1) The Keepers Registry was originally created in 2008 to provide clarity on the long-term archiving of e-journals. It launched as an online service in 2011.
2) In April 2019, funding from Jisc ended, so the ISSN International Centre took over the registry to ensure its continuity. Over the next few months, they worked to transfer the registry's data and relaunch the service through the ISSN Portal by December 2019.
3) The relaunched Keepers Registry provides free searches for individual titles or ISSNs, with additional features available through a "freemium" subscription model. Governance involves the ISSN International Centre and a Keepers Advisory group to ensure the registry
