This document outlines a strategic plan to host community festivals in four cities to build trust between police and minority communities. The plan aims to generate positive media coverage and convince residents to interact with police officers through family-friendly activities at the festivals, like dunking a police officer or pinning a badge on an officer. Key targets are low-income and middle-aged minorities in Baltimore, Chicago, Dallas, and Los Angeles. The festivals would be held between January and December and promote the messages of unity between police and communities. Success will be measured by social media engagement, website visits, festival attendance and media coverage generated.
