Purpose/Objective
Why are we here?
▪ We want all parents to be knowledgeable
about Title I programs and the opportunities
available to students and families.
▪ We want to invite you to participate in the
planning, development and implementation
of educational programs/services offered to
your child(ren).
Overview of Title I
▪ Title I, Part A is a federally funded program
under the elementary and secondary
education act (ESEA) of 1965.
▪ The purpose of Title I under ESEA is to ensure
that all children have a fair, equal and
significant opportunity to obtain a
high-quality education and succeed on
challenging state academic achievement
standards and state academic assessments.
Schoolwide Title I Programs
▪ The purpose of schoolwide Title I
programs is to improve the entire
educational program in a school which
should result in improving the
academic achievement of all students,
particularly the lowest achieving
students.
Schoolwide Title I Goals
Goal 1: READING
We will increase student proficiency in Reading as measured by DIBELS (grades K-1) and MAP (grades 2-5).
➢ Kindergarten DIBELS 2017-2018 = 76%, Kindergarten goal = 85%
➢ 1st grade DIBELS 2017-2018 = 68%, 1st grade goal 75%
➢ In grades 2-5, our goal is for 63% of students to meet their projected growth target on the MAP assessment in reading (from Fall to Spring).
➢ 2nd grade goal = 63%
➢ 3rd grade (2017-2018) = 62%, 3rd grade goal = 62%
➢ 4th grade (2017-2018) = 59%, 4th grade goal = 65%
➢ 5th grade (2017-2018) = 71%, 5th grade goal = 65%
Goal 2: WRITING
We will increase student proficiency in Writing as measured by schoolwide writing assessments.
Students in grades K-2 will demonstrate growth of at least one level on the BCSS narrative rubric.
Kindergarten (2017-2018) = 88%, Kindergarten goal = 90%
➢ 1st grade (2017-2018) = 72%, 1st grade goal = 75%
➢ 2nd grade (2017-2018) = 78%, 2nd grade goal = 82%
➢ In grades 3-5, 49% of students will achieve level 3 or 4 on the Georgia Milestones ELA assessment (2017-18 baseline was 47%).
➢ 3rd grade (2017-18 cohort) = 48%, 3rd goal = 50%
➢ 4th grade (2017-2018) = 46%, 4th goal = 50%
➢ 5th grade (2017-2018) = 44%, 5th goal = 48%
Goal 3:MATH
We will increase student proficiency in Math as measured by:
➢ In Kindergarten, 85% of students will master 80% or more of the math skills/elements on GKIDS.
➢ In 1st grade, 65% of students will demonstrate growth of at least one level on the CGI 1st grade rubric. This year will serve as a baseline for
upcoming years.
➢ In grades 2-5, our goal is for 62% of students to meet their projected growth target in mathematics on the MAP assessment (Fall to Spring).
➢ 2nd grade (2017-2018) = 61%, goal = 64%
➢ 3rd grade (2017-2018) = 60%, goal = 65%
➢ 4th grade (2017-2018) = 49%, goal = 60%
➢ 5th grade (2017-2018) = 55%, goal = 57%
SCHOOLWIDE TITLE I Curriculum
▪ Our school’s curriculum:
▪ Is based on the Georgia Standards of
Excellence (GSE)
www.Georgiastandards.org
▪ Contains rigor and relevance.
▪ The English Learner Language Development
Curriculum Follows the WIDA Standards
▪ Our school’s teachers have high
expectations for all students.
Schoolwide Assessments
▪ Grades 3-5 take the Georgia Milestones
▪ 2nd-5th grade will take the Measures of
Academic Progress (MAP) assessment.
▪ English Learners participate in the
ACCESS for ELLs.
Parental Involvement Policy/Plan
▪ Barrow County involves all parents in the
decision making process as it relates to student
achievement.
▪ Title I , Part A requirements are met through a
process that includes gathering parent input
throughout the year, in addition to the
Comprehensive Needs Assessment in early
spring. All parents are invited to participate in
this process when surveys are disseminated,
evaluated and developed into Title I plans
including parent involvement policies/plans as
well as school compacts.
School/Parent Compact
▪ The Barrow County School System provides all
parents the opportunity to be involved with
the joint development of the school-parent
compact.
▪ The School-Parent Compact outlines how
parents, the entire school staff, and students
will share the responsibility for improved
student academic achievement. These Title I
plans are developed out of the comprehensive
needs assessment in the early spring and from
feedback throughout the year.
Parent’s Right To Know
▪ As a Title I school, we must meet federal regulations related to teacher
qualifications as defined in ESEA.
▪ These regulations allow you to learn more about your child’s teachers’
and/or paraprofessionals’ training and credentials.
▪ We are happy to provide this information to you about your child’s teacher
and/or paraprofessional.
▪ Whether the teacher met state qualifications and certification requirements
for the grade level and subject he/she is teaching,
▪ Whether the teacher received an emergency or conditional certificate
through which state qualifications were waived, and
▪ What undergraduate or graduate degrees the teacher holds, including
graduate certificates and additional degrees, and major(s) or area(s) of
concentration.
Intradistrict Transfer
▪ The parent of a student enrolled in a public school in Georgia may elect to enroll
such student in a public school that is located within the school system in which
the student resides other than the one to which the student has been assigned
by the local board of education if such school has classroom space available
after its assigned students have been enrolled.
▪ If a transfer is approved by the school system, the parent is responsible for the
cost of transporting the student to and from school.
▪ Information related to how parents can exercise the transfer option and on
which schools and/or grades have available space will be posted on the school
district web site and using other means, including the district automated calling
system and system and school newsletters, prior to July 1 each year.
Title I funds
▪ Beginning with the 2014-2015 school year, our school
agreed to allow the district to use the 1% set aside for
parental involvement to fund a districtwide Family
Engagement Specialist. The school has agreed to do this
again during this school year.
▪ Suggestions for FY19 spending of the school’s allocation for
parental involvement can be given at our spring Title I
meeting.

