来增建华小，而不是只根据董总说的华裔人口比率(Ratio)，
因为人口比率时常变动而且容易过时 。
Conduct a comprehensive study on mobility and migration
pattern of the ethnic Chinese and propose a better solution for
building Chinese primary schools than the current population
ratio based study by Dong Zong.

按集体决定而非政党意愿行事。 *main point*
• People can check the representative’s action in the
legislature at any time.
人民可以随时检查代议士在立法院的任何决策。
• This was never done by ANY political parties.
没有一个政党曾经这样做过。
• The third ballot too failed to implement this concept.
第三选票基本上也无法贯彻这项理念。

进行期间由社区进行讨论和表决。
Important communal decisions, proposed bill or act are
discussed and voted by the community before or during
parliament sitting.
– 国会投票权是大家的，而不是国会议员说了算。
Parliament voting right lies in the hands of the people and not
the member of parliament.
