The European Unemployment Puzzle: implications from population agingGRAPE
We study the link between the evolving age structure of the working population and unemployment. We build a large new Keynesian OLG model with a realistic age structure, labor market frictions, sticky prices, and aggregate shocks. Once calibrated to the European economy, we quantify the extent to which demographic changes over the last three decades have contributed to the decline of the unemployment rate. Our findings yield important implications for the future evolution of unemployment given the anticipated further aging of the working population in Europe. We also quantify the implications for optimal monetary policy: lowering inflation volatility becomes less costly in terms of GDP and unemployment volatility, which hints that optimal monetary policy may be more hawkish in an aging society. Finally, our results also propose a partial reversal of the European-US unemployment puzzle due to the fact that the share of young workers is expected to remain robust in the US.

• Economically Active Population (EAP) is 8,566,686 (8.6 million).
• 64% of EAP is male and 36% is female.
• The number of unemployed persons reported in 2015 was approximately 383,496
(4.7% of EAP).
• 2 MN(1/4) Labour Work in Agriculture Sector- GDP Contribution -7%
3. Labour shortage
• Rapid economic growth naturally results in both an increased demand for
labour and a change in job composition.
• Basically, economic growth comes more from services and industry sectors than
from agriculture.
• This means that growing labour demand is more for skilled labour than for
unskilled labour; the country needs more professionals, managers, technicians
and others alike than manual workers and subsistence farmers
A labour shortage is an economic condition in which employers believe there are
insufficient qualified candidates (employees) to fill the marketplace demands for
employment at a wage that is mostly employer-determined.

• In order to attract the skilled workers by raising the wages, this will increase the work cost. It is a

technology fields, as well as the number of teachers who are proficient in
the delivery.
• Jointly identify the skills needed to support the thrust areas and develop
three-year manpower plans for each sector.
