Outlining the achievements Tindak Malaysia, electoral reform NGO under Bersih, in assisting unfolding democratization of Malaysia. The achievements are (not exclusive to): 1) Detection of electoral roll irregularitie 2) Proposals to improve redelineation process 3) Accompaniment of by elections 4) Presentation of comprehensive review of election laws 5) Collaboration with Election Commission and fellow electoral reform groups to further electoral enhancements

1. Tindak Malaysia in the Post GE14 era
Accompanying electoral reforms and witnessing live democratic
transformation

2. Tindak Malaysia in Brief
• Launched in 2008, Tindak Malaysia came to the national limelight for Polling Agent, Counting Agent, Barung
Agent (PACABA) - later as PACA – training. All encompassing and holistic approach in training the public to
defend electoral integrity at polling centre.
• PACA trainings laid the foundation of many solid PACA groups that ultimately sealed the outcome of GE14
• From 2011 to 2018, we became the first civil society group in Malaysia to present nationwide counter proposal
to the unfair redelineation process
• We helped objectors in 2015 Sarawak and 2016 – 18 Peninsular Malaysia redelineation exercise
• From 2012 -13, our volunteers together with the Global Malaysian Diaspora launched Projek Beres – which
outlined comprehensive review of the election articles and acts within our Constitution and existing laws

3. Outcome of GE14
• Rigged electoral boundaries were completely neutralized at the federal level.
• The heightened awareness of PACA sealed the national swing against Barisan Nasional
• Resulted in the total change leadership of the Election Commission and commencement of badly needed
electoral reform

4. Accompanying Electoral Reforms
• 31st May 2018 – Presentation of BERES research to Institutional Reform Committee (under CEP)
• June/ August-September 2018 – Tindak volunteers participated for the first time for an electoral
observation (PEMERHATI) program under the Bersih flag (Sungai Kandis, Seri Setia and Balakong)
• November 2018 – Commencing preliminary research on electoral roll discrepancies

5. Accompanying Electoral Reforms
• 19th December 2018 – EC formally invites Tindak Malaysia to observe the by election in Cameron
Highlands. This is a first for Tindak
• 6th January 2019 – Bersih 2.0, Tindak and Engage presents a joint press conference to remind candidates
to adhere election laws
• 12th – 26th January 2019 – Tindak Malaysia conducts its first PEMERHATI exercise (4 volunteers were
observing in Cameron Highlands)

6. Accompanying Electoral Reforms
• 11th February 2019 – EC formally nominates Suresh Kumaran as the KTM for Semenyih. This is a first for
Tindak and a major recognition of TM’s PACA training works
• 14th February 2019 – Tindak Malaysia has been invited by Electoral Reform Committee (ERC) on
brainstorming electoral reform initiatives
• February 2019 – Tindak Malaysia sends its largest contingent of observers for Semenyih by election (8).
• 2nd March 2019 – Suresh serves as a KTM at Tarun, Semenyih.
• 19th March 2019 – Tindak submits BERES report to ERC
• 30th March 2019 – EC proactively approached Tindak after Tindak
discovered suspicious voters in Rantau. This is a first for Tindak

7. Accompanying Electoral Reforms
• 26th March 2019 – EC nominates two Tindak volunteers to be KTM in Rantau: Suresh and Fork Yow Leong
• March 2019 – April 2019 – Tindak Malaysia send its largest interstate Observer (PEMERHATI) contingent
to observe Rantau by elections (~8 volunteers)
• 23rd April 2019 – Two of Tindak volunteers are formally appointed as Assistant Registration Officer
(AROs) – Yvette and Kiritharan

8. Moving Forward
• These achievements were made possible by all of you and past volunteers who have served Tindak since
2008
• The journey of electoral reforms have its ups and downs
• We will be focusing on voter registration, voter education and monitoring elections beyond the ‘saluran’
• We will collaborate and advise EC on how to move forward with reforms
• We have to adapt our trainings in the post GE14 Era
• We have to work towards a goal that future elections doesn’t need to be heavily dependent on
volunteers from Klang Valley
• We will strengthen ties with Bersih and Engage on common points while we maintain our unique identity
