Mark 2:13-17 describes Jesus calling Levi, a tax collector, to follow him. Levi hosted a large feast at his house for Jesus and other tax collectors and outcasts. When the Pharisees criticized Jesus for eating with such people, Jesus responded that he had come "to call sinners, not the righteous."

The city's walls had been rebuilt but the population was still small, with only around 50,000 people present. Similarly, while the gospel has spread worldwide, true believers make up a small portion of the global population. It is important that Christians continue preaching the gospel message to more people, just as Ezra read from the book of God's law to instruct the people who had returned to Jerusalem.

Ephesus (in Modern day Turkey) was a centre of travel, commerce and pilgrimage (Temple of Artemis - one of the seven wonders of ancient world) . It was second in importance and size only to Rome.

Once these concepts are understood, it is then easy for one to see how Jesus derived his teaching from the law and the prophets and interpreted it in the context of the Roman oppression of his times. Moses gave these laws in the context of being redeemed out of Egypt during the wilderness journey as they were being prepared to enter the promised land.
