorporated in the
final report to be presented by the consultant to the Client (TCKP).
e) Designing & Printing of Report:
The consultants/firm has to submit 12 hard copies and three soft copies.
4. Confidentiality of Findings
All interview notes, documents and information obtained as a result of this study are to be
considered the property (ownership) of the Tourism Department / TCKP, Govt. of Khyber
Pakhtunkhwa and should be handed over to TCKP in original and the same should not be
discussed or shared with others without the express consent of the Tourism Department /
TCKP. Similarly findings and recommendations of the study should not be discussed with
any third party without the expressed, written permission of TCKP. The TCKP shall
reserves the copy rights of the Final Environmental Profiles Report and the consultants
shall not disclose the information and or use the same for any other purpose without prior
approval of TCKP.
5. Reporting
The consultancy firm will be contracted by the Managing Director, TCKP who may ask
for technical help of EPA-KPK.
6. Timing of Work
The full and final report is expected to be presented not later than 2 months following the
signing of the contract. A draft report should be presented before completion of the project,
so it can be reviewed by the Environmental Protection Agency, Govt. of Khyber
Pakhtunkhwa and comments provided to the firm. The firm will meet with EPA’s officials for
legal and technical advice / requirement preparation of IEE / EIA report.

7. Contractual Matters
Matters of payment for work done and contractual responsibilities of the TCKP and the
consultant will be detailed in the contract as assignment is being carried out for the
tourism projects mentioned in para 1, wherein Tourism Corporation Khyber
Pakhtunkhwa has advertised the EIA for its projects which shall be paid out from their
fund.
8. Qualification and experience of consulting firm.
The desired consultancy firm must possess the following qualification and experience:
 The firm must be registered as consulting firm/corporate entity having national tax
number and paid all applicable Government taxes (proof required).
 The firm has not been declared and or recommended for declaring black-listed by any
Government or Private Organization.
 The firm must have sufficient paid human resources and expertise to carry out the
assignment. Detailed CVs of all the professional team and employees with contact
numbers must be provided to conduct the proposed study.
 The firm must have at least ten years of relevant experience on environmental issues
particularly in the acquisition of primary and secondary data, development of
environmental reports, policies and documents similar in nature.
 The firm having demonstrated experience of work on national / international projects of
similar nature should be preferred.
 Demonstrated knowledge of relevant environment, climate, development, natural
resources land management and project management aspects.
 In-depth knowledge and experience with the government agencies and departments
and acquaintance of their allied rules and procedures
 Knowledge of the private sector and NGOs will be desirable as it may relate to the
probable sub-contracting of study.
 The Team must have ability to collect and analyze air, water, noise, and particulate
maters data and should be able to communicate and report writing in English.
 The firm must have demonstrated experience of conducting research and studies,
writing papers, developing reports for similar assignments.
 The team should have ability to work with, hold meetings, and obtain information from
government officials, NGOs, Civil Society, private sector organizations and other
stakeholders.

  • 3. 2  Water Resources  Transportation & Communication Networks  Agriculture & Livestock’s.  Irrigation & dams/barrages  Forestation/deforestation  Biodiversity including Wildlife Sanctuaries, Protected Areas, National Parks, Game Reserves and others  Culture and Heritage  Environmental Sensitive Areas  Climate /weather, rain fall etc.  Abnormal Climate Changes  Disasters Prone Areas & Management  Solid waste collection and disposal practices  Waste water discharges and treatment facilities  Hazardous wastes & disposal practices.  Livelihood and income of peoples  Other development and statistical data regarding environment.  Etc. etc. c) Analysis and Presentation of Data: The data collected regarding a specific project shall be presented in IEE or EIA which-ever is required. d) Stakeholders Consultation: The consultants will be responsible for stakeholder’s consultation in case of EIA as per standard procedure. The feedback from stakeholders shall be incorporated in the final report to be presented by the consultant to the Client (TCKP). e) Designing & Printing of Report: The consultants/firm has to submit 12 hard copies and three soft copies. 4. Confidentiality of Findings All interview notes, documents and information obtained as a result of this study are to be considered the property (ownership) of the Tourism Department / TCKP, Govt. of Khyber Pakhtunkhwa and should be handed over to TCKP in original and the same should not be discussed or shared with others without the express consent of the Tourism Department / TCKP. Similarly findings and recommendations of the study should not be discussed with any third party without the expressed, written permission of TCKP. The TCKP shall reserves the copy rights of the Final Environmental Profiles Report and the consultants shall not disclose the information and or use the same for any other purpose without prior approval of TCKP. 5. Reporting The consultancy firm will be contracted by the Managing Director, TCKP who may ask for technical help of EPA-KPK. 6. Timing of Work The full and final report is expected to be presented not later than 2 months following the signing of the contract. A draft report should be presented before completion of the project, so it can be reviewed by the Environmental Protection Agency, Govt. of Khyber Pakhtunkhwa and comments provided to the firm. The firm will meet with EPA’s officials for legal and technical advice / requirement preparation of IEE / EIA report.

Contractual Matters Matters of payment for work done and contractual responsibilities of the TCKP and the consultant will be detailed in the contract as assignment is being carried out for the tourism projects mentioned in para 1, wherein Tourism Corporation Khyber Pakhtunkhwa has advertised the EIA for its projects which shall be paid out from their fund. 8. Qualification and experience of consulting firm. The desired consultancy firm must possess the following qualification and experience:  The firm must be registered as consulting firm/corporate entity having national tax number and paid all applicable Government taxes (proof required).  The firm has not been declared and or recommended for declaring black-listed by any Government or Private Organization.  The firm must have sufficient paid human resources and expertise to carry out the assignment. Detailed CVs of all the professional team and employees with contact numbers must be provided to conduct the proposed study.  The firm must have at least ten years of relevant experience on environmental issues particularly in the acquisition of primary and secondary data, development of environmental reports, policies and documents similar in nature.  The firm having demonstrated experience of work on national / international projects of similar nature should be preferred.  Demonstrated knowledge of relevant environment, climate, development, natural resources land management and project management aspects.  In-depth knowledge and experience with the government agencies and departments and acquaintance of their allied rules and procedures  Knowledge of the private sector and NGOs will be desirable as it may relate to the probable sub-contracting of study.  The Team must have ability to collect and analyze air, water, noise, and particulate maters data and should be able to communicate and report writing in English.  The firm must have demonstrated experience of conducting research and studies, writing papers, developing reports for similar assignments.  The team should have ability to work with, hold meetings, and obtain information from government officials, NGOs, Civil Society, private sector organizations and other stakeholders.
