The Republic
of Serbia is a country
located at the cross-
roads of Central and
Southeastern Eu-
rope, covering the
central part of the
Balkan Peninsula
and the southern
part of the Panno-
nian Plain.
Throughout history
this region has at-
tracted foreigners
from both the East
and the West and
these numerous in-
fluences can be seen
not only in architec-
ture and culture, but
also in everyday life,
cuisine and tradi-
tions. The Serbian
people are known as
hospitable and joy-
ful and this vibrant
place allows one to
experience the best
of both the West
and the East at the
same time.
The capital city, Belgrade (Beo-
grad), built on the confluence of
the rivers Sava and Danube, has
seen many who tried to conquer
it through the ages, but in the
end, it conquers everybody with
its charm and spirit. Every day
this “White City” (in Serbian Beo-
grad translates as beo – white
and grad – city) surprises not
only its guests but also its two
million inhabitants offering new
experiences, discoveries, and
contrasts.
Other big cities only add to this wealth of varied
experiences. For example, Novi Sad, situated in the
northern region of Vojvodina, is globally known for
one of the best music festivals in the world - Exit -
and is also the 2019 European Youth Capital and the
2021 European Capital of Culture. On the other side
of the country, in the south, there is Niš, the city of
rich traditions and one of the oldest cities in the Bal-
kans, known, among other things, as the birthplace
of Roman Emperor Constantine the Great. Other uni-
versity centres, such as the old capital Kragujevac in
the central region of Šumadija, also attract numer-
ous students from across the country. Apart from the
vibrant cities, the visitors of Serbia often come back
to it for its countryside with its mountains and big
plains, rivers and numerous spas as well as monas-
teries and cultural heritage sites across the country.

EDUCATION IN SERBIA
The current education system in Serbia
is composed of:
• pre-primary education (from 0 to
6/7 years),
• primary education (with two cycles:
grades 1 to 4 and 5 to 8),
• secondary education (either four-
year grammar school or three- or
four-year vocational secondary
school) and
• tertiary (higher) education.
HIGHER EDUCATION
There are two types of studies in the Serbian system of higher
education:
• academic studies, organised mainly at universities, and
• applied studies, organised either at colleges of applied stud-
ies or at universities.
Serbia belongs to the European Higher Education Area (EHEA)
and has been implementing reforms in line with the Bologna
Process since 2003. It now has a reformed higher education sys-
tem that has introduced the European Credit Transfer System
(ECTS), three-cycle system of study and issuance of a diploma
supplement.

Academic studies
The three-cycle system of academic studies
includes:
• Bachelor studies, which usually last 4 years
with 240 ECTS, although 3-year/180 ECTS
Bachelor programmes are also available,
• Master studies lasting 1-2 years with 60 to
120 ECTS, and
• Doctoral studies (PhD) with a minimum of
three years of study or 180 ECTS.
Applied studies
The two-cycle applied (vocational) studies
consists of:
• Bachelor applied studies, which last three
years and have 180 ECTS,
• Specialist applied studies, which carry 60
ECTS and last one year, and
• Master applied studies, which lasts two
years and carry 120 ECTS.
In the field of medical
sciences (the studies of
medicine, dentistry and
veterinary medicine) stud-
ies are organized through
integrated studies that
last 6 years and must carry
a minimum of 360 ECTS.
Integrated pharmacy stud-
ies with 300 ECTS have also
been introduced.
In addition, the second
cycle of academic studies
includes specialist aca-
demic studies with the
minimum duration of one
year with 60 ECTS, if a stu-
dent achieved a total of 300
ECTS in previous studies.
Recognition of
degrees
In order to continue with edu-
cation as a full-time student in
Serbia, you need to have your di-
ploma recognised by the state of
Serbia.

