A digital turning point,a national reality:
• 80% of job vacancies are published on the Internet, 85% of the public services are accessible online, 1 million French people train
online… It’s digital everywhere. It’s not an option or a choice: it is now a component of our reality.
• This digital revolution raises the central question of the trajectory of political action in the digital field. It questions our democracy
(citizen participation in decision-making, electronic voting systems, open public data); freedom and security (big data, digital
identity); common goods (infrastructures, neutrality of the web); education and culture (digital pedagogy, digital education); new
services and uses (ecosystem fostering innovation, new jobs, production and consumption).
• The legislative context, like the law for a Digital Republic, insists on providing digital infrastructure and more digital services to our
population. It also consecrates our legitimacy to intervene on our territory of 1,5 million people.
