This paper considers unique competition issues raised by high technology industries with a particular focus on software-driven digital platforms. This paper argues that Australian competition law strikes an appropriate balance between preserving competition and promoting innovation, but continued prioritisation of high technology markets by Australian regulators and policy-makers is justified. High technology markets are as susceptible to anti-competitive behaviour as any other markets and, in some areas, particularly so.
As part of this analysis, this paper considers global trends and recent developments, particularly in the United States and European Union. The Community Commerce Centers Initiative provides a common workplace environment for office workers from multiple employers on a seat by seat basis. In the workspace environment each of the office workers receives a workspace that would be equivalent to workspace a worker would find in most major corporate work environments. In addition, most Centers would provide on-premises amenities such as parking, food service, daycare, exercise facility, walk-in clinic, and learning center. The Center provides computer, telephone and Internet access services for each worker station located within the facility. Computer services would include dynamic system backup, basic office software, including operating system, and Internet service. Private individual telephone service is provided at the desk of each office worker. Internet service provides secured individual IP (Internet Protocol) for each office worker. Individual office workers cannot occupy a seat at a Center unless their home residence is within a 3-5 mile radius of the Center depending on the local density of individual Centers. Workers living beyond the Center service area would not be eligible for a seat at the facility.
There are two defining features for each Community Commerce Center. First, each office worker occupying a seat at a Center must live within a maximum of a 3-5 mile radius from the Center. Center planning is focused on the goal of cutting a worker's daily one way commute at least in half leaving the worker with a maximum commute of 3-5 miles. Second, multiple employers each have employees using Center workspace based on the proximity of each worker's residence to the Center. Employers utilize the services available at multiple Centers to accommodate the workspace needs for the maximum number of its employees working within 3-5 miles of other Centers. The net effect is that an employer may require the services of multiple Centers at various locations to accommodate the workspace for all of its employees seeking placement at a Center rather than from a single central corporate location in a community where the distance traveled by each worker is greater than 3-5 miles.
One other aspect of the Community Commerce Centers workplace is that each Center creates a Carbon Project that would generate Carbon Credits under the concept of additionality not only because the implementation of the Centers use green building standards in the construction of Centers but also because the creation of Centers is considered a non-traditional business solution. Of course, the direct fuel savings generated by the fact that employees are much closer to their workplace is an added bonus.

The world is being transformed by new technologies, which are redefining customer expectations, enabling businesses to meet these new expectations, and changing
the way people live and work. Digital transformation, as this is commonly called, has immense potential to change consumer lives, create value for business and unlock
broader societal benefits.
The World Economic Forum launched the Digital Transformation Initiative in 2015, in collaboration with Accenture, to serve as the focal point for new opportunities and
themes arising from the latest developments in the digitalization of business and society. It supports the Forum’s broader activity around the theme of the Fourth
Industrial Revolution. Since its inception, the Initiative has analysed the impact of digital transformation across 13 industries and five cross-industry topics, to identify the
key themes that enable the value generated by digitalization to be captured for business and wider society. Drawing on these themes, we have developed a series of
imperatives for business and policy leaders that look to maximize the benefits of digitalization. We have engaged with more than 300 executives (both from leading
global firms and newer technology disruptors), government and policy leaders, and academics.
Every industry has its nuances and contextual differences, but they all share certain inhibitors to change. These include the innovator’s dilemma (the fear of
cannibalizing existing revenue models), low technology adoption rates across organizations, conservative organizational cultures, and regulatory issues. Business and
government leaders should continue to work towards addressing these challenges.
A notable outcome of this work is the development of our distinctive economic framework, which quantifies the impact of digitalization on industry and society. It can be
applied consistently at all levels of business and government to help unlock the estimated $100 trillion of value that digitalization could create over the next decade. We
have already started to leverage this framework for region-specific discussions with some governments.
We are confident that the findings from the Initiative will contribute to improving the state of the world through digital transformation, both for business and wider society.
The disruptive potential of new technologies is growing at a staggering speed and challengers in the market are more vigorous than ever. The combination of these new possibilities and the rise of new competitors are the main drivers that are accelerating innovation. This is the reason why leaders put technology on top of their list of factors that will determine their organization’s future.

Requiring only half the bitrate of its predecessor, the new standard – HEVC or H.265 – will significantly reduce the need for bandwidth and expensive, limited spectrum. HEVC (H.265) will enable the launch of new video services and in particular ultra HD television (UHDTV).
State-of-the-art video compression techniques – HEVC/H.265 – can reduce the size of raw video by a factor of about 100 without any noticeable reduction in visual quality. With estimates indicating that compressed real-time video accounts for more than 50 percent of current network traffic, and this figure is set to rise to 90 percent within a few years, HEVC/H.265 will be a welcome relief for network operators.
New services, devices and changing viewing patterns are among the factors contributing to the growth in video traffic as people watch more and more traditional TV and video-streaming services on their mobile devices.

The Networked Society City Index report continues to explore the correlation between cities’ ICT maturity and their triple bottom line development.
As with the previous studies, this index continues to show a strong correlation between ICT maturity of the city and their social, economic and environmental progress. In this report, New York City tops the overall ranking followed by Stockholm, London and Singapore.
The Networked Society City Index aims to develop a comprehensive evaluation of cities’ ICT maturity and their triple bottom line development. Through a series of reports we have analyzed 25 urban areas around the world from a city, citizen, and now, business perspective.