Accreditation
All higher education institutions must be accredited in order to
obtain a license issued by the Ministry of Education, Science and
Technological Development.
The accreditation process started in 2007 by the Commission for
Accreditation and Quality Assurance of Serbia (CAQA) and in 2018 a
new body was established - the National Body for Accreditation and
Quality Assurance in Higher Education. All students are advised to
check whether both the institution and the study programme they
plan to enrol at are accredited.
Exams, credits and grading
The academic year normally starts in October with lectures lasting
until June and it consists of two semesters.The full-time workload for
one academic year is 60 ECTS credits. There are usually five exam pe-
riods during an academic year, although this number may vary from
institution to institution.
Costs of studying
Foreign students pay tuition for their studies and in some cases there
is a difference between the amounts paid by local and foreign stu-
dents. Tuition fee is determined by the institution and usually ranges
from EUR1000 to EUR5000 per year. To get up-to-date information
on the tuition fee for the programme you chose, please consult the
institution’s website.
Costs of living, such as accommodation, food, public transportation
etc. are comparatively lower than in many other European countries.

Opportunities for foreign students
With over 150 accredited programmes at all levels of studies taught in En-
glish and other foreign languages, as well as numerous other programmes
available to visiting exchange students, universities and colleges in Serbia
offer a wealth of opportunities for foreign students.
Both degree-seeking students as well as those spending a part of their
studies in Serbia through mobility schemes can benefit from high-quality
education, with several universities ranked on the Shanghai list, affordable
costs of living and a variety of social and cultural experiences. Moreover,
the majority of the population, especially youth, speaks English and other
foreign languages and are interested in learning about other cultures, so
foreign students generally feel‘at home’during their stay in this European
country.

Around a half of the universities in Serbia offer accredited cours-
es in English or other foreign languages which are available for
foreign students in the academic year 2018/19. These universi-
ties are presented on the following pages.

spend a part of their studies in Serbia, can be

INSTITUTIONS
Higher education programmes in the
Republic of Serbia are delivered at:
• Universities – independent higher
education institutions that may offer
all types and levels of study courses.
Only a small number of programmes
are delivered directly by universities.
Most of them are offered by faculties,
members of universities.
o Faculties – members of universi-
ties. Most of the courses are of-
fered by these institutions, which
have a certain degree of indepen-
dence, but have to act within one
of the accredited universities.
o Academies of Arts – like facul-
ties, these institutions are mem-
bers of universities. They offer
programmes in the art fields.
• Colleges – independent higher edu-
cation institutions that offer Bach-
elor, Specialist and Master courses.
There are two types of colleges:
o Colleges of Applied Studies
o Colleges of Academic Studies
In total, there are around 250,000 stu-
dents enrolled in higher education.
Among them 177,352 study at public
and 28,203 at private universities while
there are 41,467 students at public col-
leges and 4,140 at private colleges.

Apart from these programmes, there are more than 50 programmes
which are presented only in the electronic version of this publica-
tion and on the StudyInSerbia.rs website. These programmes are
available for foreign students, especially those coming through mo-
bility programmes such as Erasmus+, but not all of these have yet
been accredited in foreign languages as full study programmes for
degree-seeking students. To provide you with a complete overview
of possibilities offered by these universities, other faculties, members
of respective universities, are also presented on the following pages,
while their programmes can be found in the electronic version of this
publication and in the database.

UNIVERSITY OF
BELGRADE
The University of Belgrade is the oldest and largest university in Serbia.
It consists of 31 faculties with almost 100,000 students, as well as 11 re-
search institutes, the university library, and 13 university centres, most
of which are located in the capital city.
According to the 2017 ranking of universities around the world, bet-
ter known as the “Shanghai ranking list”, the University of Belgrade is
among the best 300 universities in the world.
The faculties of the University are organised in 4 groups: social scienc-

are accredited in foreign languages and the respective institutions will

UNIVERSITY OF
NOVI SAD
The University of Novi Sad, founded in 1960, is the second largest state
university in Serbia. It consists of 14 faculties located in four major
cities of the Autonomous Province of Vojvodina: Novi Sad, Subotica,
Zrenjanin and Sombor.
The University of Novi Sad has over forty thousand students on bache-
lor level and over six thousand students on master and doctoral levels
of studies. It offers around 400 study programmes in all science disci-
plines (humanities, social sciences, natural sciences, technical sciences
and medical sciences), as well as arts (fine, drama, music and applied
arts).
As for its ranking on the Shanghai ranking list, the University of Novi