your child’s teacher.
▪ You can expect to receive a response to notes, calls,
emails, and grades within 24 hours.
Complaint Procedures
▪ Any individual, organization, or agency may file a
complaint with the Barrow County School System (BCSS)
if that individual, organization, or agency believes and
alleges that BCSS is violating a federal statute or
regulation that applies to a program under the
Elementary and Secondary Education Act (ESEA).
▪ All complaints should be reported at the school level first.
If no resolution is reached, you may file a formal
complaint by calling Barrow County School System
@ 770-867-4527. Ask to speak with Dr. David Beeland.
▪ Formal complaint forms are available at the Barrow
County School System’s district office located at 179 West
Athens Street, Winder, GA.

Purpose/Objective Why are we here? ▪ We want all parents to be knowledgeable about Title I programs and the opportunities available to students and families. ▪ We want to invite you to participate in the planning, development and implementation of educational programs/services offered to your child(ren).
  • 5. Overview of Title I ▪ Title I, Part A is a federally funded program under the elementary and secondary education act (ESEA) of 1965. ▪ The purpose of Title I under ESEA is to ensure that all children have a fair, equal and significant opportunity to obtain a high-quality education and succeed on challenging state academic achievement standards and state academic assessments.
  • 6. Schoolwide Title I Programs ▪ The purpose of schoolwide Title I programs is to improve the entire educational program in a school which should result in improving the academic achievement of all students, particularly the lowest achieving students.
  • 7. Schoolwide Title I Goals Goal 1: READING We will increase student proficiency in Reading as measured by DIBELS (grades K-1) and MAP (grades 2-5). ➢ Kindergarten DIBELS 2017-2018 = 76%, Kindergarten goal = 85% ➢ 1st grade DIBELS 2017-2018 = 68%, 1st grade goal 75% ➢ In grades 2-5, our goal is for 63% of students to meet their projected growth target on the MAP assessment in reading (from Fall to Spring). ➢ 2nd grade goal = 63% ➢ 3rd grade (2017-2018) = 62%, 3rd grade goal = 62% ➢ 4th grade (2017-2018) = 59%, 4th grade goal = 65% ➢ 5th grade (2017-2018) = 71%, 5th grade goal = 65% Goal 2: WRITING We will increase student proficiency in Writing as measured by schoolwide writing assessments. Students in grades K-2 will demonstrate growth of at least one level on the BCSS narrative rubric. Kindergarten (2017-2018) = 88%, Kindergarten goal = 90% ➢ 1st grade (2017-2018) = 72%, 1st grade goal = 75% ➢ 2nd grade (2017-2018) = 78%, 2nd grade goal = 82% ➢ In grades 3-5, 49% of students will achieve level 3 or 4 on the Georgia Milestones ELA assessment (2017-18 baseline was 47%). ➢ 3rd grade (2017-18 cohort) = 48%, 3rd goal = 50% ➢ 4th grade (2017-2018) = 46%, 4th goal = 50% ➢ 5th grade (2017-2018) = 44%, 5th goal = 48% Goal 3:MATH We will increase student proficiency in Math as measured by: ➢ In Kindergarten, 85% of students will master 80% or more of the math skills/elements on GKIDS. ➢ In 1st grade, 65% of students will demonstrate growth of at least one level on the CGI 1st grade rubric. This year will serve as a baseline for upcoming years. ➢ In grades 2-5, our goal is for 62% of students to meet their projected growth target in mathematics on the MAP assessment (Fall to Spring). ➢ 2nd grade (2017-2018) = 61%, goal = 64% ➢ 3rd grade (2017-2018) = 60%, goal = 65% ➢ 4th grade (2017-2018) = 49%, goal = 60% ➢ 5th grade (2017-2018) = 55%, goal = 57%

