PARTICIPATION

Women and economy
• Sri Lankan female workers make a huge contribution to the nation’s
economy.
• 949 billion rupees to their home country with the majority of this
sum coming from Sri Lankan women working as maids.
• The sectors spearheading this challenge are estate labour (on the tea
plantations etc.), the garment industry and Middle East foreign
employment. These are all sectors dominated by female labour.
• 52% of the population is women and they are considered to be the
backbone of the Sri Lankan economy.

The Bureau says that out of the 110,489 women
employed abroad, 88,661 are housemaids

child and elder care responsibilities
gender-based pay inequities and lack of employable skills

employment appeals to
educated women in Sri
Lanka are enhanced
maternity benefits,
short working hours
and pension benefits
“Promotion of women entrepreneurs is important
mainly because it enhances the economic growth of
the country and provides employment opportunities
for women, improves social, educational, and health
status of women and wellbeing of their families.”
The Way Forwards
1. More focus should be given to deal with issues within Sri Lanka by 2.
much more attention needs to be given in improving spoken English
amongst migrants within the industry
3. Initiatives such as expanding access to day care facilities, and
providing more flexible work opportunities
4. Policies for improving access to education beyond lower secondary
level, and the creation of better jobs are also important to encourage
women to participate in the labour market.

Hotline and trilingual complaints receiving desk

more females
In providing infrastructure facilities, specially hostels and women-only
transport facilities
Create an online job sourcing company as a middle agent to outsource
work where qualified women can work from home
4 Social sensitization through open
dialogue on mass media and
educational reforms
STEM professions among women – and breaking gender stereotyping in
jobs, reach out program to target AL/OL/Gr5 students
Mass media – Print, TV, radio, teledramas, cinema, talk shows, articles
etc. to engage in addressing cultural norms relating to gender
stereotypes and issues of harassment, and discrimination in the
workplace

• Establishing more day care centers both in urban and rural settings to provide quality of care at the
affordable rates.
• improving the relevancy and quality of training programmes, using better marketing strategies, streamlining
recruitment processes and enhancing cooperation
• Economic reform agenda should focus on fostering more women entrepreneurs, with the necessary support
on capital, markets, technology and training to grow their business successfully.
• International Corporation and foreign direct investment to create substantial employment opportunities for
women whilst taking labor intensive industries and commercial business ventures to rural villages would
enable rural women to find employment opportunities in their own villages.
• Women should be encouraged to follow more job-oriented educational streams and acquire market
oriented skills such as fluency in languages and ICT and soft skills mainly communication, leadership, and
problem solving will boost the job prospects and convert them as successful professionals.

TO INCREASE FEMALE LABOUR FORCE PARTICIPATION

  • 1. TO INCREASE FEMALE LABOUR FORCE PARTICIPATION S.T.Seelan Asst Director, Ministry of Skills Development & Vocational Training
  • 2. Women and economy • Sri Lankan female workers make a huge contribution to the nation’s economy. • 949 billion rupees to their home country with the majority of this sum coming from Sri Lankan women working as maids. • The sectors spearheading this challenge are estate labour (on the tea plantations etc.), the garment industry and Middle East foreign employment. These are all sectors dominated by female labour. • 52% of the population is women and they are considered to be the backbone of the Sri Lankan economy.
  • 4. 3 4 The Bureau says that out of the 110,489 women employed abroad, 88,661 are housemaids 5

  • 6. Why are Sri Lankan Female left out from Job market? • security, • transportation • safety concerns child and elder care responsibilities
  • 7. gender-based pay inequities and lack of employable skills
  • 8. •Among the reasons that state sector employment appeals to educated women in Sri Lanka are enhanced maternity benefits, short working hours and pension benefits “Promotion of women entrepreneurs is important mainly because it enhances the economic growth of the country and provides employment opportunities for women, improves social, educational, and health status of women and wellbeing of their families.”
  • 9. The Way Forwards 1. More focus should be given to deal with issues within Sri Lanka by 2. much more attention needs to be given in improving spoken English amongst migrants within the industry 3. Initiatives such as expanding access to day care facilities, and providing more flexible work opportunities 4. Policies for improving access to education beyond lower secondary level, and the creation of better jobs are also important to encourage women to participate in the labour market.

No. Key Focus Area Proposed Actions 1 National policy and labour law reforms Set up an insurance fund to share the cost of maternity benefits between government and employers in line with ILO Introduce laws/amendments to clearly define rights and benefits related to these work arrangements 2 Corporate HR policy and best practice sharing Transfer workplace best practice policy to key public sector entities through a strong PPP. Create awareness in both private and public sector. Set up Website, Hotline and trilingual complaints receiving desk 3 Incentivizing private sector to hire more females In providing infrastructure facilities, specially hostels and women-only transport facilities Create an online job sourcing company as a middle agent to outsource work where qualified women can work from home 4 Social sensitization through open dialogue on mass media and educational reforms STEM professions among women – and breaking gender stereotyping in jobs, reach out program to target AL/OL/Gr5 students Mass media – Print, TV, radio, teledramas, cinema, talk shows, articles etc. to engage in addressing cultural norms relating to gender stereotypes and issues of harassment, and discrimination in the workplace Key Focus Area Proposed Actions

Recommendations • Flexible working hours • Part-time jobs • Working from home • Establishing more day care centers both in urban and rural settings to provide quality of care at the affordable rates. • improving the relevancy and quality of training programmes, using better marketing strategies, streamlining recruitment processes and enhancing cooperation • Economic reform agenda should focus on fostering more women entrepreneurs, with the necessary support on capital, markets, technology and training to grow their business successfully. • International Corporation and foreign direct investment to create substantial employment opportunities for women whilst taking labor intensive industries and commercial business ventures to rural villages would enable rural women to find employment opportunities in their own villages. • Women should be encouraged to follow more job-oriented educational streams and acquire market oriented skills such as fluency in languages and ICT and soft skills mainly communication, leadership, and problem solving will boost the job prospects and convert them as successful professionals.