Apart from universities, there are also four colleges of academic studies
and numerous colleges of applied studies throughout the country. These
include, among others, technical colleges of applied studies, business col-
leges, colleges of technology, agricultural colleges, medical colleges, pre-
school teacher training colleges as well as engineering and information

16. Academic requirements
General entry requirements for:
Bachelor programmes
As a general requirement, to enter a Bachelor or an Integrated study pro-
gramme one has:
• to have completed four-year secondary education, and
• to pass the entrance exam.
Specific admission prerequisites usually include specific knowledge in cer-
tain disciplines and should be checked for each individual programme a
student is interested in. Entrance exams are usually held in early July (the
first round) and early September (the second round, if there are places left).
The ranking of candidates depends on both the entrance exam and their
results at the previous level of education.
Master programmes
For Master programmes lasting one
year with 60 ECTS a candidate has to
have obtained a Bachelor diploma
with at least 240 ECTS points.
For Master programmes lasting two
years with 120 ECTS a candidate has
to have obtained a Bachelor diploma
with at least 180 ECTS points.
Admission requirements vary from
programme to programme (usually
in regard to the area of previous ed-
ucation) and should be checked on
the web pages with information on
particular programmes.
Doctoral studies
A basic requirement to enrol at Doc-
toral studies is that the candidate has
successfully completed a Master pro-
gramme and obtained at least 300
ECTS. Additional requirements, such
as a minimum grade point average,
number of papers published in sci-
entific journals, etc. are determined
by each institution and presented on
the web pages of particular doctoral
study programmes.
Diploma supplement
After completing a course of
study at higher education in-
stitutions in Serbia, apart from
their diploma, graduates re-
ceive a diploma supplement.
Diploma supplement is a doc-
ument describing the knowl-
edge and skills acquired by
holders of higher education de-
grees. It provides additional in-
formation to that included on
the official degree certificate/
diploma and/or transcript,
making it more easily under-
stood, especially by employers
or institutions outside the issu-
ing country.

LANGUAGE OF INSTRUCTION AND
OPPORTUNITIES FOR FOREIGN STUDENTS
Studying in English
The principal language of instruction is Serbian for all educational levels.
There are also study programmes which are accredited in foreign languag-
es, mostly in English.
Currently there are around 150 study programmes at all educational levels
which are also accredited in English or other foreign languages that will be
available in the academic year 2018/2019 and that are listed in this publi-
cation.
There are also additional programmes which are accredited in English and
Serbian, but which might not be fully available in foreign languages in this
academic year. However, although the lectures and group activities may be
organised mostly in Serbian, they certainly offer additional opportunities
for foreign students, such as additional consultations with teaching staff in
English or other foreign languages. They are especially suitable for shorter
student mobilities through Erasmus+ or other mobility programmes. You
can find these programmes in the StudyInSerbia.rs database of learning
opportunities for foreign students.

Studying in Serbian
Foreign students can also choose to study in the Serbian language. This
significantly broadens the possibilities regarding the number of study
fields and programmes available (see all accredited study programmes at
education.rs). Besides, if you want to immerse yourself into the experience
of living and studying in Serbia, it is always recommended to learn at least
some Serbian. To prepare yourself to enrol at a study programme offered
in Serbian only, you can take language courses either online or in Serbia,
such as the year-long or semester-long intensive preparatory programme
of Serbian as a foreign language for the World in Serbia scholarship hold-
ers. Such a programme prepares students to pass admission exams in Ser-
bian and attend one of over two thousand study programmes at universi-

host country language while attending En-
glish-taught programmes, there are courses
in Centres of Serbian as a foreign language
available in Belgrade, Novi Sad and Niš. These

