The MDPHs were created in 2005 to help disabled persons gain more independence and autonomy over their lives. The MDPHs have four main tasks: hosting, listening, counseling, and guiding disabled persons. The MDPH of Bas-Rhin handles over 50,000 requests per year through five units: directorate, intake, evaluation, administrative instruction, and assistance/development. A commission reviews appeals of MDPH decisions regarding assistance and allocates that considers a person's level of disability and incapacity in daily life, not just their medical diagnosis.

Addressing the Main Issue
This human services agency will strive to provide assistance in terms of welfare, rehabilitation, housing and accessibility to health for those who need critical medical attention. These are problems that are irregularly distributed in the targeted population due to disparities in the economy. The agency will strive to address these problems by using three main approaches. The first approach is to directly help the victims through well-trained employees in the agency. Through a well-designed recruitment process, the agency will seek to hire competent individuals who will be able to advance the agency’s objectives and goals directly to members of the community. This will help to address a greater proportion of the problems targeted by the agency.
The second approach is to use affiliated institutions to make specific services accessible to victims within the society. For example, patients who require medical attention but are not privileged or are not able to afford these services will be facilitated by the agency to get help from healthcare institutions affiliated to the agency. Additionally, for families which cannot get sufficient food to support their siblings, the agency will coordinate with government food provision programs to ensure that these families are considered and fed. The nature of partnerships in this case will be determined by the type of problem the agency is trying to correct or address. The third approach will involve sensitizing the community and members of the society to assist in different ways to support the court5se of the agency or cultivate the spirit of collectivism (Schmid, 2004). This agency will utilize the society as a potential source of resources and a tool to nurture the spirit of collectivism that will ensure people help each other in addressing the target problems.

Elder abuse is a continuous or a single act that occurs in a relationship where trust is expected but causes distress to later life of a person. Elder mistreatment entails psychological, physical, sexual, exploitation, abandonment and emotional abuse. The effects of abuse of older adults include nutrition and hydration problems, persistent physical pain and soreness, wounds and injuries. I will evaluate the issues associated with abuse of older adults and describe the changes in social policy that impacted how human service professional support this population in this paper. Furthermore, I will consider the needs of older adults and describe the types of service plans that can be created for victims of elder adult's abuse. A proposal of human service programs for elderly adults that experience elder abuse will be made as well as a description of how human service agencies can prevent future abuse of older adult’s thus promoting self-empowerment.
Issues associated with elder abuse are health status, cognitive ability, and social network. These problems are the major risk factors for abuse of older adults. Cognitive capacity is the ability of an individual to process information and solves problems. Addressing the Main Issue
This human services agency will strive to provide assistance in terms of welfare, rehabilitation, housing and accessibility to health for those who need critical medical attention. These are problems that are irregularly distributed in the targeted population due to disparities in the economy. The agency will strive to address these problems by using three main approaches. The first approach is to directly help the victims through well-trained employees in the agency. Through a well-designed recruitment process, the agency will seek to hire competent individuals who will be able to advance the agency’s objectives and goals directly to members of the community. This will help to address a greater proportion of the problems targeted by the agency.
The second approach is to use affiliated institutions to make specific services accessible to victims within the society. For example, patients who require medical attention but are not privileged or are not able to afford these services will be facilitated by the agency to get help from healthcare institutions affiliated to the agency. Additionally, for families which cannot get sufficient food to support their siblings, the agency will coordinate with government food provision programs to ensure that these families are considered and fed. The nature of partnerships in this case will be determined by the type of problem the agency is trying to correct or address. The third approach will involve sensitizing the community and members of the society to assist in different ways to support the court5se of the agency or cultivate the spirit of collectivism (Schmid, 2004). This agency will utilize the society as a potential source of resources and a tool to nurture the spirit of collectivism that will ensure people help each other in addressing the target problems.

Elder abuse is a continuous or a single act that occurs in a relationship where trust is expected but causes distress to later life of a person. Elder mistreatment entails psychological, physical, sexual, exploitation, abandonment and emotional abuse. The effects of abuse of older adults include nutrition and hydration problems, persistent physical pain and soreness, wounds and injuries. I will evaluate the issues associated with abuse of older adults and describe the changes in social policy that impacted how human service professional support this population in this paper. Furthermore, I will consider the needs of older adults and describe the types of service plans that can be created for victims of elder adult's abuse. A proposal of human service programs for elderly adults that experience elder abuse will be made as well as a description of how human service agencies can prevent future abuse of older adult’s thus promoting self-empowerment.
Issues associated with elder abuse are health status, cognitive ability, and social network. These problems are the major risk factors for abuse of older adults. Cognitive capacity is the ability of an individual to process information and solves problems. Older adults experience decreased information processing and problems solving skills as a result of declining cognitive flex.

Maryam visited several organizations that help people with disabilities. She learned that laughter and attention can be more useful than just placing people with disabilities in institutions, though institutions are still needed. Most importantly, people with disabilities have the same rights as others, including freedom of choice over where they live. While some may need to live in special centers due to their condition, the choice should still be theirs. Society should be built on principles of equality, not stereotypes or prejudice. Cooperation is needed to address everyone's problems and allow all people to live happily together.

She found the project fruitful and it motivated her to organize an event in Azerbaijan for disabled people. - 1. Summary of the MDPH presentation (Study visit on handicap, Strasbourg, April 8th 2013) The MDPHs (MaisonsDépartementales des PersonnesHandicapées – Departmental Homes for Disabled Persons) exist in France since the 2005 lawon equality of opportunities, rights, participation and citizenship of disabled persons. The guiding principles of this law are those of taking the individual’s needs into account, giving an individualresponse in accordance with the person’s wants and plans, and transitioning from seeing the disabled person as someone who is “being taken care of” to seeing them as someone who is in charge of his or her life. The MDPHs have four main tasks: 1. Hosting 2. Listening 3. Counseling 4. Guiding The MDPHs are so-called public interest groups, made up of several entities: the General Council of the Bas-Rhin (local government), the regional Public Health Agency (ASR), the Ministry of Education, the Family Allowances Fund (CAF) and the localSocial Security office. The MDPH of the Bas-Rhin treats more than 50 000 demands per year; on average, 100 demands are treated per day. It is made up of five units: 1. The Directorate 2. The Intake (or Accepting) Unit 3. The Evaluation Unit 4. The Administrative Instruction Unit 5. The Assistance and Development Unit Each MDPH also includes a Commission for the Rights of the Disabled, which among other things is competent when it comes to assessing appeals made by families or persons who do not agree with the decisionsmade by the MDPH (in terms of assistance, allocations, etc.). These Commissions are made up of representatives of the different public structures that make up the public interest group that is the MDPH, a representative of the employers’ organization, a representative of the labor union, and a number of civil society representatives (parents’ organizations, members of handicap organizations …). Concerning the allowances paid to the beneficiaries of the MDPH, these are determined according to a scale guide that distinguishes between three different degrees of disability: - Less than 50% - 50 – 80 % (the disability impedes the social life of a person, but can be compensated for e.g. by means of speech therapy, specials needs assistants in school, specialized home education and health care services)
- 2. - More than 80 % (the disability severely restricts personal autonomy, the person requires assistance for the most basic day-to-day tasks) The evaluation to determine in which of these categories a person falls does not depend on a medical diagnosis alone, but also takes into account the level of incapacity(that is, the difficulties encountered in daily life).
