4. Superfast - Outcomes
• £1.7 billion public funding (£780m government plus local and European funding)

6. Better Broadband Scheme
• Voucher based scheme to allow premises with speeds below 2Mbps to get
access to basic broadband
• Subsidy of up to £350 per premises

7. 5G Testbeds & Trials Programme - Objectives
• Help to establish the conditions under which 5G can be deployed in a timely way
to drive efficiency and productivity, and maximise the chances of the UK being
amongst the leading 5G countries.
• Foster the development of the UK’s 5G ecosystem to ensure that the UK and UK
businesses are well placed to maximise the efficiency and productivity benefits
of 5G.
• The Programme will also contribute to the delivery of the 5G Strategy’s success
outcomes, which are:
• Accelerating the deployment of 5G networks
• Maximising the productivity and efficiency benefits to the UK from 5G
• Creating new opportunities for UK businesses at home and abroad, and encouraging
inward investment

8. 5G Testbeds & Trials Programme - Activities to Date
• Providing an initial investment of £16m in 3 University Test Networks (the
Universities of Surrey, Bristol and King’s College, London). This testing
capability will be available by the end of March 2018.
• A wide range of stakeholder engagement, principally with organisations from the
telecoms sector, public sector organisations, and industry representative bodies.
• Developing the approach to how the Programme will achieve its aims, including
the use of funding in 2018/19.
• Initiating groups to start joining up across the public sector – both to connect
related policy initiatives across different Government departments, and to
provide a common understanding of programmes which are providing funding for
projects.

Universal Broadband
• Universal broadband access to at least 10Mbps by 2020, so that no home or
business is left behind.
• Two options under consideration - a voluntary offer from BT Group and a
regulatory USO.
• A decision will be made in due course on which approach best meets
consumer needs.

Business Rates Relief
• Full relief on business rates for new, lit fibre for 5 years from 1 April 2017.
• Provided for in the Telecommunications Infrastructure (Relief from Non-
Domestic Rates) Bill
• Currently completing the final stages of passage through Parliament.
• Draft regulations still under consideration by DCLG, consultation is open until