Serbian language
The official language of the Republic of Serbia is Serbian, a South Slavic lan-
guage spoken by around 10 million people in total. The Cyrillic alphabet has
the official status, but Serbian is practically the only European standard lan-
guage with complete synchronic digraphia – using both Cyrillic and Latin al-
phabets; speakers use the two scripts equally well..rs/education/language-requirements

PRACTICAL INFO
Travelling in/to Serbia
Serbia is located in the South-Eastern Europe. It is well connected both to
the other countries in the region and the other regions of Europe. You can
reach Serbia by air, train, car or bus, depending on where you are travelling
from.
Air
Nikola Tesla international airport (http://www.beg.aero/en/home) is the
main air hub of the country. It is located 12 km west of Belgrade and it of-
fers direct routes to most European cities. There is also a smaller airport in
the southern city of Niš (http://nis-airport.com/en/), with fewer flights, but
with a growing number of low-cost airlines.
Bus
All major Serbian cities have regular bus connections, both to cities in the
region and major cities in Central and Western Europe. Bus transport is the
most reliable mode of public transportation within the country.

Train
Train is usually a slower means of transportation, but often more bud-
get-friendly.
Serbian Railways (http://serbianrailways.com/) recognises most European
discount schemes such as InterRail.
Car
Serbia is located on the Pan-European Corridor 10, the shortest route be-
tween Central/Western and Southern Europe. To enter Serbia, drivers of
vehicles with foreign number plates need their national driving licence
as well as the registration document (together with the permit to drive a
car registered to a third party, if needed). For more information, including

Public transport
All cities and towns have a public transportation network which usually
consists of buses. In Belgrade, there are also trams, trolley buses and urban
train. Taxi transportation is relatively affordable, and there are numerous
taxi associations in big cities.
Currency
The currency of the Republic of Serbia is the Serbian dinar (RSD). Approx-
imately, you can get 118 dinars for 1 euro (March 2018). Always check the
daily exchange rate. Besides cash, you can use all major debit and credit
cards in most places. The majority of banks have 24-hour ATMs, some of
which can also exchange foreign currency. Official exchange offices are
numerous in every city, clearly labelled and usually offer better rates than
banks.
Visa permits
Citizens of many countries, including most European countries, can vis-
it Serbia without a visa for up to 90 days. To check whether you need
a visa, visit the website of the Ministry of Foreign Affairs of Serbia:

For stays over 90 days you will need to apply for a temporary residence per-
mit and obtain supporting documents including health insurance.
Register after arrival
Every person who is not a citizen of the Republic of Serbia should register
their arrival in Serbia at the closest police station. If you are staying in a
hotel or a student dormitory, this will be done by the hotel/dormitory staff,
while if you are staying in private accommodation, you should register your
stay in the nearest police station within 24 hours of arrival.

All the operators offer rechargeable pre-paid cards, which can be bought
and topped up at almost every newsstand or retail shop all over the country.
Please have in mind that roaming charges can be high even if you are using
your EU telephone in Serbia, since the Republic of Serbia is not a member
of the EU and the rules of no roaming charges do not apply yet.
Health Emergency
The Emergency Ambulance Service can be reached by calling 194 and it is
available 24 hours a day.
Work permit
A foreign citizen can be employed in Serbia, but they are required to
get a residence permit and a work permit first. For further information,

ACCOMMODATION
In all cities in Serbia in which universities are
located, there are also student residences
with dormitories and student restaurants.
Those facilities are available at affordable
prices and they are specially designed hav-
ing in mind students’ needs and possibili-
ties.
Each of the residences provides basic sup-
port for students, including accommoda-
tion in shared rooms and meals in student
restaurants, but many of them, especially
in larger university centres like Belgrade or
Novi Sad, offer much more than that. For
example, Belgrade’s biggest student res-
idence Studentski grad (Student City) is
one of the largest in the Balkans with over
4000 places available. Students are accom-
modated in one of the eight dorms, in two-,
three- or four-bedded rooms, each with a
private bathroom, a kitchenette, a terrace, a
telephone and the internet. Also, each dorm
has its reading and studying rooms, laundry
service, TV hall and small shop.

