The River Falls Rotary Club held its weekly meeting on April 26, 2016. President Rosanne Bump called the meeting to order. Several guests and new members were introduced. Announcements were made regarding upcoming events like the Kinni River Clean-Up and CAB Gala. Happy Bucks were collected. The program featured a presentation from Julie Thiesen of St. Croix County AODA on substance abuse prevention and treatment. JULIE THIESEN, ST. CROIX COUNTY AODA
Julie Thiesen, MA, is a substance abuse counselor in St. Croix County. She has been a nurse for 14
years and returned to school in 2012 to earn a master’s degree in addiction counseling. Her work for
St. Croix County includes prevention and treatment, including working with incarcerated women.
When thinking about substance abuse and mental health issues, the spectrum of intervention goes
from promotion to recovery. When we talk about prevention, we are focused on delivering a specific
message prior to the onset of a disorder or to reduce the factors that make a population more
susceptible to a behavioral health concern. Prevention strategies can be universal, selective or
indicated. Indicated prevention strategies are targeted at a specific population that is already
demonstrating behaviors related to the health issue. Once behavior crosses the line to a diagnosable
behavioral health issue, we reach the treatment and recovery end of the spectrum of intervention.
Another important focus of Julie’s work is protective factors. Supporting families, increasing
availability of age-appropriate activities, early intervention with behavioral issues, and community
support are all important protective factors. Along the same lines, risk factors include a family history
of substance abuse and/or mental illness; an early on-set of use and experimentation; a lack of
structure in the home; withdrawal from school; cultural influences (drink “Wisconsinably”); and the
availability of alcohol and drugs (including the number of liquor licenses).
When considering prevention opportunities, Julie and her colleagues use the “strategic prevention
framework,” a cyclical process that moves through assessment, capacity, planning, implementation
and evaluation (and then back through again and again) with a commitment to sustainability and
cultural competence. As an example of successful work of the strategic prevention framework, Julie
pointed to the success with tobacco prevention efforts, noting that it took quite some time to pass the
clean air legislation.
It is estimated that underage drinking costs Wisconsin $1B annually, including $300M for youth traffic
accidents, $570M for youth violence and $127M for medical costs. In the 2014 Youth Risk Behavior
Survey, 25% of St. Croix County 12th graders reported drinking 5 or more drinks in a row in the past

One evidence-based program in St. Croix County is called “Parents who host lose the most.” This is a
public awareness program educating communities and parents about the health and safety risks of
serving alcohol at teen parties and other events where a large number of teens are present, including
prom, graduations, etc.
Julie ended her remarks by encouraging members to consider engaging with one of the local
coalitions working on alcohol-related issues.
