Trans Europe Halles is a network of 52 independent cultural centers across 28 countries founded in 1983. The network aims to promote intercultural exchange, understanding, and artistic freedom. Member centers include Metelkova in Ljubljana, Slovenia and Kaapelitehdas in Helsinki, Finland. The network is not-for-profit and membership fees range from €275 to €1100 per year. The study found various forms and reasons for mobility, as well as benefits and challenges. It provided recommendations to improve preparation, support, and sharing of mobility opportunities. This two-day workshop in Riga, Latvia focused on cluster creation and development. Day 1 included sessions on FDI trends, principles of strategic economic development and cluster creation, understanding how transnational corporations make location decisions, and attracting FDI into clusters. Day 2 covered encouraging indigenous business start-ups, strategic embedding and retention of investment, and a group exercise on how investment promotion agencies can support clusters. The greatest synergies occur when the needs of organisations and artists align, such as organisations offering programming that supports artists' interests in sharing ideas, developing skills, and building relationships. Forming international links requires clearly articulating shared passions to develop meaningful long-term partnerships driven by mutual interests rather than solely financial incentives.