Student City consists of eight dorms, one big student restaurant, a
library with spacious reading and studying rooms, a small theatre
and cinema hall, a gallery, a gym and a discotheque. Many plays,
concerts, literary evenings and other social and cultural events take
place on-site, so students living there also have the possibility for
different leisure activities and a chance to meet many of their peers
studying in Belgrade.

20. FREE TIME
With all the cultural and sporting events, activities and festivals everyone
can find something to their interest to spend quality free time.
Music lovers can visit festivals that are organized throughout Serbia, with
different music genres and all around the year. The most popular are Exit,
an electronic and pop-rock festival organized each summer at the Petro-
varadin fortress in Novi Sad, Guča, a brass-band ethno festival in a small
town in Central Serbia, and Nišville, a summer jazz festival in Niš. There
are numerous other festivals, especially in the capital, as well as big con-
certs of world stars and a lot of small-scale club concerts for everyone’s
taste.
Apart from music festivals and vibrant night-
life, there are also numerous theaters, cine-
mas, cultural festivals, food festivals, fairs etc.
Some travel agencies and organizations offer
very affordable tours around Serbia for visit-
ing monasteries, old castles or cultural events.
Serbians like to refer to themselves as a“sporting nation”, mainly due
to the successes of the national sports teams and players, especially
in basketball, waterpolo, volleyball and tennis.
Apart from enjoying frequent sporting events as spectators, students
have a lot of possibilities to take active part in sports and recreation
activities in some of the easily accessible facilities. University sport
has been gaining importance in recent years, especially after Bel-
grade hosted the Summer Universiade in 2009. This trend has con-
tinued and in 2020 Serbia will be the host of European Universities
Games, which will be Europe’s largest university sports event of the
year, with 6,000 participants from Europe’s leading sport universities
who will compete in more than 20 sports.
For outdoor enthusiasts there are numerous hiking tours, half mar-
athons, marathons and trail races organized throughout the year in
different parts of Serbia. The paths of these tours and races often
lead through lovely sceneries in the countryside or main landmarks
in towns.

SCIENCE AND RESEARCH
The quality of Serbian universities is widely recognised, as evidenced by
the prestigious world ranking lists of higher education institutions.
According to the latest ranking of universities around the world (2017) on
the Shanghai ranking list (shanghairanking.com), the University of Bel-
grade is placed among the best 300 universities in the world. Considering
the subject rankings of the same list, in the field of Food Science and Tech-
nology, the University of Belgrade is ranked as 35th
and the University of
Novi Sad is among the best 150. Additionally, in the field of Mathematics,
the University of Belgrade is the top 300, the University of Niš in the top
400, while the University of Kragujevac and the University of Novi Sad are
among the best 500.The University of Belgrade is also ranked in the field of
Agriculture among the best 300 universities in the world.
Other global university rankings, such as URAP (University Ranking by Ac-
ademic Performance), which rates academic quality of 2500 best universi-
ties, features the University of Belgrade as 231st
, and the University of Novi
Sad as 860th
in the overall ranking. Similarly, in CWTS Leiden Ranking,
those two universities are among top 900 (Belgrade is 155th
and Novi Sad

) and they also have notable places in various subject fields, such as
Mathematics, Computer Science, Natural Sciences, Engineering, Biomedi-
cal and Medical Sciences.
Scientific research
The Republic of Serbia is an Associate Member in the pre-stage to Mem-
bership of CERN (European Organisation for Nuclear Research), the larg-
est and one of the most important particle physics laboratory in the world.
At the moment, there are four scientific institutions from Serbia actively
participating in CERN projects and experiments, of which three are a part
of the University of Belgrade (Vinča Institute of Nuclear Sciences, Institute
of Physics and Faculty of Physics) and one of the University of Novi Sad
(Faculty of Natural Sciences).

