The City Of Mason City
Mason City, Iowa is commonly referred to as the 'River City' due to its concentrated development on
the Winnebago River, and it is sentimentally known for its outstanding musical heritage. The
following report describes the political, socioeconomic and fiscal environment for the city of Mason
City. In particular, potential constraints in fiscal outlook as it relates to the city's revenue structure,
own source funds and level of state and federal aid. This report explores the city's revenue structure
in preparation of a comprehensive fiscal analysis.
Political Environment
The city of Mason City operates under a Mayor–Council form of government, comprised of seven
elected officials – Mayor, four wards and two members–at–large – with a City Administrator and a
contracted City Attorney. Most of the existing members have been re–elected, with membership
expiring in 2016 or later. The Council's goals are to: increase population by the state of Iowa
average; develop a Sustainability Plan that links to the Comprehensive Plan; provide a safe and
healthy community; and continue a commitment to excellence in government services. There are
three primary government public services – Police Department, Fire & Ambulance Service, and
Sanitation Department. The city owns the Public Library, Municipal Airport, and a public golf
course.

The county was settled around 1838. The major city of Cedar Rapids continues to urban sprawl with
several communities sitting on the boundaries as bedroom communities. There is a mix of houses in
styles. The central area has houses built around pre 1940 and are two story or bungalow style with
detached garages. The yards are small and houses close together. These homes typically have
window air conditioners. As you move out from the center the houses change to ranch style around
1000–1200 square feet, with larger yards. Moving further out, the style changes to many different
configurations and various square footage. On the outside of the city are larger homes with larger
yards.
The city has 96 park sites throughout and has ten outdoor and one indoor municipal pools for use.
Greene Square Park, in downtown Cedar Rapids, is undergoing a renovation that will be completed
in 2016 (Cedar Rapids, Parks, 2014). Linn County has 29 parks (My County Parks, 2015). Linn
County has 19 bike trails that are supported by federal, state, city, and private funds (Linn County

as a control institution in the city of West Des Moines, managing many areas of importance.
Buildings, like this, are where a sort of elite power controls some sort of economic, social, or

Joan Bice Underwood's Tearoom The Joan Bice Underwood Tearoom is a "secret" café which is in
MacKay 27. This café is no only a popular place to eat on campus, but, it is also a place for the
culinary arts students to hone their skills as chefs. The Joan Bice Tearoom stands out as a place on
campus and is significant to the Iowa State land grant commission because of not only the ideals of
the café but simply how it is run.
Students take turns being in positions of leadership within the restaurant and this is what makes it
stand out among other places on campus. The students who work in the Tearoom are completely in
control of the restaurant and decide everything about the menu on any given day. Not only is this
restaurant a popular place to eat on campus but has been for decades and will continue to be for

That's a question I'm sure many people had over the football, wrestling, and basketball state
tournament championships. I'll go into more detail about the CSN Chicago deal with the help of my
interview with Scott Byers. In order to watch the channel CSN Chicago, you need to either live in
the area that your local cable company offers it, or have Dish Network or DirecTV. Like I said
earlier, about 90% of the area that does offer the channel is in the eastern part of Iowa. So if you live
on the western side, and don't have either Dish Network or DirecTV, you are basically out of luck.
The local cable companies could get CSN Chicago into their package but with Northwest Iowa so
far away from Chicago, almost none in this area do. It makes sense not to get the channel only if you
want it to watch IHSAA state events. Scott Byers asked the head of the local cable company in
Sioux Center about it and he said picking up CSN Chicago for three years would cost his company
well over a million dollars. Instead of people on the Eastern side of Iowa, the Northwest Iowa

The Importance Of Civilization In Iowa City
Civilizations are culturally created environments in which we follow rules, standards, and ethical
behaviors. Iowa City offers multiple signs of civilization, including public vs. private land, religious
vs. secular, and the presence of central control. Through these five characteristics we can identify
and interpret what the environment is explaining to us. My area of choice is northern Iowa City,
which has an environment that tells me it is a civilization through rhetorical elements provided in
the use of space and materials that create it. In Northern Iowa City public space is common. "Happy
Hollow Park" offers an open landscape with sidewalks and free access. The pathways invite
civilians in and show them where they may go, but do not impose any rules on where they must go.
The basketball court and baseball field have no walls or barricades blocking entry, allowing us to
know they are available for whoever pleases. An outdoor pavilion could be used for family
gatherings and parties at no cost. A free parking lot with good lighting tells civilians that there is
nothing restricting their access to the space. This space is known as public due it's ease of entry and
the way the park invites civilians in with pathways and block–free attractions. Therefore, "Happy

I asked Jennifer what some of the differences are here in America as compared to Indonesia. She
said that the classes in her city were small and students were to shy to ask questions. Here, there are
larger classes and more active students. She also said that people converse a lot more here than in
Indonesia. Americans spend a lot more time interacting in this way. One trivial fact I learned was
that in Indonesia you become boyfriend or girlfriend with someone before you go on any dates.

are all students, working toward a goal. Each person has his or her own personal goal and way of

Indonesia, group work is not encouraged quite as much, but it is still an important element of a good
education.

Initially I never really gave much thought as to how much gas I used. There would be times where I
would think about it every now and then especially if I were driving several places in a short amount
of time. For example if I were running errands where I had to go perhaps five places or more I

Iowa City, Iowa, are facing. With increasingly more students drinking alcohol, what was once just a
casual drink can quickly turn into binge drinking. This behavior has many consequences for not only
the student, but also the public. By being resilient and working together as a community, we all
could make it easier to combat this problem of binge drinking in college students in Iowa City and
the troubles that arise from it. Binge drinking is defined as the consumption of alcohol that raises a
person's blood alcohol concentration in a short amount of time. This usually means five or more
drinks for men and four or more drinks for women within a two–hour time span. Although most
college students are not able to drink alcohol legally until their junior year, studies have shown that
about four out of five college students drink alcohol before the legal age of twenty–one. Of these
college students who drink, about half of them engage in binge drinking. Binge drinking increases
the risk of alcohol poisoning, a condition that could result in death. This level of drinking has also
been shown to increase the risk of committing suicide and/or being a victim of sexual assault.

I am deserving of this award due to how I have faced the challenges in my life to continue and
improve my education. Throughout my life I've made sacrifices that most of my peers would not do
willingly. From childhood I knew that achieving the best grades and challenging myself in
academics would allow me to pursue what I wanted later in life, and I knew it wouldn't be easy. I
have sacrificed uncountable amounts of hours that I could have spent with friends or doing other fun
activities, to study for my classes. As an example, my mom's side of the family has had many
funerals in the recent past. I have chose to miss some of these funerals to stay in school. I do not do
this because I don't love my relatives. I miss the funerals because I know how important school is,
and that my relatives would want me to succeed in getting a great education and achieving my goals.
Making major sacrifices like this allowed me to keep a 4.0 G.P.A. throughout my educational career,
and deepen my knowledge of world around me. Not only have I been able to make the sacrifices
needed to keep myself ahead of game, but I've also managed to master my time management skills.
I have always loved soccer, and I have push myself time and time again to work at becoming the