SCHOOLWIDE TITLE I Curriculum ▪ Our school’s curriculum: ▪ Is based on the Georgia Standards of Excellence (GSE) www.Georgiastandards.org ▪ Contains rigor and relevance. ▪ The English Learner Language Development Curriculum Follows the WIDA Standards ▪ Our school’s teachers have high expectations for all students.
  • 9. Schoolwide Assessments ▪ Grades 3-5 take the Georgia Milestones ▪ 2nd-5th grade will take the Measures of Academic Progress (MAP) assessment. ▪ English Learners participate in the ACCESS for ELLs.
  • 10. Parental Involvement Policy/Plan ▪ Barrow County involves all parents in the decision making process as it relates to student achievement. ▪ Title I , Part A requirements are met through a process that includes gathering parent input throughout the year, in addition to the Comprehensive Needs Assessment in early spring. All parents are invited to participate in this process when surveys are disseminated, evaluated and developed into Title I plans including parent involvement policies/plans as well as school compacts.

School/Parent Compact ▪ The Barrow County School System provides all parents the opportunity to be involved with the joint development of the school-parent compact. ▪ The School-Parent Compact outlines how parents, the entire school staff, and students will share the responsibility for improved student academic achievement. These Title I plans are developed out of the comprehensive needs assessment in the early spring and from feedback throughout the year.

Parent’s Right To Know ▪ As a Title I school, we must meet federal regulations related to teacher qualifications as defined in ESEA. ▪ These regulations allow you to learn more about your child’s teachers’ and/or paraprofessionals’ training and credentials. ▪ We are happy to provide this information to you about your child’s teacher and/or paraprofessional. ▪ Whether the teacher met state qualifications and certification requirements for the grade level and subject he/she is teaching, ▪ Whether the teacher received an emergency or conditional certificate through which state qualifications were waived, and ▪ What undergraduate or graduate degrees the teacher holds, including graduate certificates and additional degrees, and major(s) or area(s) of concentration.
  • 13. Intradistrict Transfer ▪ The parent of a student enrolled in a public school in Georgia may elect to enroll such student in a public school that is located within the school system in which the student resides other than the one to which the student has been assigned by the local board of education if such school has classroom space available after its assigned students have been enrolled. ▪ If a transfer is approved by the school system, the parent is responsible for the cost of transporting the student to and from school. ▪ Information related to how parents can exercise the transfer option and on which schools and/or grades have available space will be posted on the school district web site and using other means, including the district automated calling system and system and school newsletters, prior to July 1 each year.
  • 14. Title I funds ▪ Beginning with the 2014-2015 school year, our school agreed to allow the district to use the 1% set aside for parental involvement to fund a districtwide Family Engagement Specialist. The school has agreed to do this again during this school year. ▪ Suggestions for FY19 spending of the school’s allocation for parental involvement can be given at our spring Title I meeting.

Complaint Procedures ▪ Any individual, organization, or agency may file a complaint with the Barrow County School System (BCSS) if that individual, organization, or agency believes and alleges that BCSS is violating a federal statute or regulation that applies to a program under the Elementary and Secondary Education Act (ESEA). ▪ All complaints should be reported at the school level first. If no resolution is reached, you may file a formal complaint by calling Barrow County School System @ 770-867-4527. Ask to speak with Dr. David Beeland. ▪ Formal complaint forms are available at the Barrow County School System’s district office located at 179 West Athens Street, Winder, GA.