Student competitions and awards
Students of universities in Serbia actively participate in numerous global
student competitions and challenges. Teams of students from Serbia often
achieve remarkable results and are especially active in case study challeng-
es, debates and legal / UN model competitions, IT challenges, mathematics
and natural sciences competitions and conferences.
Recent global and regional competitions in which students from Serbia
achieved success include CBS Case Competition in Denmark (Business), Hi-
drocontest competition in France (Mechanical Engineering), Moot Court
Competition in the United Kingdom (Media ICT Law), Balkan Case Chal-
lenge in Austria (Law), Investment Arbitration Moot Court in Germany
(Law), Solar Decathlon Middle East in the United Arab Emirates (Architec-
ture), International Olympics in Mathematics, Physics, Chemistry, etc. They
are also present at international exhibitions, such as La Biennale di Venezia
di Architettura in Italy (Architecture), Expo 2020 in the UAE, etc.

Apart from higher education programmes,
institutions throughout the country offer a
variety of other learning opportunities that
are also available to foreign nationals. For
example, SMATSA Aviation Academy in Vršac
(saa.rs), one of Europe’s most experienced pi-
lot and air traffic control officer training cen-
tres, offers integrated courses for profession-
al pilots and air traffic control officers.
The Ministry is dedicated to further improving the opportunities for foreign
students who wish to study in Serbia. These plans include an initiative to de-
velop a modern centre for foreign students in Sremski Karlovci, a small town
in northern Serbia with a long scholarly tradition, in which some of the first
Serbian language schools were established in the 18th
century.

CEEPUS
(Central European Exchange Program for University Studies)
CEEPUS is a scholarship exchange programme for mobility of stu-
dents and academic staff in Central and Southeastern Europe. Ac-
ademic stays in the form of credit mobility, shorter thesis research,
teaching and mentoring activities and summer schools take place
primarily within CEEPUS institutional networks which are based
on cooperation of academic institutions within specific academic
field(s); likewise, the option of “freemover” exchange outside the
networks is also a possibility, depending on the level of available
leftover quota in each country. The CEEPUS scholarship includes
scholarship money and exemption from tuition fees; the exact
scholarship amount, the possibility of accommodation and other
potential benefits vary depending on economic and other resourc-
es of each member-state. Applications for mobility are submitted
through the main platform www.ceepus.info, which also contains
general information regarding mobilities in each CEEPUS member
state.
World in Serbia
The World in Serbia is a proj-
ect of the Government of
Serbia which provides schol-
arships for all levels of studies
for degree students coming
from the Non-Aligned Move-
ment countries. The students
who come to Serbia spend
the preparatory year study-
ing the Serbian language.
Bilateral exchanges
All the universities from Serbia
have bilateral cooperation with
universities from other countries.
One of the results of this cooper-
ation are exchange programmes
between the faculties which al-

SCHOLARSHIPS AND
EXCHANGE PROGRAMMES
Erasmus+ programme
Erasmus+ is a European Union programme
providing support to cooperation projects in
the fields of education and training, youth and
sport.
The programme supports the mobility of stu-
dents at all levels of study – Bachelor, Master
and Doctorate. The study period abroad can
last from a minimum of 3 months (or 1 aca-
demic term or trimester) to a maximum of 12
months.
In order to apply for the mobility, students
must be registered in a higher education in-
stitution and enrolled in studies leading to a
recognised degree. Bachelor students must be
at least in the second year of studies.
In addition, there must be an inter-institutional
agreement between the student’s home insti-
tution and the receiving institution – that is to
ensure that the period of study spent abroad
is relevant for a degree-related learning and
personal development needs and is a part of
the study programme the student is following.
In that way, the recognition of ECTS gained
during mobility is possible and quite easy.
