The MDPHs were created in 2005 to help disabled persons gain more independence and autonomy over their lives. The MDPHs have four main tasks: hosting, listening, counseling, and guiding disabled persons. The MDPH of Bas-Rhin handles over 50,000 requests per year through five units: directorate, intake, evaluation, administrative instruction, and assistance/development. A commission reviews appeals of MDPH decisions regarding assistance and allocates that considers a person's level of disability and incapacity in daily life, not just their medical diagnosis.
