draft, you will need to gather all relevant
information. This includes not only your
own progress monitoring data, but also
information from general education
(current grades, the most recent state
and district assessment information, any
academic or behavioral concerns from
general education, and discipline reports
if this is relevant. After you have
gathered the required information, use
this information to update and create the
new draft IEP.

Narration – Before starting, be sure all
required team members are in attendance.
This includes a minimum of you (the special
education teacher), at least one general
education teacher of the child, the parent
(unless they have indicated they cannot
attend), your LEA representative (this is
typically your building administrator, unless
he or she has assigned someone else to be
there instead), and all other service
providers. In addition, when your student is
age 13 or older, he or she must be invited to
the meeting, but are not required to attend.

provides the foundation for the rest of the
document. Go over this section, but do not
read it word for word to the IEP team.
The Present Levels of Performance is the
second part of section II. This is your baseline
data that provides the justification for the
annual goals that you will recommended. Go
over this section in detail.

Consideration of Special Factors
Narration – The programming
recommendations on your draft IEP should
make sense to the team because they are
based on data that you’ve collected. In
addition to your recommendations, which
are included on the draft IEP, ask the group
for other recommendations that are based
on data presented. You can add to the IEP at
this time as long as there is data to support
each recommendation.
You should be sure that the team agrees with
each section before moving on to the next
section.
Remember that this is not yet the time to talk
about placement. This will be one of the last
things you address.

Actual Text – Unexpected questions,
concerns or requests
Narration – There may be times when you
will be faced with questions about the
recommendations. Your data is your friend –
lean on your friend to substantiate the
recommendations you’ve made. Any
recommendations made by any other team
members must also be based on data that
has been collected. If any team member asks
for something to be included in the IEP and
there is no data to support it, you must
gather the data and then come back together
as an IEP team to consider the new data.
